MESSAGE FROM THE FIRE MARSHAL
It is vital that Pasadena residents and property owners are vigilant against dry, poorly maintained vegetation which creates an extreme fire danger to their homes. Well-placed, well-maintained vegetation beautifies and controls erosion in residential neighborhoods. Poorly maintained vegetation can be a volatile fuel for fast-spreading wildfire – an invitation to disaster.
Property owners and residents can help protect their homes by joining in partnership with their neighbors and the City to ensure compliance with the City’s Hazardous Vegetation Ordinance. The goals are to maintain trees and vegetation that beautify and benefit a property, and to remove hazardous vegetation that provides a volatile fuel supply for wildfire. These preventive measures are very important for every resident of Pasadena, where the fire season is throughout the year.
The Pasadena Fire Department wants to work with you to create the most fire-safe community possible. Please join us by completing your brush clearance and ornamental vegetation maintenance. For additional information, please contact the Pasadena Fire Department at (626)744-4668, or visit our website at CityOfPasadena.net/Fire.
FIRE PREVENTION PARTNERSHIP
A working partnership between property owners, their neighbors and the City of Pasadena is the best defense against disastrous fires. Pasadena’s Hazardous Vegetation Ordinance is designed to minimize fire danger by controlling the density and location of flammable vegetation. The ordinance does not recommend indiscriminate clearing of native chaparral and other vegetation that plays an important role in erosion control. Fire hazard reduction can be achieved if all members of the Fire Prevention Partnership do their part.
The ordinance requires property owners to:
Remove all dead trees and keep grasses and weeds mowed within 100 feet of any building (including those on adjacent property), and within 10 feet of any roadway used for vehicular travel. This does not apply to ornamental shrubbery, trees or cultivated ground cover.
Grasses and other vegetation located more than 30 feet from any building and less than 18 inches in height may be maintained where necessary to stabilize soil and prevent erosion. Large trees and shrubs in that area should be 18 feet apart.
Remove leafy foliage, dead wood, combustible groundcover, twigs or branches within three (3) feet of the ground from mature trees located within 100 feet of any building or within 10 feet of any roadway used for vehicular travel.
Remove dead limbs, branches and other combustible matter from trees or other growing vegetation adjacent to or overhanging any structure.
Maintain five (5) feet of vertical clearance between roof surfaces and any overhanging portions of trees.
Remove any portion of a tree that extends within 10 feet of a chimney or stovepipe.
Trim and maintain all vegetation away from curbline up to a height of 13.5 feet to accommodate emergency vehicles.
These minimum standards are established to manage both fire and erosion hazards and to protect lives and property. Pasadena Fire Department personnel may require greater protection levels in high danger areas.
ENFORCEMENT
The goal of the Pasadena Fire Department is to establish a fire-safe community through voluntary compliance of informed property owners and residents. Fire Inspectors assess properties to determine hazard levels. Owners of property on which a hazardous vegetation condition exists are required to correct the problem. If a property owner does not comply with the ordinance, a contractor will be hired to complete the necessary work. Inspection and administration fees will be charged and the cost of correcting the hazard will be recovered as stated in the ordinance.
Enforcement involves several steps (PMC 14.29 Flammable Vegetation):
A. The Fire Department shall inspect, upon such schedule as its resources permit, those properties on which flammable vegetation is present or on which the possible presence of flammable vegetation may pose a potential fire hazard to persons or property.
B. A fee in the amount of $190.00 is charged to each property inspected. This fee will be waived if there are no violations found during the inspection. If violations are found, the fee will be waived if the property owner corrects the problem within thirty (30) days.
C. In the event that the violations identified to the property owner are not abated within the allotted time period, the property owner shall be charged a reinspection fee of $810.00 (in addition to the initial inspection fee of $190.00). These fees compensate the City for time spent on the inspections, including evidentiary photography, inspector follow up, additional documentation, and processing of misdemeanor charges if necessary.
D. Should more than two (2) reinspections of a parcel be necessitated by the failure of the property owner to comply with the provisions of this chapter, an additional fee of $386.00 will be assessed foreach such additional inspection. (Ord. 6444 § 2 (part), 1991)
ALL FEES SUBJECT TO CHANGE
REFER TO PASADENA FIRE DEPARTMENT WEBSITE FOR CURRENT INSPECTION FEES
EMERGENCY ENFORCEMENT
The Flammable Vegetation Ordinance provides that emergency action may be taken where the Fire Chief or designee determines that the condition of a structure or property poses an immediate hazard to life or property.
In such cases, efforts will be made to contact the property owner to request voluntary removal of the hazard at least 24 hours before abatement work is done.
THE PASADENA FIRE DEPARTMENT CONDUCTS HAZARDOUS VEGETATION INSPECTIONS ANNUALLY BEGINNING ON MAY 1ST.

