City of Pasadena to Enforce the Use of Leashes on Dogs at Pasadena Parks

PASADENA, Calif. – With the increase of community reports of off-leash dogs at Pasadena parks, the City of Pasadena reminds the public to leash dogs at all times while visiting city parks, with the exception of Alice’s Dog Park in Viña Vieja Park and Playhouse Village Dog Park which are designated off-leash areas.

Pasadena Municipal Code (PMC) 6.12.010 prohibits off-leash dogs in City parks outside of designated off-leash areas. Those who violate the code are subject to citation, which may result in a fine up to $500.

To ensure the safety of all park visitors, the City of Pasadena will begin issuing citations to dog owners with dogs off-leash starting Thursday, Feb. 22. Pasadena Humane will enforce leash requirements and continue to provide the community with education on dog-leashing.

“Our focus is to ensure that public spaces remain safe for all park visitors,” said Pasadena Public Health Department Deputy Director, Manuel Carmona. “Because ongoing efforts to educate park visitors about leash requirements have not been effective, we are transitioning to stricter enforcement to protect the public.”

Leashing dogs reduces the risk for dog attacks on other dogs and humans, and lowers the risk of other accidents, such as dogs being hit by passing cars.

Pasadena park visitors who witness unleashed dogs outside of designated off-leash areas can report their concerns to Pasadena Humane at (626) 792-7151 ext. 102.

Updates from the Pasadena Public Health Department:
Measles in LA County and Norovirus Update Linked to Raw Oysters
Measles in Los Angeles County
At the beginning of 2024, the CDC warned jurisdictions across the United States of rising international and domestically-acquired cases. On February 1, the Los Angeles Department of Public Health reported the year’s first confirmed measles case in LAC. The particular case visited several public venues, including a long international flight landing in LAX during their infectious period. The PPHD responded to track potentially exposed close contacts who live in our jurisdiction. Measles is a highly infectious, airborne disease that is on the rise despite an extremely effective Measles, Mumps, and Rubella (MMR). The PPHD is working to ensure prevention and investigation policies, procedures and risk messaging documents are in place in the case of a large-scale exposure or outbreak occurs like the 2013-2014 California outbreak linked to Disneyland.

The CDC recommends children should get two doses of MMR vaccine, starting with the first dose at 12 to 15 months of age, and the second dose at 4 through 6 years of age. Teens and adults should also be up to date on their MMR vaccination. The MMR vaccine is available to the community at the PPHD Immunization Clinic on Mondays and Wednesdays 8:30-11:30 a.m. or 1:30-4:30 p.m.
Norovirus Update Linked to Raw Oysters
The multi-jurisdictional investigation into norovirus linked to raw oysters has concluded. As of the closure on February 8, jurisdictions from across California identified more than 397 reported illnesses, including 19 complaints in Pasadena: 1 confirmed norovirus case, 12 probable cases and 6 loss to follow-up.  EDC and Environmental staff worked to investigate the complaints and restaurants in our jurisdiction.  Traceback on a few of the retail venues to date has identified two oyster growing regions of Mexico; Laguna De Guerrero Negro and Laguna Manuela, both in Baja California, Mexico and the potentially tainted oysters were pulled from the shelves.

Norovirus is not generally deadly but may become lethal if dehydration is not addressed quickly, especially in young children, older adults, and people with other illnesses. There is no specific treatment for norovirus so it needs to run its course, usually 1 to 3 days. Norovirus is very contagious so anyone who has been diagnosed or is experiencing symptoms consistent with norovirus should wash their hands often, stay home when sick, and avoid preparing food for others while ill and for two days after symptoms stop. Since oysters are filter feeders, they accumulate pathogens that cause human disease, and multiple culprits may ultimately be identified as the cause of the illnesses. In addition to norovirus, oysters may also be contaminated with other pathogens like Vibrio bacteria and/or hepatitis A virus for example.

Fair Oaks Avenue Water Main Infrastructure Improvements
Scheduled to Begin in March
PASADENA, Calif.— Pasadena Water and Power (PWP) will be replacing two, 90-year-old water mains along Fair Oaks Avenue as part of a major water infrastructure upgrade beginning in March 2024. The project will span from Washington Boulevard to Montana Street along Fair Oaks Avenue. When completed, the upgrades will enhance water service reliability for the area.

To minimize impacts on area residents and businesses, construction efforts will be contained to approximately one block at a time. At least one driving lane will always remain accessible in both directions. During construction, crews will use a variety of heavy equipment, including excavators, backhoes, loaders, and construction trucks, which may cause some noise and dust in the area. Traffic signs and delineators will be used to minimize the impact of traffic flow along Fair Oaks Avenue. PWP asks residents to please observe and adhere to posted no parking zones, construction signs, and flagmen.

“Pasadena Water and Power is committed to our goal of reliably providing high quality water,” says Assistant General Manager of Water Stacie Takeguchi. “The Fair Oaks water main replacement project will benefit the community in this capacity for years to come.”

During the project, businesses and residents located between Montana Street and Washington Blvd may be impacted. Construction will intermittently affect water service. Notices of any water interruption will be given at least 48 hours in advance and special efforts will be taken to keep any other inconveniences to a minimum. The work will occur Monday through Friday, 9 a.m. to 4 p.m.

For more information, please visit PWP’s website, which will be updated regularly as the project progresses, at PWPweb.com/FairOaks or call PWP Water Distribution at (626) 744-4456.
