State launches first of its kind vehicle data dashboard

A new interactive tool that highlights data and trends in the types of vehicles Hoosiers drive is now available. The Indiana Vehicle Fuel Dashboard is designed to shed light on alternative fueling trends in transportation throughout the state.

Roughly 6.5 million cars, trucks, motorcycles, and recreational vehicles are registered each year in the State of Indiana through the Bureau of Motor Vehicles (BMV). This tool allows users to see how many are powered by gas, diesel, and electric, among others.


In 2018, there were 76,000 electric and electric hybrid vehicles in the state. That number increased to nearly 125,000 by 2022.


“The fuels Hoosiers are choosing for their transportation needs are diversifying,” said Ryan Hadley, Executive Director for the Indiana Office of Energy Development (OED). “The Indiana Vehicle Fuel Dashboard puts the data directly in the hands of citizens and businesses to see how vehicle adoption trends has and will continue to change.”

In addition to electric, other alternative fuels include ethanol, propane, compressed natural gas, and hydrogen. The Dashboard allows users to filter by county, fuel type, and type of vehicle.


"The BMV has heard from a number of Hoosiers they want to see this type of data and we are glad to work with key partners to provide the information,” noted Joe Hoage, Commissioner of the Indiana BMV. “The dashboard creates an insightful view of vehicles registered in Indiana. The efficiency it provides will serve many looking to utilize this data both in and outside of Indiana."

The Indiana Vehicle Fuel Dashboard was developed in collaboration with Indiana Office of Energy Development (OED), Indiana Bureau of Motor Vehicles (BMV), and Indiana Management Performance Hub (MPH) with support from Indiana Department of Transportation (INDOT) and Indiana Utility Regulatory Commission (IURC).

“The Indiana Management Performance Hub is always excited to tackle Indiana’s complex problems by bringing the right data to the right people for the right mission,” Indiana Chief Data Officer Josh Martin said. Martin also serves as the Executive Director at MPH. “This dashboard is another example of how MPH is helping the State use the best tools and technologies to analyze and visualize data to create sufficient information for intelligent public policy.”

Drive Clean Indiana Member Spotlight

Michigan City Sanitary District (MCSAN) serves over 32,000 residents and is responsible for the construction and maintenance of all sanitary sewers within the City. Additionally, MCSAN also maintains the catch basins, the treatment and processing all waters withing the collection systems, and refuse collection for the City.


As part of a long-term vision to address air quality and realize cost-effectiveness in their collection services, MCSAN began transitioning their fleet in 2014 to compressed natural gas. MCSAN is committed to this transition through the experience it had with past demonstrations and peer interaction from both an efficiency and fuel savings standpoint. Additionally, MCSAN’s leadership in clean fuels, helped Michigan City Area School’s transition to propane school buses. Starting off 2023 with a total of 15 CNG vehicles in it’s, MCSAN continues to reduce it’s carbon footprint. Just this year alone,


MCSAN two delivery of two new CNG automated side loaders from Best Equipment.

MCSAN recently completed a Green Fleet Audit with DCI to prepare for funding opportunities. As a result, MCSAN worked with DCI to apply for grant funding from NIRPC and was awarded almost $1.3 for six CNG replacement projects between 2025 and 2028. MCSAN continues to be an Environmental Justice leader by reducing its carbon footprint and greenhouse gas emissions for the City of Michigan City.

Introducing Twin Bridges RNG

We are excited to announce the launch of our latest renewable natural gas (RNG) facility, Twin Bridges RNG. Located in Danville, Indiana, this state-of-the-art RNG plant captures landfill gas from Twin Bridges Landfill and is projected to add approximately 1.5 billion cubic feet (Bcf) of RNG capacity annually.


Twin Bridges RNG is the first of three new RNG plants in service in Indiana. The additional two RNG plants are located at the Liberty Landfill in Monticello and the Prairie View Landfill in Wyatt. In total, these three RNG plants are projected to add approximately 3.9 Bcf of RNG capacity each year. When used as a transportation fuel, the RNG generated from these plants could displace approximately 28 million gallons of diesel a year, lowering greenhouse gas emissions by about 280,000 tons.


