Notice of Public Hearing for Proposed
Street Name Change
Subject: The City of Pasadena proposes to change Morton Avenue from Hammond Street to
Mountain Street to "Troop Way", as one of two options. The other option is Dayton Street
between Fair Oaks Avenue and Raymond Avenue.
Environmental: This project has been determined to be Categorically exempt from the California
Environmental Quality Act (CEQA) under Section 15061 (b)(3), common sense exemption that
CEQA only applies to projects that have the potential for causing a significant effect on the
environment; as well as under Section 15301 as a minor alteration of an existing facility with no
change in capacity.
NOTICE IS HEREBY GIVEN that the City Council will hold a public hearing on the proposed
street name change. The hearing is scheduled for:

2023-2028 Pasadena Communitv Health Improvement Plan:
Dr. Ying-Ying Goh, and the Pasadena Public Health Department in October 2023 published the 2023-2028 Pasadena Community Health Improvement Plan (CHIP). The development of the CHIP is a collaborative effort among local community partners, elected officials, and City and regional health professionals. In addition, the CHIP is informed by the 2022 Pasadena Community Health Needs Assessment.
A CHIP is a community-wide effort to identify and coordinate resources to address community health priorities. As the CHIP is implemented, we will highlight and promote strategies of local partners that advance our community's health. You can download a copy at www.cityofpasadena.net/CHIP2023.

Applications for
2024 ROSE Internship Program
The Realizing Opportunities through Skillful Employment (ROSE) Program is open to Pasadena residents ages 14-24 residing in low to moderate-income households.
ROSE interns may earn up to $2,000 working up to 110 hours. Internship assignments are on a first-come, first-served basis and include, but are not limited to, the fields of recreation, day camps, police, clerical, technology, and more. Participants receive training to develop skills, mentorship, and network opportunities with professionals in their field of interest.
The online application opens Monday, April 1 – Tuesday, April 30, 2024. To apply, please visit CityOfPasadena.net/Parks-And-Rec/ROSE. The Computer Lab at Jackie Robinson Community Center is available from 10 a.m. – 6 p.m. and may be used to complete applications.

Accessory Dwelling Unit Standard Plans Program:
Jennifer Paige. Director of Planning and Community Development, and the department are
proud to announce the launch of the Accessory Dwelling Unit (''ADU") Standard Plans Program
offering a gallery of pre-approved ADU plans for homeowners in Pasadena ranging in size from
studios to two-bedroom units. The City is kicking-off the launch of this program by offering two
plans designed in-house by the City, which are available at no cost. There will be several more plans added to the gallery in the coming months which arc designed by licensed professionals, providing additional options to residents. Plans offered by licensed professionals will be available for a fee.
All plans featured as part of this program have been pre-approved by the Building and Safety
Division resulting in time-savings in both the design and permitting of an ADU. Note that any
modification to pre-approved ADU plans would result in the need for plan check and the plans would no longer be considered pre-approved.

Pasadena Water & Power (PWP) Unveils Online “Bill Estimator”
Ahead of Proposed Water Rates Adjustments
PWP is committed to providing reliable and high-quality water to the community and is proposing water rate adjustments to continue excellent service. The proposed adjustments are intended to help cover rising operating costs and provide funding for critical improvements to water infrastructure. The Pasadena City Council is expected to hold a public hearing (per Council approval) on Monday, June 3, 2024, at 5:30 p.m. to consider the adoption of adjustments to the existing water rates and rate structure. Prior to the public hearing, PWP will host a series of community meetings this spring.
To help customers estimate potential impacts the proposed adjustments may have on their water bill, PWP developed an online “bill estimator,” which is a simplified version of all billing inputs (actual bills may vary). The intent is to provide customers with a general sense of how their budgets might be impacted based on individual projections of their water use. The bill estimator also shows the changes proposed to be effective for sewer and refuse services from the City of Pasadena Public Works Department.

Bellefontaine Street Water Main Infrastructure Improvements:
David Reyes, Acting General Manager of Water and Power, and the department would like to
inform the public of a 110-year-old water main being replaced along Bellefontaine Street as part of a major water infrastructure upgrade. The project will span from Pasadena Avenue to Fair Oaks
Avenue along Bellefontaine Street. Construction began this week and will continue through June
2024. The work will occur Monday through Friday, 9 a.m. to 4 p.m.
To minimize impacts on area residents and businesses, construction efforts will be contained
to approximately one block at a time. Temporary lane closures will happen during work hours, and
traffic control signage and flagmen will assist motorists in navigating the area. When possible, at least one driving lane will remain accessible in both directions.

