Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the ODNI’s Intelligence Community Data Consortium (ICDC), a bold initiative to centralize and streamline the IC’s acquisition and access to commercial data. The solicitation calls for both data governance experts and software developers to build a “zero copy” platform that reduces duplication, improves vendor transparency, and delivers cost-effective, secure access to high-quality data across IC agencies.

 

  • Office of the Director of National Intelligence (ODNI) — Solutions Solicitation: Intelligence Community (IC) Data Consortium (ICDC) - The IC has a commercial data acquisition duplication problem and a costly commercial data replication and storage problem. The Government is seeking to award OTs to small businesses, nontraditional defense contractors, or traditional defense contractors if they propose significant involvement from a nontraditional contractor or provide a one-third cost share, with potential for follow-on sole-source sustainment contracts, to manage a commercial data consortium that unifies commercial data acquisition then enables IC users to access and interact with this commercial data in one place on unclassified systems while reducing data copying to classified computer systems. More simply, the Sponsor is seeking two broad skill sets to help solve the problems: 1) consortium data acquisition and management and 2) software creation.

 

In other data news, on April 7th, BreakingDefense  published an article entitled NRO, Space Force in ‘final stages’ of commercial ISR arrangement. In this story, Theresa Hitchens describes how, after two years of negotiations, Space Force and NRO are finalizing a streamlined agreement to share acquisition authority and funding for commercial satellite imagery, with a similar arrangement in early stages with NGA. Despite the progress in addressing immediate resource sharing issues, larger questions about boundaries between the Space Force and Intelligence Community regarding space-based ISR responsibilities remain unresolved.

 

  • 'In a nutshell, it allows us, COMSO, to pass them money, and for them to pass us money. So, if we have an entity on contract and they want to do a task order, or even put some money on the Global Data Marketplace, that’s how they’re going to be able to do that,' he explained. 'And then, now I have the ability to work with [NRO’s Commercial Systems Program Office] and [Director] Pete Muend and utilize some of the contracts that he has.'”

Generative AI is learning to spy for the US military

For much of last year, about 2,500 US service members from the 15th Marine Expeditionary Unit sailed aboard three ships throughout the Pacific, conducting training exercises in the waters off South Korea, the Philippines, India, and Indonesia. Constantly on defense: Professors discuss data preservation, integrity under Trump

During the panel, former White House tech advisor Suresh Venkatasubramanian — interim director of the DSI and director of the Center for Technological Responsibility, Re-imagination and Redesign — outlined how the federal administration’s approach to data sets has diverged from that of previous administrations. According to Venkatasubramanian, who is also a professor of data science and computer science, the Trump administration has attempted to “get rid of” data that focuses on government operations while maintaining access to data that is “trying to surveil” the American population.

Gov scopes architecture for public health surveillance platform

In a statement to iTnews, a Health spokesperson said the proposed platform will “address limitations” identified in its existing National Notifiable Diseases Surveillance System (NNDSS), including “fragmented data systems across jurisdictions and sectors of government”. “The intention is for the NPHSS to capture Australian-specific surveillance data, covering various health and environmental factors,” the spokesperson added.

The Department of Government Efficiency (DOGE), under Elon Musk’s leadership, is pushing a transformative agenda at the Internal Revenue Service (IRS), aiming to consolidate its fragmented data systems into a single, streamlined framework. As reported by Wired, DOGE is set to host a hackathon in Washington, DC, next week to develop a “mega API”—a unified interface designed to connect the IRS’s disparate software systems. This API would enable seamless data exchange, potentially centralizing sensitive information such as taxpayer names, addresses, Social Security numbers, tax returns, and employment records into a cloud-based platform.

TransUnion caps massive data migration project with new analytics and security services

A year after announcing plans to build what is called a solution enablement platform to support its expansion into data and analytics services, credit reporting company TransUnion LLC says its transition is nearly complete and its OneTru platform is paying off both internally and for business customers.
