City of Hopewell Communications | Wednesday, October 28, 2026 | | Hopewell's Financial Progress Earns Strong Credit Ratings | | |
Hopewell has reached a significant financial milestone: S&P Global Ratings has assigned the City an AA issuer credit rating with a stable outlook, and Moody’s Ratings has assigned an Aa3 issuer rating. Both match the highest ratings in Hopewell’s history.
The announcement marks the return of credit ratings following their withdrawal in 2017 and 2018 and reflects the City’s progress in strengthening its financial position, management practices, and financial reporting. S&P highlighted Hopewell’s “robust reserve position and sound operating performance,” while Moody’s described its financial position as “sound and stable.”
What does this mean for residents? Strong credit ratings can help Hopewell secure more favorable interest rates when borrowing for major projects. Lower borrowing costs can stretch public dollars further, supporting improvements to streets and roads, City facilities, parks and recreation, and Hopewell Water Renewal infrastructure.
The achievement reflects the combined efforts of City Council, City administration, and staff to strengthen Hopewell’s financial foundation. Maintaining that progress will remain a priority through timely completion of the City’s Annual Comprehensive Financial Reports and continued sound financial management.
These ratings represent an encouraging step forward as Hopewell prepares for future investments in essential services and the infrastructure residents rely on every day.

Blue Devils Flush Royals 41-6
By: Stefan Calos
Hopewell High School won its sixth straight football game, putting a damper on Senior Night at Prince George. The Blue Devils (6-1), ranked 6th in the state in Class 3, jumped on the Royals (2-5) early, and never looked back. Hopewell also extended to six games its program-record streak of scoring 40 or more points.
Hopewell freshman phenom quarterback King Holloway led the way from the get-go, opening the scoring with a 6-yard scamper around left end. The elusive lefty ran for 102 yards on 14 carries, and was 9-17 passing for 180 yards, with two touchdowns and an interception. Star wide receiver ZeVion Grammer snagged both touchdown passes, and finished with 122 receiving yards.

Wave Rolls Over Blue Devils
By: Stefan Calos
The Petersburg Crimson Wave football team subdued the visiting Hopewell Blue Devils on Friday night by a score of 21-0. Hopewell came in ranked No. 1 in Class 3 Region A, and Petersburg was ranked No. 2. The Crimson Wave figures to move into the top spot. Both teams have clinched playoff berths.
Hopewell (6-2) entered the game on a six-game winning streak, having scored 40 or more points in each of those victories, a program record. But the Crimson Wave defense dominated the Blue Devil offense. Hopewell had not been shut out since a loss to Varina in 2022, and had not been blanked by Petersburg since 2009.
