30-DAY PUBLIC COMMENT PERIOD CLOSES FOR DRAFT BLLC RULES AND REGULATIONS

The Board of Liquor License Commissioners for Baltimore City (BLLC) closed the 30-day public comment period after the release of its draft 2026 Rules and Regulations update on August 24, 2026. During the 30-day period, BLLC staff met with community focus groups, elected officials, licensees, quasi-governmental agency partners, representatives of the restaurant and hospitality industry, and more, in order to gather feedback and engage in detailed discussions on the draft rules and any suggested changes. At the September 10th BLLC hearing, the Board will discuss any changes made to the current draft as a result of public comment, allow for any final feedback and then will publish a final version with the goal of implementing the new Rules on October 1.

BLLC In The Community

Every month, our agency is present in the community for inspections, association meetings, safety walks, and monitoring of entertainment districts or other areas of focus. This month, Liquor Board staff and Board members joined communities across the City for National Night Out on August 4th.

Booze News - Licensee Corner

Licensees are reminded that Maryland's Clean Indoor Air Act prohibits all smoking of any type inside a licensed establishment. This includes cigarettes, e-cigarettes, vapes, pipes, cigars, and hookah. Licensees are responsible for prohibiting patrons from smoking, and are required to post "No Smoking" signs in this effort.

In Recognition: Larry Singer

Many of you who attend Board hearings or watch on CharmTV will recognize Larry Singer. Larry is a regular attendee and observer at the Board hearings, and has been present for almost every hearing for many years, missing only one hearing since the Board went back in person after Covid times. At a recent Board event, Executive Secretary Douglas Paige presented Larry with a Liquor Board shirt and hat, designating him an "Honorary Agent,"officially recognizing his record attendance, and thanking him for being part of the team.
