Briefing on the Maryland Family and Medical Leave Insurance (FAMLI)
An important law is set to take effect soon that will impact every employer in the State of Maryland. Title 8.3 of the Maryland Labor and Employment Code, also known as the FAMLI statute, sets the legal requirements for the paid family and medical leave system in Maryland.
All employers with at least one employee in Maryland will be required to provide paid family and medical leave. There are no exemptions under state law. Employers can choose between the State Plan, a commercial plan, or a self-insured option. Employers must begin making contributions on January 1, 2027, while benefits will become available in 2028.
The Dorchester Chamber of Commerce is working with our fellow midshore chambers to set up a regional briefing in October by Maryland state officials on FAMLI implementation. Further details will be available soon. In the meantime, if you have any questions, please feel free to reach out to us at the Chamber.

Cannabis Conversations: Meet Sunburst Pharm Founder and CEO Darryl Hill
The original purpose of our Spy interview with Sunburst Pharm founder and CEO Darryl Hill was to spotlight a lifetime career as a serial entrepreneur with Sunburst being one of the most successful cannabis dispensaries in Maryland. I still very much want to have that conversation with Darryl, but when we began talking a week ago, it became clear another story needed to come first.
Sixty-three years ago today, on September 21, 1963, Hill took the field for the University of Maryland against N.C. State and became the first Black football player in the history of the Atlantic Coast Conference. It was an extraordinary moment in college sports, although Darryl makes clear that at the time he had no particular desire to be a civil rights pioneer. As he remembers telling Maryland assistant coach Lee Corso, “I don’t want to be Jackie Robinson. I want to go to college.”
What followed that fall tells you a good deal about Darryl Hill and his character. Maryland’s schedule took him into a South where college football remained deeply segregated. His memories of those games, particularly what happened at Clemson, are both disturbing and remarkable. They include threats, open racism, his mother being denied admission to a stadium, and acts of courage from people on both sides of the color line.

A Chat with Susan Banks: Dorchester’s Economic Development Long Game and Results
Economic development may be one of the hardest assignments in local government because there are very few quick victories.
A county can spend years investing in roads, broadband, utilities, workforce programs, and business recruitment without much visible evidence that any of it is working. Companies change plans. Funding comes and goes. Even successful projects can take years before the public sees the results.
It requires a long view, some luck, and perhaps most importantly, someone with enough patience to keep pushing when there isn’t much to show for the effort.
In Dorchester County, Susan Banks has been doing that work for nearly 13 years.
Banks joined the county’s Economic Development Office in January 2014, first as business development manager and later as director. Now, some of those long-term investments are beginning to show.

Give Like Dolly Day honors Dolly’s lifelong commitment to children and her Imagination Library
The Dollywood Foundation, home of Dolly Parton’s Imagination Library, and United Way of the Lower Eastern Shore (UWLES), their local affiliate partner, today announced Give Like Dolly Day on September 25, a global day dedicated to supporting local Dolly Parton’s Imagination Library Programs and honoring Dolly’s extraordinary legacy of inspiring children to dream big and develop a lifelong love of reading. As Dolly often said, “If you can read, you can do anything, dream anything and be anything.”
At the heart of Give Like Dolly Day are the thousands of Local Imagination Library Partners around the world who help carry Dolly’s mission forward in their own communities. Locally, United Way of the Lower Eastern Shore has been the program affiliate since 2012, providing over 620,000 books to over 20,000 graduates of the program. UWLES currently provides free books to over 7,300 children monthly in Dorchester, Somerset, Wicomico, and Worcester Counties.
Dolly often called these local Imagination Library Partners the “true heroes” of her program. Local affiliates raise funds, build community support and work tirelessly to ensure children from birth to age five in their communities can receive a free, high-quality book mailed directly to their home each month.

FOP Lodge #27 Hosting Fundraiser for Fallen Officer Hinson
Dear Friends of FOP Lodge # 27,
It is with Great Sadness that our Lodge has lost one of its Members. Captain Ronald S. Hinson of the Cambridge Police Department, passed away while he was working on September 21st, 2026. He was a 26 year Veteran of the Cambridge Police Department and he served in the United States Marines. He was also a member of our Lodge for 26 years. He was well respected within the department and the community and served with Honor during his years in Law Enforcement. He will be missed by the Law Enforcement Officers of not only Cambridge PD but of all the departments of Dorchester County and the Eastern Shore of Maryland and also those who knew him across the State of Maryland. He leaves behind his wife, Erin and 5 children and other family members who loved him. He will be missed by all that knew him.
It is because of this our organization is asking our friends to help with his family during the time with donations to cover Funeral Expenses and other costs that they will have in the coming weeks and months. We will be giving towards this ourselves and welcome any others that are willing to also give. We will keep track of those who donate and give your information to his family unless you wish it to be anonymous.

Beacon of Hope: Veterans Gala
Join us on Saturday, September 26th from 6pm-10pm at 447 Race Street. The Beacon of Hope: Veterans Gala is more than a formal evening. As part of the inaugural Harriet Tubman Summit, this black-tie event is rooted in gratitude, resilience, and community. Inspired by the courage and service of both Harriet Tubman and our nation’s veterans, the evening will bring together veterans, families, and supporters for a night of reflection, reconnection, and honor. Harriet Tubman’s deep connection to the land as a nurturer, provider, and guide serves as inspiration for the evening. Her legacy reminds us how the land can sustain, heal, and bring people together.
Guests will experience an elegant autumn-inspired farm-to-table dinner featuring locally sourced ingredients from Eastern Shore farms, watermen, and producers. More than a meal, the evening is designed as a storytelling experience. Each course will share the history, culture, and significance behind the food served to the table. Through thoughtful hospitality and community fellowship, the gala will celebrate the traditions of the Chesapeake Bay while honoring service, sacrifice, and unity.
The evening will also feature a special keynote address from a distinguished guest, creating a powerful moment of inspiration and recognition. Guests are encouraged to dress their best and join us for a night that uplifts, connects, and honors those who have served.

Veteran Retreat and Cookout Day
On Sunday, September 27, from 11:00a.m. to 5:00 p.m., we invite you to join us at Patriot Point, 750 Taylors Island Road in Madison, MD. As we wind down the Harriet Tubman Summit, come spend the day with us in connection, reflection, and legacy. This is a free event. However, any donation for this event will benefit Patriot Point and its mission.
The Patriot Point Retreat will bring together veterans, families, and community for a meaningful Veteran retreat and Community Cookout. Set on peaceful grounds not far from where Harriet Tubman spent part of her childhood, this gathering creates space to unwind, reconnect, and continue the spirit of the Summit.
We’re here to make sure you’re connected to the benefits you’ve earned through your service, while building relationships that extend beyond this moment.
Join us as we honor service, strengthen community, and carry the legacy forward together.