Storm Damage Repairs Continue on Two Sections of Angeles Crest Highway
Angeles National Forest- The California Department of Transportation (Caltrans) announces storm damage repairs to two segments of State Route 2 (Angeles Crest Highway, SR-2) in Angeles National Forest will continue with highway closures in place.
Segment 1:
The section of SR-2 from just north of Mt. Wilson Red Box Road to just south of Upper Big Tujunga Canyon Road has been closed since March of 2023. This segment may remain closed through July to complete repairs to a slope drapery protection system.
The detour to access Angeles Crest Highway north of Upper Big Tujunga Canyon Road has been Angeles Crest Highway to Angeles Forest Highway to Upper Big Tujunga Canyon Road back to Angeles Crest Highway. However, Upper Big Tujunga Canyon Road is owned and maintained by the County of Los Angeles. Check https://dpw.lacounty.gov/roadclosures/ for road closures and lane restrictions before using Upper Big Tujunga Canyon Road as a detour route.
Segment 2:
The section of SR-2 from Islip Saddle to Vincent Gulch has been closed since November of 2022. Work here was discontinued over the winter due to hazardous road conditions. Work will resume after Memorial Day weekend and includes construction of retaining walls and slope repair at two locations within the closure. This section is expected to remain closed into fall.
Caltrans appreciates the patience and cooperation of the public as they continue to repair Angeles Crest Highway and make it safe and accessible to the public. Go to https://twitter.com/CaltransDist7 for updates.

Pasadena Water and Power Issues Notice of Public Hearing
for Water Rate Structure and Adjustments
Public Hearing Scheduled for Monday, June 3
PASADENA, Calif.—Pasadena City Council will hold a public hearing on Monday, June 3, 2024, at 5:30 p.m. to consider the adoption of adjustments to the existing water rates and rate structure. The public is encouraged to participate. Pasadena Water and Power (PWP) mailed a public hearing notice to water customers. The notice includes a recommended rate structure redesign and adjustment information as well as details regarding the public hearing.
PWP is committed to providing reliable and high-quality water to the community and is proposing the water rate adjustments to help cover rising operating costs and provide funding for critical improvements to water infrastructure.
Individual customer bill impacts will vary based on customer type, water meter size, and amount of water used. To help customers estimate potential impacts the proposed adjustments may have on their water bill, PWP developed an online “bill estimator,” which is a simplified version of all billing inputs (actual bills may vary). The intent is to provide customers with a general sense of how their household budgets might be impacted based on individual projections of their water use. The bill estimator also shows the changes proposed to be effective for sewer and refuse services from the City of Pasadena Public Works Department.
Upcoming Community meetings regarding the PWP water rate adjustments will be held:
Thursday, May 23 at 2 p.m.
Robinson Park Recreation Center, 1081 N. Fair Oaks Avenue
Public Hearing:
Monday, June 3 at 5:30 p.m.
City Council Chambers, 100 North Garfield Avenue, Room S249
For more information on water rate adjustments and the upcoming public hearing, or to use PWP’s new bill estimator tool, please visit the PWPweb.com/WaterRateDesign.

CITY OF PASADENA ANNOUNCES 710 RECONNECTING COMMUNITIES’ ORAL HISTORY PROJECT AND SURVEY
An Initiative Capturing Stories Shaped by The State Route 710 (SR 710) Freeway Construction
PASADENA, Calif.— The City of Pasadena has begun the oral history component of the Historic Project for the City’s 710 Stub Master Plan. The oral history portion, one of three parts, aims to capture and acknowledge the diverse stories of community members displaced by the SR 710 Freeway (710) construction project.
In order for Caltrans to create the path for the planned 710 in the 1960s and the 1970s, thousands of residents, local businesses, and community institutions were displaced through the eminent domain process.
Former residents and family members of those personally impacted by the 710 construction are invited to share their experience via an online oral history survey, which includes a Community Input Tool. The tool and survey are designed to capture data, stories, and lived experiences in an engaging manner. These stories and perspectives are important to compiling a comprehensive narrative of experiences from residents who were impacted by the construction of the 710. The City is committed to the inclusivity of its diverse community and understands that every story will contribute to the rich tapestry of the Historic Project’s oral history.
The online survey will open for submissions on Monday, April 29, and will close on Sunday, June 30, 2024. The survey is available in a variety of languages including English, Japanese, and Spanish. It will cover a wide range of topics including, but not limited to:
· Family and personal experiences with the SR 710 Freeway Construction
· Historical significance of the freeway construction on the Pasadena community
· Environmental, social, and economic impacts of the construction project
The information collected in the survey will be analyzed and used to select candidates for preliminary interviews conducted by an experienced historian. Please visit Bit.ly/OralHistoryInput to get started.
Be the storyteller of your experience or of your family’s and contribute to this important collective effort. Alternatively, you may contact our team by phone from Monday through Friday, 9 a.m. to 5 p.m., at (626) 405-4848 to request a printed copy of the survey or to speak with the City's consultant working on this project. A voicemail recording will be available 24/7 if the public reaches us outside the hours mentioned above.

The Brenner Park Playground Improvement Project provides for the planning and design of new playground play structures, and the installation of a new rubberized play surface for increased safety and ADA compliance.
The existing playground equipment at Brenner Park was installed in 2009. The equipment has since become obsolete and has less play value than the new equipment installed at other parks. The replacement of the play equipment will provide a play environment of consistent quality with those recently installed at McDonald Park, Desiderio Park, and the new Playhouse Village Park. In addition, the new rubberized play surface will increase and enhance ADA accessibility and compliance.
