After a Public Hearing continued from the last meeting, the Board approved, as presented with 16 stipulations, by a vote of 3 to 2, an item requesting approval of a Special Use Permit to operate a new standalone wireless communication facility on a 12.08± acre parcel in Gold Canyon. (Item 11)

The Board also approved, as presented with stipulations, by a vote of 3 to 2, two planning and zoning items related to a mixed-use development on 17.64± acres located on the west side of Hunt Highway and south of W. Golf Club Drive in the San Tan Valley area. (Items 12/13)

The Board approved amendments to Pinal County Development Services Code, Section 2.10.010. – Definitions, and Section 2.150.240. – Guest house/casita (Item 14) and to Title 12 – Nuisances, Chapter 12.10. – Rubbish, Trash, and Weeds of the Pinal County Development Services Code. (Item 15)

Prior to Call to the Public, County Attorney Kent Volkmer addressed the Board on the legal parameters, limitations, if any, and use of "call to the public" by the Board of Supervisors and public attendees. It was decided that the Board will hold a Work Session on this item, including allowing public input, at a Special Session meeting on Thursday, September 12th. (Item 1)

The Board approved a Proclamation declaring the Month of September as "Workforce Development Month" in Pinal County. Each September, National Workforce Development Month is celebrated by state workforce agencies in recognition of the tremendous contributions workforce professionals make in their support of both job seekers and employers. Harold Christ, Chair of the Workforce Development Board, which oversees the ARIZONA@WORK Pinal County workforce development system, read the proclamation into the public record. Harold, as well as members of the Economic & Workforce Department, are pictured below with the Board of Supervisors. (Item 7)

Chairman Goodman appointed Kenneth Diamond to the Open Space & Trails Advisory Commission, term of service September 5, 2024, through April 2028. Kenneth is pictured right with Chairman Goodman. (Item 3)

In the Supervisor District Update, District 5 Supervisor Jeff Serdy reminded the public that ADOT will be reopening State Route 88 on September 16th. A 5-mile, unpaved section of the road has been closed for five years, following severe flooding in 2019. The road will be restricted to four-wheel drive vehicles, and while boats are allowed, trailers are not. Meanwhile, District 2 Supervisor Mike Goodman played a video from a recent visit that he paid to San Tan Valley twins Kayde and Liam Keffer, as they prepare to represent the United States at the World Skate Games in Rome. The fifteen-year-olds compete in the sport of scootering and were two of four American youths to qualify for the event. The family moved to San Tan Valley two years ago, but the boys sadly lost their father, a first responder, a year ago. The competition starts for the boys on September 11th. In the County Manager's report, Leo Lew informed the public that County officials attended the League of Arizona Cities and Towns Conference last week. Although the County is not a city or town, it gave County officials the opportunity to coordinate, collaborate and support Pinal County's cities and towns among the 1,500 attendees. (Item 5)

The Board recognized two staff for length of service to Pinal County. Jim Higginbotham, a Development Services Manager, has reached the amazing milestone of forty years unbroken service to Pinal County. Jim originally joined the County in 1979, and after a break in service, rejoined in 1984. Meanwhile, Mary Clements, an Administrative Manager with Public Health, is celebrating twenty years of service. Mary and Jim are pictured below flanked by Public Health Director Merissa Mendoza and Development Services Managing Director Joe Ortiz, as well as the Board of Supervisors. (Item 4)

Members of the public wishing to address the Pinal County Board of Supervisors may do so in person at the Call to the Public section of Regular Board Meetings. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for
further consideration and decision at a later date.
