Lead Reduction Program Continues in the Hale Neighborhood

Work started in the Hale neighborhood in early May, with replacements beginning in mid-June. The next work area in D5 is the Montclair neighborhood. Currently, we expect preliminary work to start in that area at the beginning of August, and replacements are slated to begin in the middle of September.

In other exciting news, the Lead Reduction Program recently hit a big milestone, with 25,000 lead service line replacements thanks, in part, to federal funding received in 2022, which helped accelerate the replacement work.

Have questions? Denver Water offers community presentations by request for registered neighborhood organizations, business districts or other neighbors interested in hearing more about the Lead Reduction Program.  They also have a subscriber newsletter specific to the program and provide updates on Nextdoor as needed.

Neighbors can contact Denver Water Customer Care at 303-893-2444 with questions.

Schlessman Public Library Needs Your Help!

One of DPL's most popular branch libraries is in need of renovations! Though the renovation was initially funded in 2017 through a city bond, increased construction and labor costs and inflation require additional funding to complete the project.

The renovations will include an improved community room on the first level, a brand-new teen space, a larger children's library, and enhancements throughout the library that make spaces easier to access and use. To find more information visit dplfriends.org/schlessman

Ellsworth Ave. Storm System Phase 2 Status Update

The bid opening for the Torreys Peak General Storm/Ellsworth Ave. Ph. 2 project occurred on June 27, 2024. Concrete Works of Colorado was the apparent low bidder. The bids are currently being evaluated by the City for accuracy and compliance. Once that review is complete, the project can be awarded and the contracting process can begin. Contracting is estimated to take a few months which brings construction start to early fall.

Phases 3 and 7 of Denver Water’s Pipe Replacement Project on East Colfax Avenue

Denver Water crews are replacing over 5 miles of 130-year-old pipeline in advance of the upcoming East Colfax Bus Rapid Transit project, which is being led by the Denver Department of Transportation and Infrastructure.

When: Denver Water has begun work on phases three and seven of the pipe replacement project along the East Colfax Avenue corridor. The entire project should be complete by the end of 2024. Construction schedules are subject to change due to weather and may be altered to accommodate major events in Denver.

Where: Two crews will be working simultaneously along East Colfax Avenue.

  • Phase three: East Colfax Avenue between York and Cook streets.
  • Phase seven: East Colfax Avenue between Quebec and Xenia streets.

Local access to residences and businesses will be maintained throughout the project. Commuters should expect delays in this area. For more information or to sign up to receive updates, we encourage folks to visit denverwater.org/Colfax. Denver Water and RTD are coordinating to minimize impacts to bus routes throughout the project.

Water outages will be necessary on this project. Crews will provide a notice with the date and time of the planned water outage on the front door of your property at least 24 hours in advance of the planned water outage. While unlikely, emergency water shut-offs may also occur. Visit denverwater.org/Outage for more information.

Working hours are typically Monday - Friday, 8:30 a.m.- 8:30 p.m. Some night or weekend work may be required.

Quebec Street Sidewalk Gap Construction Starting Soon!

The Quebec Street Sidewalk Gap Construction project is due to begin in late summer 2024. The sidewalk gap construction program is about to start notifying constituents residing on either side of Quebec Street between 12th Ave and Montview Blvd of the upcoming construction.

Please visit the project website for more information. Please note that only the Quebec sidewalks are being constructed at this time (not 17th Ave).

Constituents affected should have received a notice on their door with an overview of the project along with a construction design map to show exactly where the sidewalk will go in the right of way adjacent to their property. Constituents will be able to see if a tree or fence in the city right of way needs to be removed, and if a driveway or curb cut needs to be reconstructed. Only select trees in the direct path of construction will be removed, with most trees being retained and protected during construction.

District 5 2024 Paving Plan

The Department of Transportation and Infrastructure (DOTI) has released the 2024 paving plan for Council District 5. As you already know, Denver has a strong-mayor form of government, which means all city agencies reports to the Mayor's Office, not City Council. That means operational decisions, like the paving plan, are made by the agency.

Alameda Avenue Concepts for Improvements

The Denver Regional Council of Governments (DRCOG) is leading a corridor study of Alameda Avenue in partnership with the City and County of Denver. The Alameda Corridor Plan recommends Bus Rapid Transit (BRT) in the coming years along Alameda. This recommendation builds upon public feedback from Phase 1 of the study and previous efforts to improve the future of transit in the region. Bus rapid transit is more than just transit system upgrades, but a solution that addresses multimodal issues and enhances mobility along Alameda Avenue. Take a look at the important features of how bus rapid transit can work in a variety of settings. These components may also be used as short-term improvements at key locations.

