Good Afternoon Folks,

It has been another busy week for the Desert Valleys Builders Association. We received another fee study for the increase in Statutory Level I School Facilities Fees. This time it is the Brawley Union Elementary School District. We do not yet know the extent of the study. However, Statutory Level I Fees are a directive from the California State Allocation Board. They still must be justified pursuant to the Leroy F. Green Act (AB 1600) and the Mitigation Fee Act.

Notice from SoCalgas:

On June 30, SoCalGas announced that the cost the company pays for natural gas on behalf of residential and small business customers reached a five-year low for the March through May period in 2026, averaging 22.8 cents per therm. This follows a steady decline in billed natural gas prices over the spring, which fell by approximately 55% from March to May, reflecting broader market trends.

The update also highlights how system flexibility — including storage and access to multiple supply basins — helps manage costs by enabling lower-cost gas purchases and reducing exposure to higher-priced supply during periods of increased demand.

These trends align with broader market conditions, including lower natural gas prices in California, and underscore how natural gas continues to be one of the lowest monthly household energy costs. While natural gas accounts for more than 60% of average household energy use, it represents less than 30% of the total home energy bill.

The cost SoCalGas pays for natural gas is passed through to customers without markup, meaning lower market prices directly benefit customer bills.
