Governor Pritzker Vetoes Nursing Home Assessment Change (HB 2507)
Today, in response to a request from South Suburban Mayors & Managers Association supported by additional Cook County municipalities and advocates including the Illinois Municipal League, Governor Pritzker announced he was using his amendatory veto authority to veto the section of the Property Tax Omnibus Bill (HB 2507, Senate Amendment 1, Sect. 10-805) that changes the way nursing homes are assessed.
 
SSMMA conveyed to Governor Pritzker that the as-written bill would be harmful to Southland communities, and we applaud his decision to veto the section relating to nursing home assessments after hearing our serious concerns.

The vetoed section of HB 2507 would have likely resulted in increased rates for residential and commercial property taxes due to the loss of millions in tax revenues from nursing homes—ultimately impacting every taxpayer within affected districts.

Next, we’ll transfer our attention to working with our Southland delegation and legislative leaders to sustain this veto when the bill comes back to them this October during veto session.

Grant Opportunities and Resources
• Cook County Small Business Source is accepting applications for the 2023 Source Grant which will provide $40 Million to small businesses to help stabilize operations, foster recovery and resiliency, and advance equity in a post-pandemic economy.

• Cook County will award up to $5 million in capacity-building grants to community-based organizations serving Cook County residents. Starting Block Grants will provide up to $100,000 over two years to small organizations. Application deadline is September 8, 2023. Learn more.

• The U.S. Department of Transportation (USDOT) has released the Fiscal Year 2023 Notice of Funding Opportunity for the Reconnecting Communities and Neighborhoods (RCN) Program, with up to $3.16 billion available for planning and construction projects.

The Illinois Department of Natural Resources (IDNR) is accepting applications for Open Space Land Acquisition and Development, or OSLAD, grants through Aug. 31.

Illinois Environmental Protection Agency is accepting grant applications for green infrastructure projects, under the GIGO program. Learn more.