As a leading RNG developer, we continue to partner with landfills to capture landfill gas and convert the methane to RNG, renewable electricity or medium-Btu energy. As we continue to expand the supply of RNG, our vertically-integrated approach enables us to efficiently collaborate with organizations aiming to reduce emissions and accelerate their utilization of renewable energy.

NGVAmerica Secures Fix to Correct Indiana’s Inequitable Taxation of Natural Gas Motor Fuel

Washington, DC – NGVAmerica is proud to announce that natural gas motor fuel is once again equitably taxed in the State of Indiana relative to traditional motor fuels. Passage of House Bill 23-1454 ensures that state taxes on natural gas motor fuel will be calculated based on the diesel gallon equivalent actually sold at the fueling dispenser.

 

NGVAmerica coordinated an advocacy effort for multiple years to correct this issue through the work of Rep. Randy Frye (HD-67), an NGV champion who gained the support of House Ways and Means Committee Chairman Rep. Jeff Thompson (HD-28). Both legislators helped grow a coalition of like-minded legislators who ushered the change into law in this year’s General Assembly session.

 

The discrepancy first arose in 2015 when the Indiana Department of Revenue changed the point of taxation for compressed natural gas (CNG) sales from the CNG retail station dispenser to the natural gas utility meter to better align with how traditional liquid petroleum motor fuels are taxed.[1]

 

The distribution and dispensing of CNG motor fuel, however, is different, which resulted in an unfair CNG motor fuel tax rate. Local utilities receive natural gas from large transmission pipelines and deliver gas via smaller distribution pipes to customers, including CNG motor fuel retailers. After receiving the natural gas, retailers remove moisture and compress the methane molecules to make them suitable for dispensing, storage, and use as CNG motor fuel. Through that process, the amount of natural gas reported as delivered to the retail fueling station is always higher than the amount of CNG actually sold at the dispenser to the station’s fleet customer due to a number of factors.[2]  The result was that natural gas retailers in Indiana were taxed at least an additional 5.77 percent over gasoline and diesel retailers for the same amount of energy sold. 

 

Furthering the problem was the fact that CNG motor fuel in Indiana was taxed energy-wise per gasoline gallon equivalent (GGE) but subject to the diesel gallon equivalent (DGE) rate, which added an additional 13 percent increase in CNG’s effective tax rate.[3] Before this legislative fix, total overtax rate for CNG motor fuel sold in Indiana was 18.77 percent, or approximately $0.10 in additional tax over what diesel customers pay per gallon.

 

Indiana House Bill 23-1454 includes language that “Provides that the difference between the amount of special fuel purchased by a compressed natural gas product fuel station and the amount of compressed natural gas product produced and sold by the compressed natural gas product fuel station is exempt from the special fuel tax.” The change also enables an accurate refund for CNG motor fuel taxes that have been overpaid since the 2015 change.

 

“NGVAmerica salutes Chairman Thompson and Representative Frye for championing this issue for our members and fleet customers,” said NGVAmerica President Daniel Gage. “This seemingly innocuous change in the point of taxation and the way CNG was measured had a negative impact on fuelers and fleets looking to transition to cleaner, less carbon intensive transportation fuels. We are proud to say that with this law’s passage, the U.S. Internal Revenue Service and every U.S. state administers that on CNG motor fuel in the same equitable manner.”

 

The bill was approved by the General Assembly on April 28th and signed into law by Governor Holcomb on May 4, 2023.

 

Investments in natural gas and renewable natural gas fueled trucks and transit buses accessing ports, cities, and densely populated neighborhoods are the most immediate and fiscally responsible investment to clean our air and combat climate change. Communities get more clean vehicles having greater clean air and climate impact for the money with natural gas than with any other alternative fuel option. No other transportation fuel is as sustainable, adaptive, and competitive across all applications and vehicle classes. And heavy-duty natural gas trucks are not demonstration science projects; they are proven, scalable, and on U.S. roads today. [1] Taxes on gasoline and diesel motor fuel sales in Indiana are calculated at the rack (or from where the fuel is distributed) and not at the actual fueling station where the fuel is dispensed.

[2] Those factors include differences in the precision required for natural gas meters, the use of differing gas meter technologies (utilities measure volume while retailers measure mass), gas compression and treatment practices, and conversion rate inconsistencies.

