CS Utilities Behavior Modification Program, Year Ten of the Pothole Tax, Apartment City USA Updates, and More!

Here are some of the stories we are following this week. Connect with us on Facebook, Twitter, and Instagram for up-to-the-minute news.

  • Colorado Springs Utilities' energy-wise rate schedule started this week for new utility accounts. The on-peak rates will start at the beginning of 2026 for the rest of the utility customers. Their goal isn't revenue, it's behavior modification. You can read all the details about how we got here and how we move forward in our latest original article. Will you make the changes they want you to make?

  • This original, in-depth reporting would not be possible without the generosity of you, our loyal subscribers. We at Springs Taxpayers United thank you and are always grateful for any support you are able to give.

  • The City of Colorado Springs hired 12 new people to bolster the total number of crews working on filling potholes around the city. We appreciate the effort, but it may take more than 12 additional people.

  • Colorado Springs is kicking off its second decade of the 2C pothole tax this year. Over the last decade, the City of Colorado Springs took in around $500 million from this tax, which has been spent primarily on curb and gutter work and wheelchair ramps to meet ADA compliance over the past few years.

  • What is the fallout from 350 new regulations on Colorado healthcare facilities? Emergency rooms and maternity wards that are closing because they are seeing a 60% increase in care they don’t get paid to give, that’s what. Do you think it’s an accident that the government is running these facilities out of business with unfunded mandates?

  • In July and August, a total of zero permits for new apartment buildings were requested in Colorado Springs. That’s a big change from previous years. Are we about to see the Apartment City USA bubble burst?

  • Former Colorado Springs City Councilwoman Yolanda Avila has thrown her hat in the ring to run for the District 5 El Paso County Board of County Commissioners seat on the November 2026 ballot.

  • Colorado Springs will begin using vehicle-borne speed cameras around the city. These may not slow people down much, but they will for sure boost revenue for the city.

  • Mayor Mobolade of Colorado Springs proclaimed September 28th as Good Neighbor Day. We’d like to see Fix the Potholes Day declared.

  • Mayor Mobolade also held his most recent State of the City address. The mayor focused on housing and public safety, as well as the $31 million budget shortfall the city is facing.

  • Remember the ex-Fountain City councilmember who was charged with fraud and then resigned? The NAACP is weighing in, saying that this is a fake scandal, and this woman is being unfairly targeted because she is black. We wonder what evidence the NAACP has to back up its assertion, and what evidence Fountain has to justify its charges.

  • By the time you read this, you will know whether or not the federal government has been shut down. Congressman Jeff Crank says funding healthcare for illegal immigrants and other spending will add $3,100 to the debt for each citizen. He wants a continuing resolution to keep the government open until November 21st.

  • One Loveland vagrant shelter has been shut down due to a lack of funds. The ACLU and some community members are upset, but Loveland officials state that the funding is just not available any longer. The mayor of Loveland has called an emergency meeting to discuss this shelter’s future.

  • Many people in Colorado are feeling economic pressures and are not going out to eat as much as they once did. This is yet another negative impact on the restaurant industry in Colorado.

  • Voters in Pueblo will get to decide if they want to keep their strong mayor form of government, or move to a council and city manager form of government.

  • Speaking of government budget shortfalls, Denver is still underwater by $200 million. The city can no longer afford Mayor Johnston’s irresponsible management of the city’s affairs. Spending by the Denver government has grown 60% in just the last 10 years.

  • One thing Denver is great at is attracting illegal immigrants. Nearly 40,000 illegal immigrants now reside in Denver, thanks to the sanctuary policies in both Denver and Colorado generally.

  • The Regional Transportation District in the Denver area has released a report saying it needs more money. The report states it needs $1.6 billion in order to build the infrastructure to complete the voter-approved FasTracks program, which will bring life-threatening public transportation service to more people in the region.

  • A total of seven communities around the state are planning to ask voters to raise their respective lodging and tourism taxes this November. This is sold as a tax on tourists, but is really just more taxation to attempt to ease the negative consequences of their current over-taxation.

  • If you would like to help support us in our mission as government watchdogs by becoming a Newsletter Sponsor, we are offering two sponsorships for each weekly newsletter, at the nominal cost of $100 each. Funds raised from these sponsorship opportunities will help us to keep looking out for taxpayers.

Don't forget to subscribe to our YouTube Channel. Since most of the City and County board and commission meetings are not televised or recorded, we are trying to remedy that. We now have a camera and a tripod for volunteers to check out for future meetings.

If you have a tip about a story in the Pikes Peak region that you aren’t seeing reported, let us know. We will see what we can find out.
