Board receives the “Superintendent 100 Day Report”

At its October 9 meeting, Superintendent Jason Glass, Ed.D. presented his written report — LBUSD 100-Day Report to the School Board. This work is a product of the listening and learning efforts conducted by Dr. Glass since the beginning of his tenure with the district. During the superintendent hiring process last spring, Dr. Glass promised the Board of Education to undertake an “entry plan” which focused heavily on relationship building and connecting. Dr. Glass told the Board, “This report captures my impressions and learning as a new community member and school leader.”


Over the past three months, Dr. Glass organized conversations with parents, staff, students and community members, met with school leadership, held town halls at each school, and conducted both a staff validation and a community survey called the “keep/start/stop” survey. He also reviewed district operations and data—enrollment trends, finances, staffing, assessment results, instructional alignment, and business functions. Four themes emerged repeatedly during the research process and are utilized as the framework for the report and as a foundation for next steps. 


Dr. Glass’s first theme focuses on elements of trust, coherence, and culture, specifically identifying areas where trust can be improved among district stakeholders, greater clarity and streamlining of initiatives are needed, and focusing on culture across the organization. “This theme is about culture: moving from fatigue and division to clarity, focus, and trust,” he said. “We need to build a district culture where people feel heard, systems are reliable, and leadership models stability.”


The second theme speaks to what Dr. Glass considers the unique strengths of the district—its focus on the arts, environmental stewardship, and its identity and connections to the greater Laguna Beach community. He sees this theme as an opportunity to leverage all that is special about Laguna Beach, “Protecting and elevating the arts, celebrating community-centered traditions, maintaining small-district strengths, and connecting learning to Laguna’s cultural identity will strengthen what makes us who we are,” Dr. Glass said.


The third theme looks inward to school-centric challenges and opportunities. Its focus is on improving student pathways such as career and technical education, engaging more deliberately with students to hear what they want and need from their schools, and recognizing that LBUSD facilities are aging and are not keeping up with current school design to meet those student needs.


The final and fourth theme provides a lens on the need for balance between the use of technology, innovation, and support for student safety, well-being, inclusion and belonging. “At the center”, said Dr. Glass, “is something very human—a desire to connect, meaningfully and with purpose, in ways that prepare our students for their future.” He heard from parents about their concerns for cell phone use in schools, students’ social-emotional health, and continued vigilance around safety. For Dr. Glass, “Balancing innovation with well-being means creating schools where students are both future-ready and well-supported in the present.” 


During his presentation to the School Board, Dr. Glass summarized his listening and learning process, outlined the four themes and findings, and concluded by saying “the report is not the plan”, but rather a foundation for one. “The work ahead will be to distill all of the insights to the key priorities that matter most and move into the development of a new strategic plan. This new plan should both align with state requirements and reflect the district’s vision and priorities for education in Laguna Beach.” The report themes will be further refined through continued conversations with stakeholders, expanding opportunities to include student voice in decision-making, more frequent school visits, and ongoing operational reviews. Dr. Glass concluded by saying, “My hope is that the report sparks a focused and forward-looking discussion about where we want to go together as a school district and community.”


Upon hearing the presentation, Board President Dee Perry said “....This fantastic 100 Day Report exceeded my expectations! I am impressed with all the outreach Dr. Glass has done with our community and schools to really learn about our Laguna culture. His emphasis on The Arts, The Environment, Safety, Technology and Student Voice is needed. All four themes give guidance to meet our student’s needs now and in the future.  We are grateful to have Jason Glass as our Laguna superintendent.”

LBUSD grows its General Fund by $3 million 

At its meeting on October 9, the School Board received the annual unaudited financial report for 2024-2025 along with the good news that the district’s General Fund will grow by over $3 million, the result of quality financial management and growth of its investments. As of June 30, the end of the past budget year, the general fund balance grew from $22 million to $25.1 million.


Following acceptance of the report, the board voted to refer the unaudited report to an external auditor for certification, an annual requirement expected to be completed by January.


“The district has maintained a strong financial balance, averaging an annual surplus of about $3,900,000,” said Raymond Lee, the district’s budget administrator. “These funds have allowed us to keep investing in our schools, supporting facilities improvements, and ensuring our campuses remain well maintained and welcoming places for students to learn.”


While the General Fund includes several categories, including operations, salaries and benefits, and restricted items, the overall total gives the district flexibility to plan for future needs including facility projects, new curriculum materials, and emerging priorities.  