[3] It takes 1.13 GGE of CNG to equal the energy contained in a diesel gallon. Stated differently, each GGE of CNG was paying the same tax as diesel fuel but contains only 0.89 as much energy as a diesel gallon.

Gary welcomes electric buses to Broadway service


It's Electric! Congratulations to GPTC on the delivery of the Four All-Electric Transit Buses for GPTC's BMX! This transformational project will reduce over 270,000 gallons diesel and 3,143 short tons of CO2 in Lake County!


Carl Lisek of Drive Clean Indiana, with which GPTC worked closely to acquire the buses, was in attendance for the unveiling. DOE Announces $750 Million to Advance Clean Hydrogen Technologies 

EERE’s Hydrogen and Fuel Cell Technologies Office announced the availability of $750 million for research, development, and demonstration efforts to dramatically reduce the cost of clean hydrogen. This funding represents a crucial step in accelerating the widespread use of clean hydrogen and plays a vital role in achieving commercial-scale hydrogen deployment this decade. 


Announcing the 2023 Clean School Bus Grant Program

EPA is announcing the 2023 Clean School Bus (CSB) Grant Program! This is the first grant funding opportunity through the multi-year funding program and follows the 2022 CSB Rebate Program, which was the first round of funding. Under the 2023 Grant Program, EPA anticipates awarding approximately $400 million in competitive grant funding to eligible applicants for the purchase of zero-emission (ZE) school buses, clean school buses, and ZE charging infrastructure.


Fiscal Year 2023 Advanced Vehicle Technologies Funding Opportunity

The U.S. Department of Energy's Vehicle Technologies Office (VTO) announced a new $99.5 million funding opportunity. VTO’s fiscal year 2023 funding opportunity, will support projects to reduce soft costs to improve EV charging infrastructure in underserved communities, provide consumer education on EVs and EV charging, and develop batteries that use low-cost, abundant materials.



USDA Announces Webinars on Inflation Reduction Act Programs to Advance Clean Energy Initiatives in Rural America

U.S. Department of Agriculture (USDA) Rural Development Rural Utilities Service Administrator Andy Berke today announced that USDA will host a series of webinars to help organizations learn how to apply for financial assistance to advance clean, affordable and reliable electric energy in rural America.


Higher Blends Infrastructure Incentive Program

U.S. Department of Agriculture (USDA) Secretary Tom Vilsack today announced that USDA plans to invest up to $500 million from President Biden’s Inflation Reduction Act to increase the availability of domestic biofuels and give Americans additional cleaner fuel options at the pump.

Featured Fuel: Electricity



Electricity can be used to power all-electric vehicles and plug-in hybrid electric vehicles directly from the power grid. Vehicles running on electricity produce no tailpipe emissions. The only emissions that can be attributed to electric vehicles are those generated in the production process at the power plant. The electric grid is an easily accessible driving energy.

Electricity used to power vehicles is generally provided by the electricity grid and stored in the vehicle’s batteries. Fuel cells are being explored as a way to use electricity generated on board the vehicle to power electric motors. Unlike batteries, fuel cells convert chemical energy from hydrogen into electricity. Home recharging of electric vehicles (EVs) is as simple as plugging them into an electric outlet. Electricity fueling costs for electric vehicles are reasonable compared to gasoline, especially if consumers take advantage of off-peak rates. However, electricity costs vary across the U.S. depending on location, type of generation, time of use and access point (home, business, etc). Many states have public access electric outlets at libraries, shopping center, hospitals and businesses.

Hybrid electric vehicles (HEVs), plug-in hybrid electric vehicles (PHEVs) and all electric vehicles (EVs)  use  electricity either as their primary fuel or to improve the efficiency of conventional vehicle designs. HEVs are powered by an internal combustion engine or other propulsion source that runs on conventional or alternative fuel and an electric motor that uses energy stored in a battery. The battery is charged through regenerative braking and by the internal combustion engine and is not plugged in to charge.

Consumers seeking information about plug-in electric and hybrid vehicles can check out a vehicle purchase guidance tool created by Argonne National Laboratory, the EVolution Tool. Plug-in hybrids and all-electric vehicles qualify for a $2,500 to $7,500 federal tax credit.
