MTA Alerts Customers to Holiday Season’s Upcoming Gridlock Alert Days


The Metropolitan Transportation Authority (MTA) is reminding customers that public transit is the best way to travel during the upcoming holiday season – especially on the 15 upcoming Gridlock Alert days. The MTA is ready to bring customers to the region’s most exciting events including the Grand Central Holiday Fair, Macy’s Thanksgiving Day Parade, Rockefeller Center Christmas Tree Lighting and more.


The New York City Department of Transportation (NYCDOT) designates the days expected to experience the heaviest volume of traffic as Gridlock Alert Days. On those days, drivers are strongly advised to use alternative modes of transportation including subways, commuter railroads and buses.


Gridlock Alert days are:

  • Tuesday, Dec. 3 to Friday, Dec. 6
  • Tuesday, Dec. 10 to Friday, Dec. 13
  • Tuesday, Dec. 17 to Thursday, Dec. 19


Customers are reminded of the many ways to travel to events including holiday fairs and holiday lightings in Manhattan.


Trains on the 4 & 5 lines combined run every two and a half to three minutes during rush hours and every four minutes throughout the day and take 15 minutes to travel between 59th Street and Wall Street.

Applications for Kindergarten open on December 10,2024

and closes on January 24, 2025


Starting December 10th, families with children born in 2020 can apply to kindergarten for the 2025-2026 school year. Applying to kindergarten is an exciting time and we are here to help.



You can use Myschools.nyc to search and apply to programs of interest at NYC public schools. Many of our public schools have more than one program. Here are the four program types that a school can offer:


Kindergarten – All schools offer a standard kindergarten program, serving all learners. Zoned programs have a specific geographic area assigned to them where families receive the highest priority. Non-zoned programs do not have a specific area assigned, but rather give priority to families who have siblings attending, who attend for pre-k, or reside in the district. 


Kindergarten (Citywide or District) Gifted and Talented Program – Gifted & Talented programs offer accelerated instruction to eligible elementary school students in New York City. If you list a G&T program on your application, your child’s eligibility will be determined by their current pre-k teacher or via an interview. Three Paths

There are three paths to high school admissions, and you can take all three.


  • High School Application. This process is how you apply to most high school programs. During the application period, apply to 12 or more options with your high school application. Submit your application online or through a school counselor. Some programs have additional requirements, such as an audition or assessment, and some programs make offers based on applicants' academic records.



  • LaGuardia High School Application. Interested students can also apply to any/all of LaGuardia's six arts programs by submitting a LaGuardia application and auditioning.

The 2025 Open Streets application is now open!

Both new and returning partners must apply to manage an Open Street in their community. Returning partners can complete a streamlined application by providing their 2024 application ID. New partners must submit a full application. 


Types of Open Streets

There are three types of Open Streets:


1) Limited Local Access

Street designated for pedestrian and cyclist use and enjoyment, during a specified set of hours and days each week, where local vehicle access is permitted, such as for parking, collecting or dropping off passengers, making deliveries and loading, Access-A-Ride vehicle access, or emergency vehicle access. Drivers are advised to drive 5 MPH.


2) Full Closure

Street that is temporarily closed to vehicles to allow for a range of car-free activities that support local businesses, community organizations, and schools, to create a space for the public to gather. Emergency access and an emergency lane must be clear at all times for emergency vehicle access


3) Full Closure: Schools

Street that is temporarily closed to vehicles to support schools for drop-off and pick-up operations, recess, and outdoor learning.


Application Deadlines

  • If your Open Street will launch on or before June 30, 2025, you must apply by January 31, 2025.
  • If your Open Street will launch on or after July 1, 2025, you must apply by March 31, 2025. This deadline is also for any school applying for the 2025-2026 academic year.

A drought watch has been declared for New York City. City agencies are taking action to reduce water usage and protect water supplies. In addition, residents should take action to limit water usage during this dry season. 


Some actions New Yorkers can take include

- Reporting open fire hydrants and leaks to 311.

- Avoid flushing toilets unnecessarily and take shorter showers.

- Avoid running the tap while shaving, washing hands, or brushing teeth.

- Take measures to fix leaky faucets and pipes within your house.

- Run dishwashers and washing machines only when full, and use shorter cycles if available.

