SEABROOK EDC TAKES THE STAGE AT BACREN LUNCHEON

Seabrook Economic Development Corporation Chairman Paul Dunphey and Economic Development Director Gayle Cook had the honor of presenting at the Bay Area Commercial Real Estate Network (BACREN) luncheon on Wednesday, January 15, 2025.


During their presentation, they highlighted exciting updates on Seabrook’s latest developments, mobility improvements, and the near completion of the SH 146 highway construction project. Attendees were also treated to the debut of the EDC’s new campaign video, "Seabrook is Open".


This campaign includes a professionally produced video featuring stunning drone footage, commercial airings on KTRK and Hulu, and a segment on Houston Life to highlight Seabrook’s amenities and accessibility. This campaign is designed to let the Houston market know that Seabrook is open for business and ready to welcome visitors.

DEVELOPMENT UPDATES

SEABROOK TOWN CENTER (THE EDGE)

PLANNED UNIT DEVELOPMENT


The Edge at Seabrook Town Center, a 19.54-acre mixed-use development, continues to move forward as it progresses through the permitting process. This transformative project will feature a 320-unit luxury multi-family apartment complex, 37,540 square feet of leasable commercial space, an entertainment plaza, and 737 parking spaces.


As one of Seabrook’s most anticipated developments, The Edge will serve as a vibrant hub for residents and businesses, enhancing the city’s live-work-play environment. We look forward to announcing a groundbreaking soon!

WORLD CLASS FREEZER FACILITY

PLANNED UNIT DEVELOPMENT


Approved in 2024, the World Class Freezer Facility is a planned industrial development on 7.19 acres west of Old SH 146. The original plan included a 134,632 SF warehouse, parking, and loading spaces to support Seabrook’s growing industrial sector.


Camfield Partners, LLC is requesting an amendment to reduce the warehouse size to 72,000 SF, relocate the detention pond, adjust access points for direct SH 146 entry, and modify parking and loading layouts.


A public hearing for this amendment will be held at the Planning & Zoning Commission meeting on January 30, 2025. View the meeting agenda to learn more.

QUIET WAREHOUSE

PLANNED UNIT DEVELOPMENT


The Starship Texas City LLC project, approved as a Final Planned Unit Development (PUD) in July 2024, remains in the design phase as plans take shape. Located on a 3.695-acre site at 5815 Old Hwy 146, the development is strategically positioned east of Old SH 146, north of Red Bluff Drive, and south of Port Road.


The project includes two 23,980-square-foot tilt-wall warehouses, adding modern industrial space to support Seabrook’s growing commercial sector. Stay connected with the Seabrook EDC for more updates as this project progresses.

RESIDENCES AT HIGHLAND

PLANNED UNIT DEVELOPMENT



The Residences at Highland, a Planned Unit Development (PUD) by Highland Resources Inc., is moving forward in Lakefront District. Designed to provide a flexible and well-integrated development, the project focuses on enhancing amenities, preserving natural spaces, and ensuring coordinated public infrastructure.


Located south of NASA Road 1, east of Bayou View Drive, north of Clear Lake, and west of Repsdorph Road, this development will bring new residential opportunities to Seabrook.

MIRAMAR SHOPPING CENTER


In 2024, the Seabrook Economic Development Corporation (SEDC) awarded a $300,000 grant through its Retail Redevelopment Incentive Program to support improvements at Miramar Shopping Center. The project, valued at approximately $1.8 million, is now underway, bringing upgrades such as new asphalt and striping, parking medians, planting islands, enhanced lighting, improved drainage, and new perimeter landscaping.

MARGARITA JONES


Renovations are well underway at 1818 NASA Parkway, where Margarita Jones is preparing to open its second location in Seabrook. The Seabrook EDC approved a $200,000 incentive to support site improvements, helping facilitate a full-scale transformation of the former Hooters property.


The project will bring a fresh Tex-Mex concept to the area, enhancing Seabrook’s dining scene. With construction progressing, Margarita Jones is on track for an April 2025 opening, adding a new destination for residents and visitors this spring.

BAYSIDE PARK EXPANSION


With the completion of Seabrook’s new Wastewater Treatment Plant, the former facility on Main Street is set for demolition. As outlined in the Old Seabrook Livable Center Plan—spearheaded by the Seabrook Economic Development Corporation (EDC)—this site is envisioned as a future public green space.


The EDC has committed to partnering with the City on the design and construction of this project and recently approved a contract to begin developing design concepts. In Q1 2025, the EDC will join an advisory committee to help shape the vision for this transformative space.

TACO BELL RIBBON CUTTING

Welcome Back, Taco Bell


On January 15, 2025, the Seabrook Economic Development Corporation hosted a ribbon-cutting ceremony to welcome Taco Bell back to the community. Located at 2164 Bayport Boulevard, this reopening marks Taco Bell’s return after the SH 146 expansion project, which temporarily displaced many businesses in the area.


Mayor Thom Kolupski and EDC Chair Paul Dunphey expressed pride in seeing businesses like Taco Bell reestablish themselves in Seabrook, highlighting the resilience of the local business community and the city’s appeal as a commercial hub. Operated by B&G Food Enterprises, LLC, the new Taco Bell location offers inside dining, drive-thru services, and a menu full of Mexican-inspired favorites for residents and visitors to enjoy.

Andrew Croce

The Seabrook EDC is thrilled to welcome Andrew Croce to the board. Andrew brings a wealth of experience with over 15 years as a Project Manager in the oil and gas/petrochemical industries and a decade as a Test Engineer for NASA. His professional background also includes expertise in residential and commercial construction, making him a valuable asset to the EDC’s mission of fostering growth and development in Seabrook.


A proud Seabrook resident, Andrew has previously served on the Seabrook Charter Review Committee. In his free time, he enjoys woodworking and camping.

Summer Sanford

The Seabrook EDC is excited to welcome Summer Sanford to the board. With over 20 years of experience in management, leadership, and business development, Summer brings a wealth of expertise to the team. She has a proven track record in creating environments for sustainable high performance, implementing sales tracking systems, and fostering organizational alignment.


Beyond her professional accomplishments, Summer is deeply involved in community leadership and development. She is passionate about inspiring others to achieve intentional growth and success.
