Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the National Weather Service's procurement of aircraft-based, weather observation data. The solution must ensure reliable data delivery while adhering to strict standards for data quality and reporting.

 

  • Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) — Aircraft Based Observations (ABO) WVSS Data Buy - The objective is to acquire atmospheric observations from commercial aircraft operated by major commercial airlines, leading to the improved skill of NWP and other operational applications, for the prediction of thunderstorms, flash floods, hail, tornadoes, clouds, and other sensible weather phenomena. The prediction of these phenomena is essential to protecting lives and property. The contract requires data meeting the requirements of the government for humidity observations from commercial aircraft. Temperature, wind, and humidity observations from commercial aircraft are an important source of real-time information for global and regional weather prediction as well as operational forecasts and warnings from the NWS.

 

In other data news, on October 18th , Government Executive published an article entitled AI tools helped Treasury recover billions in fraud and improper payments. In this story, Natalie Alms describes the Treasury Department's use of AI-powered tools to recover over $4 billion in improper payments over the last fiscal year. These tools, including risk screening and check fraud detection systems, represent a significant improvement over the previous years' recovery efforts.

 

  • Advances in the use of machine learning to catch check fraud have resulted in $1 billion in recovery, the department says. Treasury says that its 'risk-based screening' prevented $500 million in bad payments, and that 'identifying and prioritizing high-risk transactions' stopped $2.5 billion. Finally, 'efficiencies in payment processing schedule' yielded $180 million in prevention.”

NOAA Fisheries Strategic Initiative for Optical Data Collection and Processing

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) Fisheries Optic Strategies Initiative Working Group (OSI) is seeking information related to operationalizing large-scale image collection, processing, and storage; complement, optimize, and replace existing ship- and aircraft-based surveys; automate data processing pipelines; and provide novel, mission-improving metrics. Identity Verification:GSA Needs to Address NIST Guidance, Technical Issues, and Lessons Learned

The public increasingly relies on the internet to access government services and benefits. The General Services Administration launched Login.gov to give federal agencies a secure, reliable way to verify users' identities. Agencies using Login.gov said it offers many benefits, such as improved user experiences and reduced costs. But technical issues aren't being resolved in a timely way—potentially delaying further adoption throughout the government. The FBI is using AI to mine threat tips, but isn’t sharing much detail

The Federal Bureau of Investigation is using artificial intelligence to mine tips about potential threats but is revealing little about how the system actually works. Specifically, the bureau is using a system it calls the “Complaint Lead Value Probability” to prioritize tips by conducting algorithm scores and triaging, according to two versions of an agency AI disclosure. The technology, which is meant to help sort through the tips the FBI receives, is one of several AI tools employed by a bureau that also uses Amazon’s Rekognition software and drug signature algorithms.
