Infrastructure Update: Lead Service Line Replacement Work Underway

Crews begin the next phase of Two Rivers’ effort to remove lead service lines.

Work has officially begun on the 2026–2027 Lead Service Lateral (LSL) Replacement Project in Two Rivers. This project focuses on replacing older lead water service lines to help ensure safe and reliable drinking water for our community. The City’s contractor, Essential Sewer and Water, mobilized back into Two Rivers a few days ago and began replacing water services (both the public and private portions) on Tuesday, March 3.

Construction has started in these areas:

  • 24th Street between the East Twin River and Lincoln Avenue

  • Emmet Street from 22nd Street south to 17th Street

Over the next few weeks, crews will continue moving through nearby streets as service replacements progress throughout the project area.

Residents in active construction zones may notice temporary traffic disruptions, construction equipment, and brief water service interruptions when individual services are replaced. Property owners will receive direct coordination from the contractor when work is scheduled at their specific property.

This work is part of the City’s ongoing effort to remove lead service lines from the water system and comply with Wisconsin Department of Natural Resources requirements, ensuring safer drinking water for current and future residents.

City Fact: Since 2017, the City of Two Rivers has replaced more than 1,000 lead service laterals, making steady progress toward eliminating lead from the community’s water infrastructure. Another 300 services will be replaced in 2026-2027

DOJ Drug Enforcement Grant Awarded to City

Two Rivers secures state grant to strengthen drug enforcement operations.

The Two Rivers Police Department has just been awarded a $25,000 Drug Enforcement Grant from the Wisconsin Department of Justice.

The grant application, submitted in December 2025, focused on supporting the City Warrant Service Team. This specialized team was developed in response to community concerns about drug activity and is designed to handle higher-risk warrant service operations and targeted enforcement assignments.

Establishing a dedicated team improves coordination and effectiveness when addressing drug-related investigations. It also allows officers to conduct specialized operations that may not always fall within the scope or availability of regional SWAT resources.

This funding strengthens the City’s drug enforcement capabilities without requesting additional resources from taxpayers.

Project Spotlight: City Hall Deck Repairs

Why is the City investing in the City Hall parking deck this year?

The 2026 Community Investment Plan includes $70,000 to repair the concrete surface of the City Hall parking deck and improve waterproofing. While it may look like a typical parking area from the outside, the structure beneath it plays a much bigger role in City operations.

The underground level of City Hall supports several critical functions that keep City services running every day. This area houses police squad vehicles, the Police Department sally port, the building’s emergency generator, elevator mechanical equipment, sump pumps, and other essential building systems. It also contains the only ADA-accessible entrance ramp into City Hall.

Over time, the concrete surface above this space has begun to deteriorate. If water is allowed to seep through, it can damage the structural precast components below and lead to much more expensive repairs in the future.

That’s why this year’s work includes replacing failing concrete and improving waterproofing membranes to protect the structure underneath. By making these repairs now, the City expects to extend the life of the facility by at least a decade.

This approach reflects the City’s long-term financial strategy: taking care of the infrastructure we already own before small problems become major expenses.

Hamilton Property Visioning Process Continues

Community Input Helping Shape the Future of the Former Hamilton Site

Planning for the future of the former Hamilton Manufacturing site continues, with community participation as the cornerstone of this effort.

Last week, residents participated in two more community visioning workshops where participants reviewed the site, discussed zoning standards, and explored redevelopment possibilities for the property. Last week's sessions produced five preliminary concept maps that reflect a range of ideas that balance residential, commercial, and recreational uses.

These concepts will now be reviewed with students from the University of Wisconsin–Green Bay Urban Design Studio, who will use this input to develop several conceptual redevelopment designs for the property. These concepts will be presented to the public for community voting later this spring, which will help guide the long-term vision for one of the City’s most important redevelopment opportunities.

This collaborative planning effort is an important step toward transforming the historic Hamilton property into a vibrant space that supports economic development, housing opportunities, and community gathering areas.
