Launching the Alliance Academies

This month, we're proud to introduce a major new RCCA initiative: the Alliance Academies, a year-long professional learning experience designed to strengthen the leadership capacity of rural community colleges across the country.

These two Academies—one focused on Student Success and the other on Fund Development—will bring together teams from ten RCCA member colleges to engage in collaborative learning, applied planning, and sustained peer support. Through in-person gatherings, monthly check-ins, and quarterly interactive learning sessions, participating colleges will dive deep into strategies for improving outcomes and expanding impact.

Participation in an Academy will require a short application, and spots will be limited to ensure a meaningful, engaged cohort experience. To apply, your institution must be an RCCA member—so if you're not yet part of the Alliance, now is a great time to join.

The launch of the Alliance Academies comes at a critical time. Rural colleges continue to face challenges around enrollment, staffing, and financial stability—but they also remain deeply embedded in their communities, uniquely positioned to create solutions that reflect local realities. These Academies are designed to meet leaders where they are, offering a supportive space to tackle complex issues and grow the leadership needed to guide rural colleges into the future.

This initiative also represents an evolution in how RCCA serves its members. In addition to offering advocacy and our Alliance Learning Series, we’re investing in sustained, applied learning that empowers colleges to make real change. The Alliance Academies are not just professional development—they're about building a learning community that lasts.

Investing in People: Building Leadership from Within

As we look to the future, one of the most powerful moves a rural college can make is to grow its leadership from within. That means identifying promising talent already on campus—people who understand the local context, who have earned community trust, and who are ready for the next level of responsibility. Too often we focus our energy outward when some of our best resources are already in the room. The Alliance Academies are designed to help rural colleges recognize, cultivate, and retain this internal talent, creating succession plans and leadership pipelines that are both sustainable and mission-aligned.

Rural Colleges Are Not Just Smaller Colleges

It’s important to recognize that rural colleges aren’t just urban or suburban colleges with fewer students—they are fundamentally different institutions, shaped by their geography, economies, and histories. Rural colleges serve expansive areas, often with limited infrastructure, and are deeply woven into the cultural and economic fabric of their regions. They are not only educational institutions but also workforce hubs, community centers, and sources of hope. The Alliance Academies will honor that uniqueness by tailoring content and support to the lived realities of rural leadership.

Stay tuned for application details, and thank you—as always—for the work you do to support your students and communities.

Being recognized with four national teaching excellence awards within six years, the faculty at DACC designs rigorous coursework that meets the highest standards. Students who transfer from DACC to a four-year university usually do as well as, if not better than, those who began at that school.

Students involved with the Phi Theta Kappa International Honor Society at DACC have won multiple scholarship and community service awards. Alumnus Jacob Lane was recognized by USA Today as one of the top college students in the country while completing his studies at DACC.

Community colleges, particularly DACC, are especially responsive to economic and societal changes. DACC quickly adapts instructional offerings to meet the changing economic needs of the community. The College offers more than 100 career and transfer programs for credit within three academic divisions: Math and Science, Liberal Arts, and Business and Technology. The College has partnerships with four-year universities that bring courses to campus or offer degree-completion programs online so students can complete advanced degrees without leaving the community.

The Board of Trustees, faculty, staff, and administration work to maintain a low tuition rate so college remains affordable and accessible. For those who need financial assistance, the Financial Aid staff and DACC Foundation work overtime to ensure resources are available to students. Courses are offered online, in the evening, and at various locations around the district in an effort to maintain accessibility for the community.

The Student Success Center provides support and educational tools for students with physical, learning, and economic barriers to higher education. The Center serves anyone from first-generation college students to those who simply need to improve their study skills and habits.

The College has introduced programs to assist returning military veterans in overcoming barriers to employment and integration into the non-military world. The Veterans’ Multipurpose Employment Center is located in the Career and Employment Services Center at the College.

Learning opportunities stretch from preschool to the golden years at DACC. The Child Development Center is open to children as young as fifteen months. College for Kids offers summer enrichment to students in elementary and middle school. The Career Lab brings career exploration opportunities to junior high students, and there are several dual credit programs for high school students, with special tuition rates for senior citizens.

A new barbering program is off to a strong start.

Danville Area Community College’s new Barbering program, led by licensed instructor and experienced barber shop owner Terry Gouard II, launched in January 2025 and is already making a strong impact both in and out of the classroom.

In February, students traveled to the Doubletree Conference Center in Alsip, Illinois, to attend a professional barbering competition and expo. There, they observed top-level competitions in categories like fast fade, best design, and total look, attended educational classes, and explored the latest tools and products in the industry. One student, Dani Staple Butler, even competed, with fellow student Pyro Harris serving as her model.

