Jafrin Mouli joined the Memphis MPO as a Transportation Planner in June. She earned a Bachelor's degree in Urban and Regional Planning in Bangladesh. After spending two years working at a research institute that focuses on disaster prevention and urban safety in Bangladesh, she moved to Memphis to pursue a Master's degree in City and Regional Planning at the University of Memphis. She also obtained a GIS certification there to supplement her planning knowledge. During her graduate studies, she worked as a Housing and Community Development fellow at Innovate Memphis, where she supported their data team to capture a comprehensive picture of neighborhoods and find innovative civic solutions. This experience encouraged her to join the Memphis MPO as a Transportation Planner to continue making a positive difference on a broader scale. Her work at the MPO will primarily focus on transit and safety planning.

Mississippi Department of Transportation will begin construction soon on a roundabout at state Highway 301 and Star Landing Road. State officials say while the temporary closure will result in some inconveniences for motorists, the installation of the roundabout will greatly increase safety at the intersection.
The Tennessee Department of Transportation (TDOT) revealed its BlueOval City transit study at the latest BlueOval Community Impact Meeting on April 12, 2023. The study focused on five modes of transportation to help meet the anticipated transportation needs associated with the BlueOval City development.
Both the Tennessee and Arkansas Departments of Transportation (TDOT & ARDOT) are planning to conduct a technical analysis to determine if a third bridge over the Mississippi River is feasible. The study will help identify possible locations for a new bridge.
Phase 1 of Memphis International Airport’s $700-$800 million Terminal Modernization and Seismic Program (TMSP) is officially underway. The Memphis-Shelby County Airport Authority (MSCAA) has put out the first RFP for the procurement of materials to begin work on the project, which should keep contractors busy for years, according to Scott Brockman, president and CEO of the MSCAA.

Program & Funding Opportunities
|
|
The PROTECT Discretionary Grant Program will fund projects designed to improve the resilience of the surface transportation system, including highways, public transportation, ports, and intercity passenger rail. There are four categories of funding under the PROTECT Discretionary Grant Program: (1) Planning Grants; (2) Resilience Improvement Grants; (3) Community Resilience and Evacuation Route Grants; and (4) At-Risk Coastal Infrastructure Grants. The PROTECT Program includes both formula funding distributed to States and competitive grants. The deadline to apply is August 18, 2023.
The Environmental Protection Agency's (EPA) Office of Transportation and Air Quality is announcing the availability of funds and soliciting applications from eligible entities to incentivize and accelerate the replacement of existing school buses with clean and Zero Emissions (ZE) school buses. Eligible activities include the replacement of existing internal-combustion engine (ICE) school buses with electric, propane, or compressed natural gas (CNG) school buses, as well as the purchase of electric vehicle supply equipment (EVSE) infrastructure and EVSE installations. Applications will be accepted from state and local governmental entities that provide bus service, including public school districts; eligible contractors; nonprofit school transportation associations; Indian Tribes, Tribal organizations, or Tribally-controlled schools responsible for the purchase, lease, license, or contract for service of school buses or for providing school bus service for a Bureau of Indian Affairs (BIA) funded school. The deadline to apply is August 22, 2023.
The Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law or BIL) makes $10 million available over five years to provide states, local governments, and tribal governments with grants to support project development leading to future applications to DOT credit or grant programs. The grants can support legal, technical, and financial advisors to help advance infrastructure projects. The first notice of funding opportunity includes two fiscal years and makes $3.4 million available to eligible applicants on a first-come, first-served basis. There is no local funding match required to participate in this program. Applications will remain open until September 28, 2023.
Visit the MPO's Funding Opportunities webpage for more information on transportation funding opportunities available to eligible agencies and organizations throughout the Region.
