Dear Mountain Communities Neighbours,

If you’ve been following wildfire preparedness news across the state, you might have heard that the California Board of Forestry and Fire Protection has officially approved the final draft of the new “Zone 0” (Ember-Resistant Zone) regulations.

Check out this explanatory video from CAL FIRE, courtesy of Ventura Regional FSC:

Living here in the San Jacinto Mountains, surrounded by dense pines, oaks, and chaparral, we all know that flying embers, not the main flame front, are responsible for the majority of home ignitions during a wildfire. Zone 0 focuses directly on that critical 0 to 5-foot perimeter around your home, attached decks, and outbuildings.

The Good News: You Have Time to Plan

If you own an existing home, you do not need to overhaul everything overnight. The state has established a phased timeline with a compliance window extending up to 5 years (focusing on education and gradual transitions):

  • Phase 1 (Within 3 years): Basic combustible clearance, i.e., moving firewood, clearing leaves/needles, clearing under decks, and clearing roofs/gutters.

  • Phase 2 (Within 3 to 5 years): Structural adjustments, such as retrofitting the 5 feet of combustible fencing/gates touching your home, establishing under-eave buffers, and addressing outbuildings

4 Simple Things You Can Do Now

Tackling a few small weekend projects each season will save you time, stress, and money down the road before the timing becomes critical. Here are the most impactful and easy steps you can start today:

  • Relocate the Firewood Stack

It’s convenient to keep firewood on the back deck or stacked against an exterior wall, but during a fire, wood piles act like giant Roman candles. Move your firewood at least 30 feet away from the home (into Zone 2).

  • Clear the “Ember Catchers” (Roofs, Gutters & Valleys)

Mountain pines drop needles year-round. Establish a regular habit of blowing or sweeping pine needles, dry leaves, and pine cones off your roof, out of gutters, and from the intersections of roof valleys.

  • Empty Out Underneath Your Decks

Because of the terrain, many of us have elevated decks and porches, and underneath them becomes accidental storage for plastic bins, patio cushions, spare lumber, and dry pine debris. Clear out stored items and rake out accumulated duff so windblown embers can’t ignite beneath your floorboards.

  • Plan Your Fence Retrofit (The 5-Foot Break)

Wood fences attached directly to your house act like fuses leading a fire straight into your exterior wall. When planning future fence maintenance, look at replacing the last 5-foot section connecting to the home with a metal gate, masonry, or non-combustible fencing material.

Why It Matters

Beyond keeping our community safe, getting ahead on Zone 0 may position your property to qualify for insurance discounts under the California Department of Insurance Safer from Wildfires framework. Ask your insurer about their premium discounts!

The good news is that the Mountain Communities Fire Safe Council has a CAL FIRE-funded grant to help local homeowners!

Contact us today to learn how we can assist you with the creation of Defensible Space per PRC 4291 (including preparing for the Zone 0 transition), the removal of dead, dying, or diseased trees, and other wildfire prevention or forest health projects.

Property owner cost shares for eligible projects are as low as 25%!
