A note from our CEO:

Hello UAC members and friends,

As we move into fall, our focus is already turning toward the upcoming legislative session and the work ahead to represent and support Utah’s counties. This is an important time to identify opportunities for county involvement and ensure our perspectives are represented in statewide discussions.

This month’s newsletter includes a list of state boards and committees where UAC has appointments to make. These appointments are an opportunity for county elected officials to share their expertise and help shape policies and decisions that affect local government. If you’re interested in serving on one of these boards or committees, please reach out to Laura Barlow to learn more.

I hope everyone is enjoying the fall season. We appreciate your continued engagement with UAC and look forward to working with you in the months ahead.

With gratitude for the opportunity to work with you all,

Brandy

State Board and Committee Appointments

Members of the Utah Association of Counties are encouraged to take an active role in shaping statewide policy and programs by serving on state boards and committees. With the election coming up, UAC needs to make new appointments to some of these bodies, ensuring county perspectives are represented in important discussions and decisions.

If you are interested in being considered for a current or future appointment, please reach out to Laura Barlow, Director of Member Engagement. SEE THE LIST OF OPEN SEATS BELOW. Sharing your interest, background, and areas of expertise helps UAC match members with meaningful opportunities to serve.

Your involvement strengthens the county voice across Utah and helps ensure that local insights inform state-level decision-making.

From Our Partners at UCIP

Required Posting on Department of Commerce GIA Website

The Governmental Immunity Act (UCA 63G-7) requires each governmental entity to identify the contact information of the person to whom all Notices of Claim should be provided to on the Department of Commerce Governmental Immunity Act Database webpage. If no information is provided on the webpage, the entity loses its defense that they were not properly noticed of the claim under the Act. The Act also specifies that if a Notice of Claim is provided via email, the Notice must simultaneously be emailed to the legal counsel identified on the webpage, so UCIP recommends each entity provide the contact information for the County Attorney or legal counsel for your district or interlocal entity. Lastly, the GIA requires each government entity to list on the database all doing business as names (dba’s) the entity uses. We recommend you regularly review and update the GIA Database webpage.

Election Principles Campaign

With Election Day less than a month away and ballots set to begin mailing October 13th, Utah county clerks are coming together around a shared set of principles designed to give voters a clear and transparent view of how Utah elections work.

The Utah Voting Principles outline 20 standards organized around four central commitments: Voting is Simple. Voting is Secure. Voting is Accurate. Voting is Important.

The Utah Voting Principles include:

● Voting is Simple. Utah voters have multiple ways to register, learn about what is on their ballot and cast their vote. Registered voters can receive a ballot by mail, return it by mail or secure drop box, or vote in person. Voters can also sign up to track the status of their ballot throughout the process.

● Voting is Secure. Election officials verify voter identity and eligibility, regularly review voter rolls and verify returned ballots before they are counted. Ballots are separated from identifying information to preserve voter privacy, and voting and tabulation equipment is isolated from the internet.

● Voting is Accurate. Voting equipment is certified and tested before elections, ballots are tracked through the counting process, ballot totals are regularly reconciled, and counties conduct post-election audits comparing randomly selected paper ballots with machine-counted results before final certification.

● Voting is Important. Voting gives Utahns a voice in choosing their representatives, holding leaders accountable and shaping the future of their communities.

Voters can find election information, check their registration, learn about candidates and issues, track their ballot and find their county election officials at vote.utah.gov, the state’s official voter-information site.