Locally, the program celebrated its grand opening by offering 63 free haircuts to community members. Nine students provided haircuts for men, women, and children, gaining valuable hands-on experience while serving the community. "We figured offering free haircuts to this community would be beneficial for the students as well as the community,” said Gouard. “It helps students build clientele and gain confidence for their future in the barber industry.”

Gouard’s dedication to education and mentorship was recently recognized at the 59th annual Lincoln-Douglass-King Banquet, held on February 15 at New Life Church of Faith in Danville, where he received the Business Award for his commitment to training the next generation of barbers at DACC.

The Barbering program is offered at DACC’s Village Mall location and features a modern classroom and a 14-station barber clinic open to the public. Students can pursue either a two-semester certificate or a four-semester Associate in Applied Science (AAS) degree. Classes run Monday through Friday, 8 a.m. to 4 p.m., with financial aid available and no prerequisites required.

According to the Illinois Career Information System, barbering jobs are expected to grow by 7.5%, with many opportunities for self-employment. DACC’s program prepares students with real-world experience, skills, and confidence to meet that demand.

The Need of Federal Programs for the Success of Community Colleges

District Work; Not Recess

While much of the country has holidays or spring break on their minds, these two weeks in April, when Congress leaves Washington, are a great opportunity for colleges to build relationships with their elected officials. Colloquially, the time away may be known as recess, but officially, it’s District Work Period and a good time to lean into the work.

As your elected officials are in their home districts, college leaders can take advantage of local offices for in-person meetings. District work periods are also an occasion to invite officials or their staff to campus. They can join a major event, tour a program or facility, or receive an invitation for graduation. Congress will be considering new laws that will affect higher education if passed. It’s vital that your representative knows your campus and considers how new laws, policies, and regulations will affect community colleges, not just headline-making universities.

When meeting with your elected official, there are several timely topics to discuss. Congress is embarking on the FY26 appropriations process as well as attempting a budget reconciliation process. For appropriations, now is the time to ask for community-directed spending (earmark) funds for your campus, not to mention support for federal programs that support our students and colleges. Examples of these programs include the Pell Grant, Federal Work-Study, Federal Supplemental Education Opportunity Grant (FSEOG), the Strengthening Institutions Program (SIP), and Strengthening Community College Training Grants (SCCTG). For reconciliation discussions, stress the need to use mandatory spending funds to sure up the Pell Grant shortfall and caution Congress to tread carefully when designing any higher education accountability programs. The goal of these programs should be high-quality education, not creating offsets for a budgetary process.

What Do the Latest Enrollment Trends Tell Us About Community Colleges

Community colleges are experiencing a resurgence in enrollment, with a 7% increase in freshmen for Fall 2024, surpassing the 5.5% rise seen across all institutions. This growth is particularly notable among 18-year-old freshmen, who enrolled at higher rates in two-year colleges compared to four-year institutions. However, enrollment among older freshmen (ages 19–20) has been more robust at four-year colleges, and while community colleges saw an increase in adult learners, it was not as pronounced as the growth in private nonprofit four-year institutions.

These trends suggest that community colleges are becoming increasingly attractive to younger students seeking affordable higher education options. The data highlights the sector's pivotal role in providing accessible pathways to higher education, especially for those entering college directly after high school.

Student Visa Dragnet Reaches Small Colleges

The Trump administration has expanded its efforts for the revocation of international student visas, impacting hundreds of students across major U.S. universities. Many were given little to no explanation, with some cases tied to activism and others citing vague or minor issues, such as traffic violations, raising concerns about fairness and transparency.

Higher ed institutions and advocacy groups have pushed back, warning that these actions could damage the U.S.’s reputation as a welcoming place for international students. Legal challenges are underway as schools seek clarity and support to protect affected students.

Important Dates From ACCT

More From our Friends at ACCT

We're excited to announce that the 2025 #CCMonth campaign toolkit is now available on the ACCT website!

This year's campaign theme is

"Best Decision Ever."

This student-centered theme emphasizes what we at ACCT hear so often from so many people — that choosing to attend a community college is one of the best decisions they ever made.

Every community college and every student is unique, and we encourage you to tailor this message to make it as personal, as universal, and as impactful as possible. The combination of workforce training, traditional liberal arts and sciences education, community service, and business partnerships is what makes community colleges special and what makes them a special value for students.

In recent years, federal agencies and elected officials, governors and others have participated in #CCMonth. We hope you will use the toolkit as inspiration to engage people and organizations that can bring positive attention to your college and maybe even to secure increased resources for your institution — it's happened before!

The toolkit has been updated with new information and additional resources to support this theme, along with evergreen resources, including:

  • The #CCMonth logo for your use in promotions alongside your college logo.
  • Talking points for community college advocates and students.
  • Suggested social media posts & tips.
  • A sample press release for college use.
  • Sample op-eds, blog posts, proclamations and board resolutions.
  • And more to come, including updated graphics!
