BOMA Californai Joins Industry Coalition in Support of ENERGY STAR Transition to Department of Energy | |
BOMA California joined BOMA International in adding its voice to a broad industry coalition, coordinated by The Real Estate Roundtable, in co-signing a letter to the U.S. Department of Energy supporting the transition of the ENERGY STAR program from EPA to DOE. The letter, signed by 35 organizations spanning commercial real estate, manufacturing, consumer technology, and retail, calls for a seamless transition that preserves the integrity and effectiveness of the ENERGY STAR brand.
The coalition made clear that ENERGY STAR belongs within the federal government, noting the program's strong legislative backing and its proven value — more than $500 billion in energy savings for American families and businesses since 1992. For BOMA members, ENERGY STAR remains a critical tool for benchmarking building performance and demonstrating energy efficiency to tenants and investors alike. BOMA International and its coalition partners have offered DOE their historical perspectives and industry data to support a robust future for the program.

| Legislature Targets Data Centers as Bills Raise Cost and Infrastructure Costs | |
BOMA California, as part of the Data Center Stakeholder Alliance, has taken oppose positions on a package of bills targeting data center development and operations, including AB 1577 (Bauer-Kahan), which establishes a monthly reporting mandate; SB 886 (Padilla), would impose new interconnection and storage requirements; and SB 978 (Perez), creates a new rate structure for large energy users.
While framed around transparency, resource conservation, and ratepayer protection, these proposals layer new permitting requirements, long-term utility commitments, surcharges, operational disclosures, and water and infrastructure constraints that risk deterring investment and making California less competitive for data center development. CBPA and coalition partners oppose the package due to the cumulative impacts on energy reliability, economic competitiveness, and the state’s ability to support emerging AI infrastructure.
CBPA is also continuing to monitor and seek input on additional legislation targeting data centers, including AB 2619 (Papan), AB 2469 (Papan), AB 2383 (Zbur), AB 2487 (Ahrens), and SB 1168 (McNerney), and will remain engaged to ensure any final framework is workable and balanced.
| BOMA California Sponsored Bill Alert | |
AB 2418 (González) is one of BOMA California's sponsored bills this year. This measure is also co-authored by Assemblymembers Wicks, Rubio, Nguyen, and Zbur and aims to address prolonged local plan-check delays for nonresidential projects and establishes clear, enforceable timelines for permit review.
AB 2418 would:
- Require local agencies to provide an estimated plan-check timeline upon deeming an application complete.
- Shorten the definition of “excessive delay” from 50 days to 30 days and allow use of a qualified private plan checker when timelines are exceeded.
- Require permit issuance (or written notice of noncompliance) and final inspection within firm 10-business-day deadlines in specified circumstances.
This is a targeted reform designed to bring predictability and accountability to nonresidential permitting while preserving local oversight.
Big thank you to our local co-sponsors NAIOP SoCal and BOMA Greater Los Angeles for their partnership and support on this effort.
