Permit Company Reports 2,000 Tax ID Mismatches Blocking UCR Filings, Encourages Board to Issue Permit Company Accounts

DOTAuthority.com has today reported to the UCR Board over 2,000 motor carriers who cannot pay their UCR due to Tax ID Mismatch (see email below). If you are a permitting company experiencing similar problems because of this obstacle, the SBTC recommends you advise FMCSA and the UCR Board that you too are having trouble filing your clients' UCRs...

Subject : Over 2,000 carriers cannot file their 2019 UCR due to Tax ID Mismatch

Avelino,

This is to advise you, the UCR Plan Board of Directors, SeikoSoft, and FMCSA that DOTAuthority.com and its partners now have approximately 2,000 carriers trying to file UCRs that have a Tax ID mismatch and cannot tender payment because they are being blocked on your website ucr.gov. While the majority of our clients have been filed and continue to be filed, this is a significant number of carriers whose payments are being obstructed due to the SeikoSoft-programmed Tax ID requirement.

We believe this is a microcosm of a larger industry-wide problem that regulatory authorities must now already be aware of and you must be realizing the revenue shortfalls compared to the first 30 days of previous years.

Without immediate issuance of permit company accounts that override the tax id requirement that were promised last August by SeikoSoft during the permit company training session, a promise we and other permit companies relied upon in good faith, permit companies will be unable to fulfil their contractual obligations, causing them to be in breach of contract, sustain financial losses, and these carriers will not be filed. They will then receive civil penalties during enforcement after having made a good faith effort to file. These carriers will then comprise an adversely affected class.

As some states are refusing to accept payments and are requiring the use of the ucr.gov online portal to tender payment, how do you suggest we effect these clients' filings? In the past, Sandy Bowling at INDOR would facilitate our clients' filings whenever we would experience a problem filing them online. Should we start calling in these 2,000+ orders to SeikoSoft or Kellen?

Issuance of the previously-promised permit company accounts that override this obstacle forthwith seems to be the best solution in accordance with the Board's mission of maximizing compliance and collecting these funds for the states' motor carrier safety enforcement programs.

Please advise.

Sincerely,

/s/James Lamb