Jackson Street Storm Drain Project Update

STATUS

The last of the light poles were installed last week and the new sidewalk along Colorado Blvd. is complete! Crews continue work on concrete and asphalt at the corner of Colorado Blvd. / 13th. Work on the manhole structures is also underway. Planter and irrigation work is up next.

TRAVEL + PEDESTRIAN IMPACTS

The single lane closure along NB Colorado Blvd. on the east side — between E. 13th Ave. and E. 14th Ave. — will be in place intermittently now during planter and irrigation work for the safety of our crews. As a result of that lane closure, the right-hand turn lane on E. 13th Ave. onto NB Colorado Blvd. is closed. However, right-hand turns are still permitted onto Colorado. The right-hand turn lane on 14th onto Colorado Blvd. is closed starting at Harrison while work there continues. Right-hand turns are still permitted, however.

Be aware that we still have sidewalk closures in place. The sidewalk on the north side of E. 13th Ave. is closed until the end of July, after planter and irrigation work is complete. The sidewalk closure around the corner from that — NB on the east side of Colorado Blvd.— remains in effect, as does the sidewalk closure at the SE corner of Colorado Blvd. and E. 14th Ave.

BE CAREFUL!

Trucks are coming and going—please be careful when you are out and about near the site.

If you have any questions, comments, or concerns, please e-mail, or call / text the project hotline and they will get back to you right away. You can also visit the project website: Bit.ly/JSStorm

Reminder - Help Us Spot Neighborhood Issues During 311 Thursdays

We're asking District 5 residents to call in an issue, problem, or complaint every Thursday in 2024! Is there a pothole on your street? Graffiti on an electrical box or building? Tall weeds or overgrown vegetation in your neighborhood? An intersection that needs improvements? Please report to 311! Not only will this help the City know where problems are, it will generate needed data to show how the City can best allocate its resources to make our neighborhoods safer!

Sterling Simms

Hello Council District 5! My name is Sterling Simms, and I serve as the Operations Coordinator for the Mayor’s Office of Community Outreach. I also serve as the Senior Outreach manager for City Council District’s 2,4,5,6, and 10 working to connect our residents with the Mayor’s Office, and coordinating our many outreach events to help our residents stay informed, engaged, and involved with the mayor’s initiatives. I recently moved over to the outreach office after working on the House1000 Initiative spearheading our unhoused and advocate engagement efforts. I am thrilled to be representing Council District 5, a shining example of the vibrancy and spirit of Denver.

Born and raised in Phoenix AZ, I moved to Denver in 2021 after service in the U.S. Marine Corps and began my career in community engagement working on a number of political campaigns across the state of Colorado. After serving on Mayor Johnston’s Campaign for Mayor, I joined his transition team facilitating our committees on Housing Affordability, Homelessness Resolution, Migrants and Immigration, Social Equity and Innovation, and Human Rights & Community Partnerships. After the transition I joined the House1000 team engaging with our unhoused residents and their advocates as we worked to bring online our All In Mile High sites.

After three years in Denver, I have fallen in love with the city and plan to stay for the foreseeable future. While my work in the Mayor’s Office keeps me very busy, I enjoy going to the Mountains and camping in my free time, Lake Isabel being my favorite spot (thus far).

Denver Police to Conduct Targeted Enforcement of Expired Vehicle Registrations and Temporary License Plates

For a one-month period beginning on July 15, 2024, the Denver Police Department will conduct targeted enforcement of expired vehicle registration and expired temproary license plate violations.

DPD consistently hears complaints from residents about these violations, and the enforcement period is responsive to those community concerns. DPD encourages vehicle owners to obtain permanent license plates or renew vehicle registration as required by law, so they can avoid the possibility of a $95 fine from a Denver Municipal Code citation on top of registration/renewal costs.

Denver residents can find information about registering or renewing the registration for their vehicle, branch and kiosk locations, online services, and more on the Denver Motor Vehicle website: https://denvergov.org/Government/Agencies-Departments-Offices/Agencies-Departments-Offices-Directory/Motor-Vehicle. According to Denver Motor Vehicles, registration of newly purchased or acquired vehicles must be done in-person at DMV offices, and registration renewals must be done online or at a kiosk. Vehicle owners are reminded that while vehicle registrations have a 30-day grace period after expiration, temporary license plates do not have a grace period.

To allow for enforcement of expired vehicle registrations and expired temporary license plates during this one-month period, the Denver Police Department is temporarily, and partially, suspending its policy regarding low-level traffic stops.

