A Message from the Executive Director
As we step into the summer boating season, ensuring safety on the water is our top priority. Responsible boating means operating at safe speeds, avoiding bow riding, wearing a life jacket, and using an engine cut-off switch, just to name a few.
Beyond safety, our commitment to environmental stewardship is stronger than ever. We're engaging in strategic partnerships with industry leaders and other local organizations to amplify our efforts. Together, we're promoting sustainable boating practices that protect our waterways for future generations.
We're also excited to launch the ABYC Fundamentals of Marine Service Technology program, the NMEA Basic Marine Installer Training (BMEI), and the Basic NMEA 2000® Installer Training certification courses this fall. These programs will enhance career and workforce development opportunities.
Thank you for supporting the Chapman School’s commitment to safer waterways, environmental stewardship, and workforce excellence. We look forward to continuing our role as leaders in maritime education and helping develop the next generation of marine professionals.
Fair winds,
Jim Allen
Executive Director

Safe Boating Tip: Maintain A Proper Lookout
Under Rule 5 of the Navigation Rules (COLREGS), vessels must maintain a proper lookout by sight and hearing at all times.
Best Practices:
-
Dedicated Observer: Assign someone specifically to lookout duties, especially in congested areas, poor visibility, or at night.
-
Active Scanning: Methodically scan the entire horizon to avoid tunnel vision.
-
Use All Senses: Listen for sounds, signals, and visually confirm radar or AIS contacts.
-
Limit Distractions: Keep electronic devices and unnecessary conversations away from lookouts.
-
Clear Communication: Immediately report observed hazards to the operator.
Stay alert and safe on the water!
