Board Approvals:

Board Discussion and Information:

Structured Literacy Purchase:

Dr. Paula Hough, Director of Teaching and Learning, presented information to the Board from Keys to Literacy about a proposal for professional development and literacy leadership coaching tailored to Emporia Public Schools. The plan includes leadership institutes, teacher coaching, and training in areas such as beginning reading, early writing, vocabulary, comprehension, and adolescent literacy. Keys to Literacy provides evaluation tools and customized plans for each building to identify strengths and areas for growth. Ongoing coaching ensures measurable outcomes, clear action steps, and accountability for school leaders. The professional development approach focuses on engaging, long-term, and classroom-embedded learning to support teachers and improve student achievement. After the presentation, the Board voted to approve the purchase of Keys to Literacy professional services and materials. View the Keys to Literacy Proposal Presentation here.

Health Insurance Renewal:

Mr. Josh Swartz, Interim Assistant Superintendent of Business/Operations, Mrs. Cate Cape, Director of Business, and Mrs. Lisa Clark, IMA representative, presented an update to the Board of Education on employee health insurance. They recommended transitioning to a partially self-funded model while continuing with the district’s current Blue Cross Blue Shield of Kansas (BCBS-KS) plan. The change allows employees to stay on the same plan while helping manage overall costs.

Under the new model, employee premiums will increase by 12% instead of the originally projected 26%. The plan maintains comprehensive coverage while supporting the district’s fiscal responsibility. There is a 5% chance of exceeding the budget, which could require up to $334,000 from contingency funds; however, the current contingency balance of $1.94 million provides a strong financial cushion.

Mr. Swartz noted that the plan “maintains quality coverage for our staff while keeping costs manageable for the district.” The Business Office will oversee implementation with guidance from IMA, the district’s insurance broker. After reviewing the presentation and recommendation, the Board voted to approve the transition. View the Health Insurance Presentation here.

Superintendent Report:

Dr. David McGehee shared several updates with the Board of Education during his report.

Cost Containment Team Update: The Cost Containment Team held its first meeting this week to review its charter, goals, and key data that will guide its work. Members of the Superintendent’s Leadership Team presented information to help frame future discussions. Dr. Ryan Karjala, Director of Assessments and Accountability and Ms. Sheryl Leeds, Interim Assistant Superintendent of Teaching, Learning and Student Services, reviewed 10 years of student enrollment data and factors influencing enrollment trends, including employment changes and birth rates in Emporia and across Kansas. Dr. Erica Mickelson, Director of Human Resources, shared staffing data by building and category, along with updates on KASB Efficiency Study recommendations implemented last year. Mr. Lyndel Landgren, Director of Communication and Marketing, provided an overview of the 2019 Bond Issue, clarifying that while most projects impacted classroom spaces, the focus was on improving learning environments, safety, and security rather than expanding capacity. Mr. Josh Swartz, Interim Assistant Superintendent of Business/Operations, discussed district finances and preliminary cost containment targets of approximately $3 million over the next three budget years. The team will continue its work at the next meeting on October 21.

Federal Government Shutdown: Dr. McGehee noted that most K-12 funding is “forward funded,” meaning funds for this year were already distributed in July, minimizing short-term impacts. Title funding and school meal reimbursements are expected to continue as scheduled. KSDE will provide further updates later this week.

Celebrations: Dr. McGehee congratulated the Emporia High School Girls’ Tennis team for capturing the conference championship, their first in over 20 years. He also recognized October as National Principal Appreciation Month, expressing gratitude for the leadership and dedication of Emporia’s school principals.
