| | 2050 Long Range Transportation Plan (LRTP) Workshops - Aug 21 | | |
The MPO is midway through the 2050 Long Range Transportation Plan (LRTP). The LRTP is perhaps the most important document that we produce at the MPO. The LRTP guides the feasibility of the work program for the next 25 years.
At the the spring workshops we shared with the public that costs are up and revenues are down. Because the LRTP must be a "cost feasible" plan, this reality is constraining what may be included in the 2050 Plan. Therefore, if there is a project you feel strongly about, the coming weeks are the perfect time to speak up.
As the MPO has said before: If you care about the roads you travel on, the placement of new proposed roads, and/or wish to advocate for new transportation improvements, we would love to see you at one of our 3 workshops.

| | Anticipated Adoption of the Safe Streets for All Action Plan (SS4A) | | |
In 2021, the Bipartisan Infrastructure Law (BIL) created a discretionary grant program under the name of Safe Streets for All (SS4A). SS4A consists of two programs, a planning grant programs (which provides funding to communities for the preparation of safety action plans) and an implementation program (which provides funding for safety projects). Communities must first prepare a safety action plan to be eligible for an implementation grant. Last year, the MPO awarded a SS4A planning grant.
Over the last year, the MPO has coordinated with its consultant team (Inspire Placemaking and Patel, Greene, and Associates) in the development of Indian River County's first Safety Action Plan. Earlier this year, the project team engaged the public at four open houses and through a project website featuring an interactive map and survey (over 500 responses in total).
The plan identifies policy changes, strategies, and specific projects which will make our community safer.
The MPO's #1 priority highway project, a "Complete Street Retrofit" of 45th Street from 58th Avenue to 43rd Avenue, is highlighted as an ideal candidate for funding through the SS4A grant implementation program. The action plan identified the corridor as a "high priority corridor for safety improvements," and provides conceptual design plans for the corridor. The conceptual plan includes installing sidewalks on both the north and south side of the Right-of-Way (ROW), installing buffered bike lanes, mid-block pedestrian crossings, and the piping of the drainage canal on the south side of the ROW to enable the proposed surface improvements.

| FDOT Public Meeting for C.R.512 (Aug 13) | | |
Public Meeting: Wednesday, August 13, 2025, at 6:00 p.m. and will be offered in-person and virtually simultaneously.
The public meeting will take place at the North Indian River County Library located at 1001 Sebastian Boulevard, Sebastian, Florida 32958.
To participate in the meeting virtually from your computer, tablet or smartphone please register using the link: https://tinyurl.com/449332-1-CR512PublicMeeting.
Participants can also use their phone by dialing in to +1 (562) 247-8422; Access code: 238-351-551.
Purpose of the Project: Currently there are three eastbound through lanes west of 108 Avenue and only two receiving lanes east of 108 Avenue. This project will create a third receiving lane for eastbound traffic and provide sufficient distance for vehicles to merge before CR 512 transitions into two eastbound lanes.
Scope of Work:
- Widen, mill, and resurface eastbound CR 512 to provide a standard merging lane east of the 108 Avenue intersection.
- Reconfigure the pedestrian ramps and crosswalks at 108 Avenue to shorten the distance for pedestrians crossing CR 512, improving safety by reducing the time to cross the intersection.
- Replace the eastbound and southbound signal mast arms at the CR 512 and 108 Avenue intersection impacted by the widening.
- Regrade the eastbound swales and construct new drainage structures as required.
- Increase lighting at the intersection to make pedestrians more visible to drivers, improving safety.
- Upgrade the eastbound signing and pavement marking as required to meet current standards.
Construction Impacts:
- Work will be done in phases to reduce the effects of construction on the community.
- Partial vehicular detours will be required to complete the mast arm overhead work at the CR 512 and 108 Avenue intersection.
- Partial pedestrian detours will be required to complete the Pedestrian ramps and crosswalk realignment.
- Access to properties along the corridor will be maintained at all times.
- Another public meeting (Construction Open House) will be held prior to construction. Detailed information about how to keep informed of potential construction impacts will be provided at this meeting.
