Call for Construction Bids for the Redlands Passenger Rail Project
The SBCTA Board of Directors approved the Plans, Specifications, and Estimates for the Redlands Passenger Rail Project and authorized the release of the Invitation for Bids for the construction of the mainline that will serve as the pathway for the future Arrow rail service.
The Mainline Construction extends nine (9) miles east, from the San Bernardino Transit Center (SBTC) to the University of Redlands. Key aspects of the project include:
- Removal of existing outdated track materials;
- Construction of nine (9) miles of new mainline and two (2) miles of secondary mainline track;
- Four (4) new stations (Tippecanoe Avenue, New York Street, Downtown Redlands and the University of Redlands) along with modifications to the Mainline #1 and #2 platforms at the SBTC;
- Five (5) bridge replacements;
- Safety improvements at twenty-three (23) at grade crossings;
- Installation of the Centralized Traffic Control (CTC) and Positive Train Control (PTC) systems; and
- Construction of turn-back siding to facilitate the operation of Southern California Regional Rail Authority (SCRRA) express trains.
The Mainline Construction will be coordinated with separate station area development projects being performed by ESRI and the University of Redlands, along with utility relocations/protections for the Cities of San Bernardino, Redlands, Riverside and Loma Linda.
Award of the construction contract is expected in early 2019 with construction to begin in Spring.

High Desert Opportunity Summit
SBCTA will be attending the 37th Annual High Dessert Opportunity (HDO) later this month. The new, one-day Summit will combine the 37th annual HDO conference with the Victor Valley College (VVC) Foundation's High Desert Economic Summit which is usually held in the spring. The HDO conference has a long history in the area and was formally designed to draw business owners and site scouts from out of the area and introduce them to the benefits of expanding or relocating to the High Desert region.
This year's conference will include an economic forecast and educate attendees about the economic future of the High Desert, Inland Empire and state as a whole. Proceeds from the conference will benefit the Victor Valley College Foundation which provides scholarship and grant opportunities to students at VVC. Business 2 Business Expo Recap
SBCTA held its 6th annual Business to Business Expo on Thursday, September 27th at the Ontario Convention Center. More than 250 participants and 48 partner business and local agencies with booths attended the event to interact with local businesses interested in collaborating on SBCTA projects.
Board Vice President Darcy McNaboe provided welcome remarks and Paula Beauchamp, Director of Project Delivery, and members of her team provided attendees an overview of the project delivery process. SBCTA Risk Manager, Eric Dahlen, also spoke to attendees about insurance requirements for local businesses interested in pursuing contracts on SBCTA projects. Thanks to all those businesses and participants who made the event such a valued endeavor.

Mobility 21 Annual Summit Showcases Future ZEMU Technology in SB County
Mobility 21 was created in 2002 to bring together elected officials, transportation providers, businesses, local municipalities, labor and community leaders to develop solutions to the transportation issues facing Los Angeles County. This initiative, led by the Los Angeles Area Chamber of Commerce and the Los Angeles County Metropolitan Transportation Authority.
In 2007, Mobility 21 became a regional effort to focus on the transportation efforts of Southern California. In addition to Los Angeles County, Mobility 21 is comprised of Imperial, Orange, Riverside, San Bernardino, San Diego and Ventura Counties to engage in a conversation about regional transportation priorities f
or our 17 million residents.
Each Fall, this group of transportation leaders engages in an annual Summit to highlight key transportation achievements and collaborate on ideas that take the region to the pinnacle of the transportation discussion in both the state and federal forums.
On October 19th, SBCTA's Immediate Past President Alan Wapner and Executive Director Ray Wolfe will be participating in select panels at this year's event to represent San Bernardino County's interest in the mobility dialogue. Staff will also be on hand at the Expo to share some of the innovative and creative solutions to the transportation challenges we face in the eastern part of the region.
A key highlight will be the "DMU to ZEMU" display in the JW Marriott lobby, introducing the region to a first-of-its-kind in North America rail service.

Yucca Loma Corridor Connection Advances with Right of Way Funding
The Board of Directors approved a request by the City of Victorville for an additional allocation of $850,000 to assist with the purchase of right of way for the Green Tree Boulevard Extension Project (Project). The extension is the third phase of the Yucca Loma Corridor and will provide a connection between Yates Road in San Bernardino County and the existing Green Tree Boulevard/Hesperia Road intersection in Victorville.
The Project includes a four-lane bridge over the Burlington Northern Santa Fe (BNSF) Railroad. The developer share of this project increase will be paid in the construction phase.
The current schedule anticipates right of way certification in by the end of 2018 with construction anticipated to begin in late summer 2019.

San Bernardino Council of Governments Work Plan
During this month's Board of Director's meeting, COG staff presented on a 3-5 year work plan that identified a vision for the future that spends the $1.4 million of fund revenue balance from the Property Assessed Clean Energy (PACE) fund. In order to create structure and a justified foundation for proceeding with the projects, COG staff looked to the Countywide Vision to function as the COG's Work Plan.
Using the Countywide Vision as the guiding principles for directing the COG activities provides a foundation for consistency with the priorities of the local jurisdictions. Our goal is to support the Countywide Vision to capitalize on the diversity of its people, its geography, and its economy to create a broad range of choices for its residents. Facebook Live Pre-Proposal Meeting for Graphic Design
On Thursday, SBCTA hosted a Pre-Proposal Meeting for the Request for Proposal (RFP) for Graphic Design. In an effort to provide an opportunity to as many eligible firms as possible, we offered a simultaneous Facebook Live event. Using this medium can expand small business connections to the agency and provide a unique chance to grow the pool of qualified firms looking to bid for contracts. Given that this particular RFP does not require for the Vendor/Consultant to be locally accessible, SBCTA saw this as one more tool to increase participation.
Coupling these types of approaches with our recent Business 2 Business Expo is just one more way that SBCTA seeks to outreach with the contracting community.
