Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the NGA's LUNO B solicitation, which seeks to provide analysts with enhanced context for analytic assessments of worldwide economic, environmental, and geopolitical activity.

  • Department of Defense (DoD), National Geospatial-Intelligence Agency (NGA) — LUNO B - LUNO B will transform NGA’s approach for geospatial information and knowledge, expand access to data and services for the NSG, accelerate Analysis Workflow Modernization objectives and integrate data and services into enterprise capabilities. The objective of this effort is to acquire unclassified commercial GEOINT products, data, and/or services produced from unclassified commercial GEOINT on unclassified networks, not to acquire a technology or capability to install and manage on classified networks. NGA expects industry to leverage unclassified sources and analytical capabilities available in the commercial marketplace to produce these products, data, and/or services.

In other data news, on May 7th, Gadget Insiders published an article entitled U.S. Senators Expose Major Automakers Like Toyota, BMW, Sharing Sensitive Consumer Location Data. In this story, Prashant Chaudhary reveals that major automakers like Toyota, BMW, and others are sharing sensitive consumer location data without legal warrants, raising significant concerns about consumer privacy and ethical responsibilities. Despite assurances from automakers and recent legislative efforts, this finding highlights regulators' contention that stricter regulations are needed to safeguard personal data in the automotive sector.

  • As the debate over privacy standards in automotive technology continues, the industry finds itself at a crossroads. The pressing need for stringent regulations is evident as both technology advances and the potential for misuse expands. The current situation calls for a delicate balance between leveraging technological advancements for safety and convenience while ensuring robust safeguards against privacy violations.”

NGA issues solicitation as it moves to better monitor illicit maritime activities in Indo-Pacific

Through the new CSO pilot for capabilities to expand maritime domain awareness, NGA aims to “work more flexibly with industry and to allow them to come in with more creative ideas, where we don’t necessarily have the clearly defined thing that we want them to build and provide for us,” Brande explained.

TSA is looking at using AI to improve security screening processes

In an interview with Nextgov/FCW, TSA’s Chief Technology, Data and AI Officer Matt Gilkeson said the agency “has already got the testing mechanisms in place and the stakeholder integrated project teams in place to be able to sustain and support continued exploration in machine learning and artificial intelligence tools.”

AI will ‘revolutionize’ the way NATO looks at geospatial intelligence, leader says

“Spatial machine learning algorithms and deep learning techniques have become extremely powerful, fueled by unprecedented computing power. Leveraging these technologies on large collections of imagery, or geospatial data, will allow us to greatly improve the intelligence production cycle through applications like automatic change detection, and in areas of interest or socio-economic analysis, maritime safety, analysis of space and cyber events, and many others,” Bray said.

National Geospatial-Intelligence Agency creating space intel hub

“Integration is the right thing to do,” he said in a speech at the GEOINT Conference in Orlando. “The JMMC is going to be the way of the future for us in this regard. It will be critical to unifying DOD, IC and allied GEOINT collection operations that deliver decision advantage at speed and scale during competition, crisis and combat.”

Biden’s executive order to protect Americans’ personal data: A step in the right direction, but other factors must still be addressed

Under the executive order, the Justice Department (DoJ) will issue regulations that prevent Americans’ information, “including genomic data, biometric data, personal health data, geolocation data, financial data and certain kinds of personally identifiable information (PII),” from being sold to adversaries that may use it for nefarious purposes.

Government sets rules for spy agencies buying commercial data on Americans

"We produced this framework in recognition of the fact that a series of developments have made CAI increasingly important to our work, while at the same time raising novel issues related to privacy and civil liberties," DNI said in a statement released with the framework. "Today, not only is an astounding amount of CAI already available to the public, but various actors, including adversaries, also have access to increasingly advanced analytic tools that rely on, among other things, artificial intelligence, to exploit such information in new ways that exacerbate existing threats."

MeriTalk Research: Feds Eye Better Data Infrastructure to Meet Data Deluge

US May Deny China, Russia Access to Advanced AI Models

The Commerce Department is considering a new regulatory push to restrict the export of proprietary or closed source AI models, whose software and the data it is trained on are kept under wraps, three people familiar with the matter said. Any action would complement a series of measures put in place over the last two years to block the export of sophisticated AI chips to China in an effort to slow Beijing’s development of the cutting edge technology for military purposes.

AI elections: Voting in the era of deepfakes and disinformation

As political parties vie for the top position, artificial intelligence has also become central to their campaigning mechanism. Political mudslinging is not new to elections, but with AI, it has reached a whole new dimension making it difficult to tell the fake apart from the real.

Supply chain planning as an intelligent data app

The “sixth data platform,” or intelligent data platform, represents a cutting-edge evolution in data management. It aims to support intelligent applications through a sophisticated system that builds on a foundation of a cloud data platform. This foundation makes it possible to integrate data across different architectures and systems in a unified, coherent and governed manner. Harmonized data enables applications to use advanced analytics, including artificial intelligence, to inform and automate decisions.

Stop AI from normalizing plagiarism | Opinion

Artificial intelligence. Machine learning. Generative AI. They’re all buzzwords for the new high-tech time saver that can streamline rote tasks and generate content at the speed of light. But this dynamic content creator is proving to be a crisis in the making. A lawsuit filed on Tuesday in the Southern District of New York on behalf of eight news organizations, including the Sun Sentinel, accuses OpenAI’s ChatGPT and Microsoft’s Copilot of insidious corporate thievery. Specifically, the illegal harvesting of millions of copyrighted articles to create their “generative” AI products.