That policy, adopted in May 2024:

  • Emphasizes officers focus their time and efforts on addresssing serious, crash-causing violations
  • For example, speeding, reckless/careless driving, disobedience to traffic signals, etc.
  • Limits officers from conducting traffic stops for lower-level traffic offenses that do not pose a risk to public safety
  • For example, equipment violations (inoperable headlight/taillight, cracked windshield that doesn't block driver's view), expired vehicle registration, expired temporary license plate, etc...
  • Exception: Officers may conduct traffic stops for low-level offenses if officers have reason to believe the driver and/or vehicle are involved in a serious crime, such as auto theft, robbery or burglary, hit-and-rush crash, drug crimes, violent crimes, etc..

NOTE: The ability to temporarily suspend the policy in this manner was built into the policy and it is not a reversal or change in policy.

Denver International Airport Partial West Garage Closure

Denver International Airport (DEN) will begin power washing and re-striping its West Garage from July 15 through August 11. This work will be done in phases impacting specific sections for a week at a time. When work is underway, these sections will be closed to parking, but other areas of the garage will remain open and available.

Partial closure schedule for West Garage:

  • Phase 1: July 15 - 21, Rows A-D, all levels
  • Phase 2: July 22 - 27, Rows E-H, all levels
  • Phase 3: July 28 – August 4, Rows J-M, all levels
  • Phase 4: August 5 -11, Rows N-R, all levels

The above dates are subject to change due to various unforeseen circumstances, including weather.

To complete this work, all vehicles must be cleared from the area scheduled for cleaning. Signs will be posted three weeks in advance alerting parking customers of the upcoming closures. Any vehicles parked in this area will be relocated to the surface lot adjacent to the southwest corner of West Garage.

Watering Restrictions from May to October

Follow these simple summer watering rules from May 1 to Oct. 1.

The watering rules incorporate best practices for efficient outdoor water use that will help keep your landscape healthy. It’s a simple way for you to help protect our water supply now and in the future.

  • Water during cooler times of the day — lawn watering is NOT allowed between 10 a.m. and 6 p.m.
  • Water two days per week, adding a third day only when needed. (Watering more than three days is not allowed.)
  • Do not allow water to pool in gutters, streets and alleys.
  • Do not waste water by letting it spray on concrete and asphalt.
  • Repair leaking sprinkler systems within 10 days.
  • Do not irrigate while it is raining or during high winds.
  • Use a hose nozzle with a shut-off valve when washing your car.

Longer grass is more water efficient. Keep cool season grasses like Kentucky bluegrass between 2.5-3.5 inches and warm season grasses between 1-3 inches.

Report water waste

  • If you see water waste in Denver parks, water use that does not meet the rules, call 3-1-1.
  • To report water waste anywhere else, do one of the following:
  • Fill out our Report Water Waste form online (available 24/7).
  • Chat with us during business hours using the blue chat icon located in the lower right-hand corner of this page.

2024 Taste of Mayfair Vendor Application

September 15, 2024

Hello friends!

It’s that time of the year as we gear up for another special Taste of Mayfair event, and we are still in search of new vendors! For those who are not familiar with our event, it is a full day celebration, encompassing all that is great about not only Denver, but the local Mayfair neighborhood as well. While this event is primarily for vendors like you to sell their products, we also provide the opportunity to connect with like-minded people and enjoy all that the Mayfair neighborhood has to offer! We here at the Taste of Mayfair appreciate quality and creativity above everything else, and are looking for niche merchants who partake in activities ranging from woodworking, floristry, and knitting to those who supply food-based goods like fruit & veggie farmers, jam/jelly/honey producers, and gourmet services. If it sounds like your product would be a good fit for our event, we would love to see you there! Applications are submitted through our website at  www.tasteofmayfair.com and a response should be provided within 3-5 business days. We look forward to hearing from you!

Registered Neighborhood Organizations

Denver is a unique city in promoting greater citizen involvement through organized neighborhood associations. Currently, there are 78 statistical neighborhoods represented by more than 200 registered neighborhood organizations (RNOs), Business Improvement Districts (BIDs) and Homeowner Associations (HOAs).

In its defined geographic area, an RNO will normally address neighborhood quality of life issues - such as traffic, development and zoning, crime, communication and licensing, and promote social activities to enhance residential spirit, developing a sense of community, and encourage resident participation. RNOs meet regularly and many send out newsletters to keep residents informed on neighborhood issues and events.

Get more involved in your community by joining your Registered Neighborhood Organization (RNO). Below is a list of Council District 5 community organizations. You can also find out which RNO you belong to by entering your address or selecting a location on the map.
