Approval: Terraces of Westlake Phase III

City of Westlake, Florida

On November 1st, the Westlake City Council approved the plat and site plan for Phase 3 of the Terraces of Westlake, completing plans for this 477-home townhome neighborhood. Phases 1 and 2, currently under construction, include 251 attached single-family homes. Phase 3 will add 226 more, further expanding this thoughtfully designed community. The architectural style of the Terraces blends Coastal Contemporary and Urban Transitional aesthetics, drawing from historic coastal vernaculars and reinterpreting them with a modern, clean design approach.

Cotleur & Hearing has been proud to provide site planning design services for all three phases of the Terraces. Our contributions include creating open spaces and designing cohesive street tree landscaping that enhances the neighborhood’s character and promotes a welcoming environment. The Terraces of Westlake exemplify the city’s commitment to combining innovative architecture with intentional community design. With its modern aesthetic and thoughtfully integrated green spaces, this development offers a balance of beauty, functionality, and livability for future residents.

We’re honored to play a role in shaping this exciting community and look forward to seeing the Terraces become a vibrant part of Westlake’s growing landscape.

Project Update: Kempe East & Jupiter River Oxbow

Jupiter, Florida

The Kempe East & Jupiter River Oxbow project stands as a testament to thoughtful development, blending modern functionality with a deep respect for the natural and cultural heritage of Jupiter Inlet Village. Designed to preserve and showcase the site’s unique features, the development ensures the retention of several heritage live oak trees, which form a mature canopy and create stunning outdoor rooms. These majestic oaks enhance the area's natural beauty and offer serene, shaded spaces that invite community interaction and relaxation.

Adding to its distinctiveness, the project honors the area's rich historic and pre-historic cultural resources. The development celebrates the stories and traditions that have shaped Jupiter Inlet Village by integrating historic markers and educational displays. These elements provide an engaging narrative for residents and visitors alike, fostering a sense of connection to the past while looking toward the future.

The complementary design styles further exemplify this balance of architectural innovation and cultural preservation. Along A1A, the Florida Coastal Vernacular-inspired storefronts activate the streetscape, while the Anglo-Caribbean townhomes at the rear diversify the architectural language. Together with the preserved heritage trees and cultural tributes, the project captures the essence of a vibrant, walkable community steeped in history, seamlessly integrating nature, culture, and design into the fabric of Jupiter Inlet Village.

Project Update: Brooks Subdivision Affordable Housing

Riviera Beach, Florida

This month, Cotleur & Hearing is proud to celebrate the final permitting of the Brooks Subdivision housing project in Riviera Beach. Our team has had the privilege of providing landscape architecture and irrigation design for this transformative development by REG Architects, which will bring 22 affordable single-family homes to a 4-acre vacant lot in partnership with Palm Beach County.

The thoughtfully designed community includes one- and two-story homes with three distinct floor plans, each offered in Caribbean and Craftsman architectural styles. Homes will feature three to four bedrooms, ranging from 1,300 to 1,540 square feet, with the added convenience of covered carports. Our landscape and irrigation designs complement the vision of creating a welcoming, functional, and sustainable environment for future residents.

We’re honored to contribute to a project that not only addresses the need for affordable housing but also enriches the fabric of the Riviera Beach community.

Approval: The Oaks of Westlake Phase I

City of Westlake, Florida

On November 1st, the Westlake City Council approved the plat and site plan for Phase 1 of the Oaks of Westlake, a new single-family neighborhood with a total of 616 homes. Phase 1 includes 266 homes, with Phases 2 and 3 adding 350 more.

The Oaks offers a range of single-family home options on 50- and 65-foot-wide lots, with depths of 130 and 136 feet. The Oaks at Westlake features a limited number of back-to-back lots, designed to enhance affordability while maintaining landscaping buffers for privacy. By interspersing varying lot sizes, the community achieves a diverse and inviting character.

Cotleur & Hearing provided site planning design services, along with open space and street tree landscaping for Phase 1. Our approach balances functionality and aesthetics, ensuring a cohesive and livable neighborhood. Green spaces and tree-lined streets add charm and foster a sense of community.

We’re proud to partner with Minto PBLH, LLC on this exciting project and assist in securing necessary entitlements. The Oaks of Westlake exemplifies thoughtful design, blending affordability, diversity, and natural beauty to create a vibrant and welcoming addition to the growing Westlake area.

Sea Change and the Sanibel Legacy: Revisiting the Island’s Pioneering Plan

Gainesville, Florida

CH’s Maegan Mikkelson presented at the University of Florida earlier this month. While visiting her alma mater, she spoke at the College of Design, Construction and Planning about recent findings from her Graduate Terminal Project (GTP), Sea Change, and celebrated the 50-year anniversary of Sanibel Island’s legendary Comprehensive Plan.

Sanibel is a barrier island off the southwest coast of Florida, renowned for its rare seashells and wild beaches. The Sanibel Plan, created during the island’s incorporation in the late 70’s, is considered one of the most influential local government planning documents in American history and is one of the earliest examples of using performance standards to guide and regulate development. Maegan’s GTP contributes to the preliminary process leading to the 2026 update of the city’s comprehensive plan and includes research-based insights and actionable recommendations that build upon the foundational goals of the original plan.

The exhibit was not only educational but inspiring. The night included a keynote address from the principal landscape architect on the original plan, Anne Whiston Spirn, a showing of the Sea Change documentary by WRT, panels displaying Maegan’s GTP work, food, and conversation. New Employee Spotlight

Jupiter, Florida

Maegan Mikkelson joined Cotleur & Hearing in September as a Landscape Designer, training under landscape architect and partner Erin Bolin. With a Master's degree in Landscape Architecture and a Bachelor's in Plant Science from the University of Florida, Maegan is dedicated to celebrating and enhancing local ecosystems.

Maegan began this passion when she founded the Adopt a Mangrove Foundation in 2017, where she oversaw the propagation and planting of approximately 12,000 mangrove trees in southwest Florida. Her work included executing site planting days on Lee County 20/20 Conservation Land, where she planned estuary rehabilitation and wetland planting zones. Maegan also created and managed informational content for the foundation, demonstrating her commitment to community engagement and environmental education.

In May of this year, Maegan completed the Resilient Sanibel Project, a Graduate Terminal Thesis aimed to support the coastal element of the City of Sanibel’s Comprehensive Plan. The 2026 revision emphasizes environmental stewardship and coastal resiliency. Collaborating with the Sanibel Captiva Conservation Foundation and as an awardee of the Pfiefer Fellowship, Maegan’s project contributes to the preliminary studies of the plan to influence research-based solutions, and actionable recommendations that can mitigate risks from sea-level rise and preserve local coastal habitats.

Looking forward, Maegan aims to continue contributing to projects that honor and protect Florida’s natural landscapes, as she learns in the professional field at Cotleur & Hearing.

Welcome to the CH team, Maegan!
