Freedom to Invest in Tomorrow's Workforce Act
Article courtesy of John C. Holper - Bassford Remele, P.A.
| | |
The construction industry in Minnesota, like much of the nation, faces significant workforce challenges - especially in attracting and retaining skilled professionals such as carpenters, electricians, welders, masons, plumbers, and heavy equipment operators. These occupations remain in high demand, but the costs associated with training, credentialing, and licensing requirements present meaningful barriers to entry for many Minnesota residents considering a career in the trades.
The Freedom to Invest in Tomorrow’s Workforce Act, signed into law in July 2025, directly addresses this gap by expanding how 529 education savings plans can be used. The legislation was advanced on a bipartisan basis, with Rep. Rob Wittman introducing the House version and Sen. Amy Klobuchar and Sen. Roger Marshall sponsoring it in the Senate. The legislation was also backed by the Tomorrow’s Workforce Coalition and hundreds of industry organizations, including those in construction and engineering. The Tomorrow’s Work Force Act now affords those interested in the construction trades with new, far-reaching benefits.
The potential impact on Minnesota’s labor force is considerable. Construction employers statewide have continued to report difficulties recruiting qualified workers. With 529 education savings plans now available for skilled trades training, these careers become more accessible to Minnesota families who may have previously only considered traditional four-year colleges. The support for local apprenticeship programs, long an integral part of Minnesota’s trade education landscape, strengthens the earn-while-you-learn approach that will be valuable for bringing younger workers into Minnesota’s construction workforce. Moreover, the law encourages people to consider mid-career retraining for in-demand roles such as carpentry, welding, HVAC, or heavy machinery operation, by removing prohibitive upfront costs that might otherwise present obstacles.
Minnesota construction employers also stand to benefit directly: with families now able to save for construction apprenticeships as they would for college, the trades are positioned as respected and financially viable career paths for the state's youth.

| | ECONOMIC SNAPSHOT: Highs, Lows, and What's Ahead | | |
The construction market has been riding a bit of a rollercoaster this year, and August was no exception.
After a string of record-setting months, nonresidential spending cooled off, job numbers were revised downward, and residential work continued to slump. But it's not all bad news. Data centers, manufacturing, and civil projects are still bringing plenty of opportunities, including right here in Minnesota.
For MBEX members, the big takeaway is clear: knowing where the momentum is (and where it isn't) can make all the difference in planning for the months ahead.
Nonresidential Starts Slow After a Hot Streak
August wrapped up with nonresidential starts at $57.7-billion, down sharply from the blockbuster summer months where totals topped $80-billion three times in a row. That earlier surge --- worth $244-billion combined --- set multiple records and helped push year-to-date (YTD) spending growth from 5% in early spring to nearly 13% by the end of August.
Most of the momentum has come from nonresidential buildings, now up 18.1% YTD. Civil construction, while still positive, has cooled from double-digit growth earlier this year to 5.4% now.
On the residential side, it’s still a struggle. Both single-family and multi-family are down, 9.5% and 7.6% respectively. If this trend holds, 2025 will mark the third straight year of housing contraction, the longest slide since the Great Recession in 2008. For Minnesota, where demand for workforce housing remains strong, that makes these declines especially concerning.
Best Performing Large Dollar Categories YTD
- Private Offices including Data Centers: + 80%
- Manufacturing: + 76%
- Sports & Convention Centers: + 43%
- Airports: + 29%
- Dam / Marine: + 22%
Underperforming Large Dollar Categories YTD
- Prisons: - 68%
- Power Infrastructure: - 47%
- Hotel / Motel: - 23%
- Special & Vocational Schools: - 19%
- Miscellaneous Medical: - 19%
Some categories are absolutely thriving. Offices (including data centers) are up 80%, and Manufacturing and Sports and Convention Centers are also doing quite well. Airports are also seeing strong gains, a trend that resonates in Minnesota with ongoing upgrades at MSP and regional airports.
On the flip side, categories like Prisons, Power Infrastructure, and Hotels are dragging. Locally, that aligns with slower momentum in hospitality projects compared to the strong interest we're seeing in industrial and public infrastructure builds.
Job Picture: A Harder Look
Recent revisions from the Bureau of Labor Statistics painted a tougher picture for construction jobs nationwide. What once looked like modest growth is now just 6,000 net new jobs through August. August alone saw a loss of 7,000 construction jobs.
Residential sub-trades have been hit hardest, losing 33,000 jobs since January. Nonresidential sub-trades gained 27,000, which helps, but the labor market overall remains tight. In Minnesota, where competition for skilled workers is already fierce, these numbers highlight the need to recruit and retain talent more aggressively.
Data Centers Keep Booming
If there’s a bright spot, it’s data centers. Spending through July has already hit $26.9- billion, nearly all of 2024’s total. At this pace, the year could close north of $46-billion. The Twin Cities metro has been seeing its share of data center proposals, too, making this one of the hottest opportunities for local contractors and suppliers.
But the question of power looms large. If grid upgrades don’t keep up, the growth curve could bend. That’s something Minnesota stakeholders, as well as those investing in data center development, will need to watch closely.
Regional Breakdown
The West Coast is nearly flat, barely growing at 1.2% YTD. The Mountain division remains hot, though that’s mostly megaproject-driven. The Midwest, unfortunately, is one of the weakest regions right now with double-digit contractions in several divisions. The West South Central region (including Texas) is still strong, but locally, the picture is mixed.
Here in Minnesota, civil projects, like roads, bridges, and water infrastructure improvements, are helping offset softness in other areas. Civil spending nationwide is one of the most stable categories, and Minnesota is benefiting from those same trends thanks to federal and state infrastructure funding.
Below are the YTD Nonresidential Starts for the five states covered by MBEX:

