Statewide Common Participation Agreement

Participant Compliance & Public Comment Period

As of July 1, 2026, organizations must have an executed Statewide Common Participation Agreement (SCPA) to maintain access to HealtheConnections services and the Statewide Health Information Network for New York (SHIN-NY). The SCPA supports secure, statewide health information data exchange and is required by the New York State Department of Health and New York eHealth Collaborative (NYeC).

HealtheConnections thanks the many participants who have executed an SCPA, reaffirming their continued partnership with us as their Health Information Network (HIN).

NYeC has opened a public comment period for proposed amendments to the SCPA. HealtheConnections invites participants, partners, and stakeholders to review the proposed amendments and share feedback by August 28, 2026.

Additional details, including amendment documents, an informational webinar recording, and submission instructions, are available on the NYeC SCPA website.

Driving Behavioral Health Connectivity

HealtheConnections Selected as Designated HIN

HealtheConnections was selected as the Designated HIN by the New York State Office of Mental Health (OMH) and New York State Office of Addiction Services and Supports (OASAS). This designation underscores HealtheConnections' commitment to working alongside state partners, providers, and stakeholders to support secure information sharing across New York's behavioral health community.

Through secure data sharing, we are helping providers access critical patient information, strengthen collaboration across care settings, and better support the individuals and communities they serve."

Advancing Data Exchange Across NY

Building Connections Beyond Healthcare

New York's Social Care Network (SCN) program recently reached a major milestone, with more than 1 million Medicaid members screened for Health-Related Social Needs (HRSNs).

HealtheConnections is proud to support this work through secure HRSN data exchange, helping our regional SCNs—Healthy Alliance, Care Compass Network, and Hudson Valley Care Coalition—connect healthcare, behavioral health, and community-based organizations to improve care coordination and address social needs that influence health outcomes.