CITY OF PASADENA ANNOUNCES
GENERAL MANAGER OF WATER & POWER RECRUITMENT
PASADENA, Calif.— City Manager Miguel Márquez has announced the recruitment process for the next General Manager of Water & Power. Applications for the position are being accepted now with screenings and interviews taking place in May 2024.
The public is encouraged to attend a meeting to provide input about the most important qualities that potential candidates should have. Anyone who would like to offer input can also do so online at Bit.ly/PWPCommunitySurvey. The online survey will remain available until April 28, 2024.
“Community input is crucial to selecting the best individual to lead the Department. Old Pasadena Management District, the non-profit business organization that creatively plans, manages, and develops Old Pasadena, is currently undergoing a comprehensive Strategic Plan -- and they want your opinion on how to make Old Pasadena the best it can be!
The results of this survey will inform the Strategic Plan process, which seeks to identify priorities and actions to guide improvements in Old Pasadena over the next five to ten years.

PUBLIC NOTICE OF REVERSAL OF CITY OF PASADENA SECTION 8 WAITING LIST
EXPIRATION POLICY AND NOTICE OF HOW TO REQUEST REINSTATEMENT
If you applied to the City of Pasadena Section 8 waiting list in 2002, 2008, or 2014 and received an email or postcard from the City of Pasadena Housing Department telling you that the wailing list expired and your application was removed, this Public Notice affects your rights. You must act within 45 days of the published date of this notice.
In November 2022, the City of Pasadena Housing Department notified applicants
who applied for Section 8 rental assistance in 2002, 2008, or 2014 and were on the
waiting list that the waiting list had expired, and their application was removed
from the waiting list. The policy that removed these applications has been
reversed.
If you were informed that your application was removed from the City of Pasadena
Section 8 waiting list due to the waiting list expiration policy, follow the instructions
below to have your application returned to the waiting list with the original date
and time of the application reinstated and any applicable preferences given.
To reinstate your application on the City of Pasadena Section 8 waiting list, within 45 days of the dale of this notice, go to https://section8waitlist.cityofpasadena.net/
and follow the instructions to verify your family information and your current
address. The online form is available in English, Spanish, and Armenian. If you need a reasonable accommodation, language assistance, or any other assistance to complete the online form or to be reinstated, please contact the City of Pasadena Citizen Service Center at 626 744-7311 (TDD 800 855-7100 or by dialing 711 from any phone) Monday-Friday 7:30 a.m.-5:00 p.m.
Applications are selected from the waiting list based on preference. Preference is
given to households that live or work in Pasadena, have a head of household with
a disability or who is a veteran, or are experiencing homelessness.
Once your application is reinstated, the City of Pasadena Housing Department will
contact you periodically to verify that you are still interested in remaining on the
waiting list. The City of Pasadena Housing Department will also contact you once
your application is reached on the waiting list. You will need to respond to these
notices within the timeframe stated on the notice.

“Water is Life” Art Contest
All K-12 students who live within PWP’s service territory are encouraged to submit artwork for the 2024 "Water is Life” Art Contest sponsored by PWP and the Metropolitan Water District of Southern California (MWD). Each year, participating students submit artwork portraying a water-wise theme, along with a short message about water conservation. Both digital and hand-drawn or painted artwork are welcome! Submissions must be received by May 31, 2024.

The Brenner Park Playground Improvement Project provides for the planning and design of new playground play structures, and the installation of a new rubberized play surface for increased safety and ADA compliance.
The existing playground equipment at Brenner Park was installed in 2009. The equipment has since become obsolete and has less play value than the new equipment installed at other parks. The replacement of the play equipment will provide a play environment of consistent quality with those recently installed at McDonald Park, Desiderio Park, and the new Playhouse Village Park. In addition, the new rubberized play surface will increase and enhance ADA accessibility and compliance.

One of the most stressful times of the college application process comes after students have received their acceptance letters and are deciding which college is the right one for them. In this workshop, CAP staff will walk seniors and their families through how to compare and understand financial aid offers before making a final college decision. Back for the fourth year, #ThisGen will focus on empowering the next generation of leaders and give students the opportunity to learn about inspiring leadership, breaking barriers and aligning passion with skill sets.