What This Means For Minnesota Constructors
Opportunities are still out there, but they’re concentrated. For MBEX members, the strongest plays are in civil infrastructure, manufacturing, and data centers, while categories like housing and hospitality continue to cool.
Stay on top of early-stage opportunities through MBEX's Online Plan Room and keep building your network at MBEX events (Fall Social, anyone?).
And don’t overlook workforce planning. Tight labor markets mean the companies investing in talent retention and training today will be best positioned for tomorrow’s work.

LABOR & WORKFORCE
🦺 Construction Worker Quit Rate Hits Nine-Year Low
The construction industry had 306,000 job openings at the end of July, an increase of 64,000 from the previous month and 77,000 year-over-year, according to an analysis of federal data by Associated Builders and Contractors (ABC). The job opening rate also rose to its highest level in over a year. However, ABC noted that other labor data points to a potential deterioration in labor demand. The number of workers who quit their jobs in July was the lowest in nine years, while layoffs increased to their highest level since the first quarter of 2023. (For Construction Pros)

⛑️ Virginia Tech Unveils Hard Hat, Helmet Rating System
Virginia Tech's Helmet Lab released a first-of-its-kind rating system for construction hard hats and helmets that mirrors rankings used for sports helmets. The findings indicate that Type II helmets --- or those with interior energy-absorbing materials and protection for the top and sides of the head --- better protect workers from severe injury. Results show the shift to Type II reduces risk, on average, by 34% for fall-related concussions and by 65% for skull fractures. (Construction Dive)

🛫 'First-Of-Its-Kind' Parking Structure Coming to Reagan National Airport
In order to build a new parking deck, Regan National Airport (DCA) had to temporarily make the parking crunch worse by taking away about a thousand spaces from its economy lot. To minimize the pain from the loss of spaces, officials chose a construction method that is helping them build the parking deck faster and with fewer complications than traditional construction. The parking deck is being made with precast concrete pieces that are sent to DCA by truck from Canada, and they arrive at the site ready to be put into place. (WJLA News)
| | Scannell Properties Unveils 360-Acre Business Park Plan | | |
Read more on Minneapolis - St. Paul Business Journal
Scannell Properties' planned project, dubbed "Big Woods Business Park," could include as much as 2.7-million-square-feet across multiple buildings, with a mix of office and industrial space, according to an environmental review document filed with the Minnesota Environmental Quality Board.
Under one scenario, the plan also includes 300,000-square-feet of commercial uses.
Another scenario shows plans for 1.8-million-square-feet of business park uses with office and industrial space, as well as 200,000-square-feet of commercial uses.
The site is generally bounded by Highway 212, Chaska Boulevard, Jonathan Carver Parkway, and Creek Road. It spans 17 parcels, 15 of which are in Chaska.
The plan is currently working its way through an environmental review process called an alternative urban areawide review, which seeks to determine the worst-case risks for environmental impacts while also pinpointing mitigation measures.
If the project moves forward, construction would begin as early as Summer 2026. It would be constructed in phases, with full buildout expected between 5-15 years.
