Department of Homeland Security, Futures Identity Branch — Enterprise License for Biometrics Matching Software - DHS is looking to acquire an enterprise-wide biometric matching software solution, including all licenses, services, and technical support necessary to enable seamless integration with all DHS biometric systems. The scope of this effort includes delivering and maintaining a scalable, multi-modal biometric matching capability; configuring and integrating the software with DHS interfaces, data formats, and cloud environments; supporting all required testing and accreditation activities; and providing training, documentation, maintenance, security updates, and help desk support.
In other data news, on February 18th , Federal News Network published an article entitled Congressional report recommends ‘FedRAMP’ for commercial data brokers. In this story, Justin Doubleday explores a new proposal to create a FedRAMP-style authorization framework to standardize and oversee the federal government’s purchase of information from private data brokers. The effort aims to modernize the Privacy Act by closing loopholes that allow agencies to acquire sensitive personal data without consistent transparency, privacy controls, or centralized oversight.

“By modeling this process on or incorporating it into the Federal Risk and Authorization Management Program … Congress could standardize evaluations of commercially available datasets and mitigate privacy risk,” the report states. “Moreover, Congress could stipulate that such authorizations be made publicly available via a centralized portal, facilitating its own oversight while simultaneously improving accountability.”