The district’s 2024-2025 total revenues were approximately $89 million with expenditures slightly over $87.4 million. Of that, salaries and benefits totaled $66.5 million and operating costs just over $20.5 million. During the year, district revenues increased by $667,000 while expenditures decreased by $867,000. The district’s revenues are driven largely by property taxes (84%) and also include funds from federal, state and local sources.

The district’s financial planning and budgeting is a rigorous process. During the course of the year, three “check points” measure progress on the budget against projected income and expense at specific junctures to ensure the district is on track. 


LBHS students kick off AER Projects with welcome back breakfast

Authentic Exploratory Research (AER) is an independent course that empowers students to explore questions driven by their passions. With guidance from mentors who provide real-world insights and experiences, students gain a deeper understanding of their interests and learn to apply practical strategies to their projects. This course encourages students to dive deeper into what truly inspires them.


LBHS students have officially launched their AER Projects. Welcomed into the library, students sat down with their mentors for the first time to discuss potential ideas and directions for their projects. This kickoff breakfast marks the exciting beginning of their independent projects.


FLOW students explore nature with Laguna Canyon Foundation

The Fire, Land, Ocean, Water (FLOW) Program at Laguna Beach High School partnered with the Laguna Canyon Foundation (LCF) to take students on an educational hike through the Willow Canyon Hiking Trail, giving them the opportunity to experience and connect with nature firsthand.


As they walked along the trail, LCF leaders encouraged students to observe the surrounding greenery and identify plant adaptations that demonstrate resilience to environmental changes. Throughout the hike, students paused for reflective writing activities, using their senses to engage with the natural elements around them.


The FLOW Program is designed to help students develop a deeper understanding of their natural environment while fostering mindfulness and environmental stewardship. Experiences like this hike aim to help students appreciate the power of nature and strengthen their connection to the local ecosystem.


An Update on Elementary Level Math Curriculum

The School Board received an update about the elementary level math core curriculum adoption process, now in its second year, following year-one work focused on research and development of the district’s vision for math instruction. The update was presented by Chad Mabery, Ed.D., the district’s Assistant Superintendent for Instructional Services.

LBUSD is currently in the second year of a three-year process to research, test and select, and then implement new elementary mathematics instructional materials, grounded in the updated California Mathematics Framework and aligned to district priorities. The 2024-25 school year focused on understanding the new frameworks and developing a shared local vision for math instruction. The process is now focusing on testing and selection of a new elementary math curriculum. 


A central goal of the current phase is to explore and pilot high-quality instructional materials that reflect the district’s emphasis on problem-solving, reasoning, and student-centered inquiry. Teacher teams have been formed to select and pilot test materials this fall. Teachers are engaging in regular planning sessions, brief topical surveys, and consensus-building to identify materials that best align with student needs, district values, and the goals of the California Math Framework.


Parent and community engagement is a key component of the adoption process. As part of the input process, LBUSD will host a “Math Family Night” in November to showcase student learning experiences, curriculum-based learning centers, creative problem-solving practices, and pilot materials feedback. In addition, School Site Council (SSC) and PTA meetings will include opportunities for families to preview materials, and a 14-day public review window will be provided in December prior to the Board recommendation. These efforts are designed to ensure transparency and foster meaningful input from families as partners in their children's learning. The current work represents an investment in deep, thoughtful instructional shifts that will lead to the formal selection of materials in early 2026 with full implementation in 2026-27.


According to Dr. Mabery, this phase of the project will culminate with recommendations to the board in January for a new curriculum. He pointed out that this timing will allow teachers a longer period for training and adaptation to the new curriculum than if it were approved later in the school year.



“This is a comprehensive process, not just because we’re investing money into materials, but we're investing in the student learning experience,” Dr. Mabery said, concluding that “we want to have these common experiences that we prioritize, knowing they’re impactful, and that align to our learner profile.” 


LBUSD students partner with LPAPA for annual "Our Future Generation Paint Out"

Students from across the district gathered at Heisler Park to participate in the annual Our Future Generation Paint Out. Selected students from grades 4- 12 were provided with art materials and encouraged to create their own masterpieces during this inspiring outdoor event.


Divided into groups, students were guided by professional Plein Air painters, who offered advice, demonstrated techniques, and emphasized the importance of color values in their work.



The students’ finished pieces will be exhibited and available for purchase at the LPAPA Art Gallery from October 9, 2025 through November 15, 2025. Proceeds from any sold paintings will be donated back to the schools the students represent.
