New Assistant Police Chief

In February 2025, Scott Smith was promoted to Assistant Police Chief, Criminal Investigation Division--20 years since he began his career with the Marshall Police Department.


Throughout his career, Assistant Chief Smith has held various roles at the Marshall Police Department--Patrol Officer, Field Training Officer, SWAT Operator, and Uniformed Crime Scene Officer, Sergeant, and Lieutenant.


Assistant Chief Smith was honored as the 2024 G. O. Cooper Award recipient for his outstanding dedication and contributions to law enforcement. He has also completed the Texas Police Chiefs Association’s Law Enforcement Command Officer’s Program (LECOP) becoming the 33rd officer in Texas to achieve this distinction. Assistant Chief Smith holds a Master Peace Officer license through the Texas Commission on Law Enforcement.

2025 Sewer Rates

Sewer rates for 2025 are determined by averaging household water usage during the three-month period from December to February since these months see less outdoor water usage than in the summer months.


The new sewer rates will be reflected on this month's bills. Customers who had leaks or plumbing repairs during December-February are encouraged to bring in receipts for repairs so sewer rates can be adjusted accordingly.

 

Residents who have received the new meters can register online or download a smartphone app (available on Google Play or Apple) and:

  • view usage activity and control the amount of water used
  • set alerts to receive notifications of continuous usage (i.e. water leaks)
  • track abnormal increases in water usage (i.e. teenagers)

Parks Board Vacancy

There is one vacancy on the Parks Advisory Board. Individuals who are interested in promoting the usage and development of the city's parks and facilities are encouraged to apply.


The Board meets monthly on the 4th Monday of every month at 6:00 pm in City Hall. Members serve four year terms and are appointed by the City Council. Individuals may serve on two city boards at the same time. Service is strictly voluntary, and there is no compensation.

Oak Lawn Golf Course Hour Change

With the time change, Oak Lawn Golf Course has updated hours:


Sunday: 7:00 am-7:00 pm

Monday: 1:00 pm-7:00 pm

Tuesday-Saturday: 7:00 am-7:00 pm

First Tee Piney Woods

First Tee is a youth development organization that enables kids ages 7-18 to build the strength of character that empowers them through a lifetime of new challenges.


Seamlessly integrating the game of golf with a life skills curriculum, the program creates active learning experiences that build inner strength, self-confidence, and resilience that kids can carry to everything they do.


First Tee classes take place at the city's Oak Lawn Golf Course on Mondays from 5:30 pm-7:00 pm from March 17, 2025-April 21, 2025. Registration is $100.

The City of Marshall uses the CivicReady Mass Notification System to send emergency alerts and other notifications.


Subscribers can register to receive messages via phone call, text message, and/or email in English or Spanish (other languages also available).

The City is installing new water meters with a smart meter reading system. Replacing old water meters will ensure that residents' water usage is tracked accurately.


The new, digital smart water meters will offer residents access to real-time water usage data through an online portal and a smartphone app.
