SEVP Ends COVID-19 Flexibilities for F-1 Students
Effective May 11, 2023, the Student and Exchange Visitor Program (SEVP) ended its Coronavirus Disease (COVID-19) guidance, consistent with the end of the COVID-19 Public Health Emergency, following the end of the COVID-19 National Emergency on April 10, 2023. This guidance had allowed for certain flexibilities for students in F-1 status, particularly as it pertained to employment, enrollment, and travel.
While the SEVP’s COVID-19 guidance is terminated as of May 11, 2023, Active F-1 students will be able to complete the 2022-23 academic year under the COVID-19 flexibilities through the end of Summer 2023 term, which for UC San Diego ends on September 24th, 2023.
Effective September 25, 2023, any F-1 student with a program start date in Spring 2023 or prior on their Form I- 20 must adhere to F-1 regulations that were in place prior to March 2020.
What does this mean for me?
- Continuing F-1 students will need to ensure they meet full-time enrollment requirements within the limitations set forth in 8 CFR 214.2(f)(6)(i)(G).
- At UC San Diego, this means that students must enroll in a minimum of 12 units each academic quarter, unless they have an approved reduced course load.

Starting Fall 2023, no more than one remote class per quarter can be used to meet full-time enrollment requirements. Remote courses are denoted as “RCLASS” in WebReg.
The Department of State has not released updated guidance for J-1 students as a result of the end of the COVID-19 Public Health Emergency. We will provide more information as it becomes available.