Affordable Apartments List


1) Applications are being accepted at 114 East 198th Street until 12/10/2024. This new building features 20 studio apartments with high end finishes. To request an application by mail, send a self-addressed envelop to: 114 East 198th Street Apartments C/O Reside New York, 349 Keap Street, Brooklyn, NY 11211. Only send one application per development. Tenant is responsible for electricity which includes stove, heating and hot water.


2) Applications are being accepted at 2880 Jerome Avenue, Bronx, NY 10468 until 12/30/24. Bedford Green House is Project Renewal’s newest supportive and affordable housing development in the Bronx. Phase II will add 116 additional apartments, nearly half of which will be reserved for older adults with low income. Tenant is responsible for electricity and electric stove. Rent includes hot water and heat.

Friday, January 10, 2025 at 11am: The New York City Department of Finance (“DOF”) is proposing to amend its rules to authorize 34th Street Partnership/Bryant Park Corporation Special Patrolmen, Spring Creek Towers Public Safety Department Special Patrolmen, and State University of New York Downstate Health Sciences University Police Officers to issue parking violations in New York City. Notice of Adoption


December 15, 2024: This adopted rule sets the framework for the Department of Sanitation’s application of trash containerization requirements to residential buildings with 10 or more units, starting with a limited pilot program. This rule designates Manhattan Community District 9, encompassing West Harlem, which also includes the neighborhoods of Hamilton Heights, Manhattanville, and Morningside Heights, as the first area in which to pilot these requirements, with an implementation date of June 1, 2025 and end date of May 31, 2026. https://files.constantcontact.com/b392c2a4701/e9bf6491-4192-40cd-ac5d-c0ec22a1833e.pdf?rdr=true .


December 18, 2024: Section 102-06 of Chapter 100 of Title 1 of the Rules of the City of New York is amended to clarify the provisions of the Homeowner Resolution Program that gives owners of one- and two-family homes who have not received any prior violations at the property within the past five years an opportunity to correct certain violating conditions prior to receiving a notice of violation and associated penalties. https://files.constantcontact.com/b392c2a4701/bc599845-0e85-4924-a1ce-d83fa99e5fc1.pdf?rdr=true


December 18, 2024: The rule amendment lowers the civil penalty amount for failure to file a certification of inspection of a building’s gas piping system for 3-family buildings. The civil penalty amount applicable to such buildings is lowered from $5,000 to $1,500. The lower amount is less of a hardship for owners of these smaller buildings (the smallest buildings that are subject to this requirement) yet still serve as a penalty for noncompliance. December 18, 2024: Local Law 50 of 2022 amended section 28-219.1 of the New York City Administrative Code to remove the minimum penalty for failure to certify correction of an immediately hazardous condition and to exempt 1-4 family homes. December 27, 2024: To more effectively deploy police resources and control overtime costs, the New York City Police Department has recommended that SAPO exercise its discretion to deny permit applications for new multi-block/multi-day street fair events in calendar year 2025. This rule authorizes SAPO to deny permit applications for street fairs if the street fair was not held in the calendar year 2024. The Office is pleased to announce the launch of the initial round of the Community Reinvestment Program grant opportunity.


This first round will provide up to $5 million in funding to 501c(3) nonprofit organizations dedicated to supporting young people (ages 0-24) in underserved and under-resourced communities across New York State. Funded by taxes collected from legal adult-use cannabis sales, these grants aim to address critical needs, including mental health, workforce development, and housing, in line with the Marijuana Regulation and Taxation Act (MRTA).

Fire Damaged/Vacate Order Apartments

Tenants who are displaced from their rent-regulated apartment due to a fire and/or a vacate order that was issued for their apartment or the entire building by any New York City agency or local municipal agency, may submit a service complaint with the Office of Rent Administration (ORA) by filing Decreased Service(s) Application


DHCR may order the rent to be reduced to $1.00 per month for the period that the tenant is unable to occupy their apartment. The rent will remain at $1.00 until the owner applies for rent restoration with DHCR and receives a rent restoration order. https://hcr.ny.gov/living-conditions-and-essential-services

To help agencies fill these positions, the Department of Civil Service developed the NY Hiring for Emergency Limited Placement Statewide (NY HELPS) Program. This program streamlines the appointment process to allow State agencies to hire diverse, qualified permanent employees quickly and without examinations.
