New Zoning Code
On November 20, 2024, the Town Council adopted a new Zoning Code, which went into effect on December 20, 2024. The new Zoning Code is available on the Town’s website at: Zoning Ordinance Update | Windsor, CA - Official Website and at Town Hall, 9291 Old Redwood Hwy, Building 400.
| | |
|
|
Rather than being a standalone document, the Zoning Code will be part of the Town’s Municipal Code. It will take three to six months to update the Town’s Municipal Code. Until then, the new Zoning Code is available via the link above or you may contact CDPlanningDivision@townofwindsor.ca.gov for zoning information.
The purpose of a Zoning Code is to specify which uses are allowed on a given property, establish development standards (e.g., parcel size, building height, yard setbacks, parking, landscaping), and implement the policies of the Town’s General Plan. The Town’s General Plan was adopted in 2018. The current Zoning Ordinance was adopted in 2000.
| |
|
The updates to the Zoning Ordinance are primarily funded by a State grant intended to facilitate housing production and remove barriers to housing production. The updates are focused on: (1) achieving consistency with and implementing the 2040 General Plan; (2) creating consistency with State housing laws and reducing regulatory barriers to the construction of housing; (3) reflecting changes in State law; (4) creating contemporary zoning provisions; (5) making the Zoning Ordinance easier to use and implement; and (6) implementing changes to address issues identified by Town staff. The new Zoning Code includes provisions for accessory dwelling units (ADUs), junior accessory dwellings units (JADUs), tiny homes, cottage home developments, dwelling groups, and small lot subdivisions.

MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN | |

Planning Process Public Survey ENGLISH and SPANISH
Sonoma County Multi-Jurisdictional Hazard Mitigation Plan – 2026 Update
The Town of Windsor (Town) is partnering with the Sonoma County Department of Emergency Management on the update of the 2021 Multi-Jurisdictional Local Hazard Mitigation Plan for the County and 23 of its municipalities and special districts. The mitigation projects that are identified in the plan will reduce vulnerability and increase community resiliency to disasters.
The plan will focus on the safety of existing and future buildings, infrastructure, critical facilities, and how the community could be impacted by a natural disaster. A risk assessment will be conducted to identify hazards that may impact the Town including Sonoma County, and its municipalities and special districts, profile the relevant hazards and their potential consequences, identify assets subject to losses or damage, and estimate the potential losses resulting from each type of hazard.
The County and the Town are asking members of the public to contribute to the planning process by taking a survey. This survey is designed to gather information from around Sonoma County to help us better coordinate activities and reduce the risk of injury or property damage. These questions are for information-gathering only and responses will be shared with municipal, state, federal, and county entities for planning purposes only.
To access the survey and to find out more about the planning process, please visit the Sonoma Department of Emergency Hazard Mitigation webpage or follow the links listed below:
