As the new year begins, Sacramento’s homelessness response system continues to be impacted by shifting federal funding and evolving policies. We have been grateful for the agility of our community to be responsive and collaborative. Partners and providers have stepped in with a shared sense of determination to protect housing and services for Sacramento.
Sacramento Steps Forward (SSF) is navigating this moment by staying nimble and responsive to the community. We have partnered with local governments, the Continuum of Care (CoC), service providers, and community stakeholders to advocate for stable state and federal funding, develop contingency strategies to sustain housing and services, and identify individuals and families most at risk so support can be provided before a housing crisis occurs.
Additionally, SSF has closely engaged other state and national partners to monitor and respond to HUD guidance. We have strengthened connections with peer CoCs across the country to learn from shared challenges and solutions.
How we will secure federal funding remains unclear. As of today, the U.S. Department of Urban Housing and Development (HUD) is moving forward with processing FY2025 CoC Program renewal awards. At the same time, HUD has indicated that, depending on the outcome of ongoing litigation, it may re-release the funding opportunity competitively at a later date. We are monitoring developments closely and preparing for multiple scenarios to help protect housing stability and minimize disruption for providers and our community.
We also are engaged in continued conversations with regional partners about how to work together to address homelessness more effectively and transparently in Sacramento.
We know that better alignment among partners will improve efficiency, shared understanding, accountability and public visibility, and is essential to responding to changing federal policies and to maintaining millions in funding. Solutions will require a deep level of collective commitment to collaboration, funding, and the inclusion of community partner voice and expertise.
To get involved, attend a Continuum of Care Board meeting, register for the 2026 Point-In-Time Count, or volunteer for a local organization that supports and serves your neighbors. We all can become informed and engaged in making 2026 a more positive, hopeful year for Sacramento.
With deep appreciation,
Lisa Bates
