Exploring a New Approach to Sidewalk Repairs in Two Rivers

Doing Things Differently to Stretch Property Tax Dollars

City Hall is taking a fresh look at how sidewalk repairs are handled in Two Rivers, focusing on improving efficiency and maximizing our limited sidewalk replacement dollars.

Traditionally, sidewalk repairs involve full panel replacement, which can be costly and limits the number of repairs that can be completed each year. This new approach uses a specialized saw-cutting method to remove uneven edges between sidewalk panels, eliminating trip hazards without requiring full replacement.

This new Two Rivers pilot program reflects the City’s commitment to innovation and finding better ways to deliver results to maintain infrastructure.

The City will send notices to impacted property owners in the coming weeks.

Tourism Momentum Continues...and It Even Pays for Itself

Tourism Dollars Reinvested in Two Rivers

Tourism continues to deliver real results in Two Rivers, generating over $1.2 million in room tax revenue in just three years.

This supports local businesses, jobs, and city services with direct infusions into the General Fund.

That momentum was on full display at this week’s City Council meeting, where two local lodging properties received unanimous City Council support for improvements before the busy summer season.

The Council approved a facade improvement grant for the Cool City Motel, where new ownership is investing in significant upgrades to bring the property into the 21st century. This property will play a larger role in the local tourism economy moving forward.

The Council also approved grant funds for improvements at the Lighthouse Inn, one of the most visible properties along the lakeshore. Planned upgrades to exterior lighting and signage will enhance the overall appearance along Memorial Drive.

Both projects are funded through City of Two Rivers Tax Increment Financing (TIF) districts, meaning these reinvestments tie directly to economic development growth.

Together, these efforts highlight a clear strategy: tourism dollars are creating a cyclical economy, with funds reinvested locally to strengthen our lodging options, support small businesses, and enhance the overall image of Two Rivers.

Harbor Dredging Progress? Still Work Ahead

Two Rivers Harbor Moves Up Federal Priority List

The City met two weeks ago with the U.S. Army Corps of Engineers Chicago District for a status update on the overdue dredging of the Two Rivers Harbor. This is the 4th status update meeting with the Corps on this project since August 2025.

The Corps confirmed they have received Wisconsin congressional inquiries highlighting the urgency of this project and they will now be sending a crew to Two Rivers in the second half of April to conduct updated harbor surveying. This analysis will assess sediment conditions and any changes following the historic mid-March snowstorm.

Encouragingly, the Corps indicated that Two Rivers is now at the top of their priority list for projects awaiting federal funding.

While the project is still tentatively projected for 2028, there is now a potential pathway to 2027 dredging, dependent on two key factors:

• Findings from the April harbor survey

• Inclusion of funding in the USA federal budget, which could be approved as early as April

At this time, all timelines remain fluid and subject to federal funding decisions. City Hall will continue actively advocating with our federal partners and legislative delegation to move this critical project forward and ensure the harbor remains safe, navigable, and economically viable.

**COMMUNITY ADVOCACY CONTINUES TO MAKE A DIFFERENCE**

Residents and small businesses are encouraged to reach out to their elected officials to reinforce the importance of this project. You can contact your representatives by clicking on their name:

• Senator Tammy Baldwin

• Senator Ron Johnson

• Glenn Grothman (Wisconsin's 6th district)

A few messages from our community can help keep Two Rivers Harbor at the top of the list.

Project Spotlight: City Water Meter Upgrades

Helping Keep Your Water Service Accurate and Reliable

The City of Two Rivers continually replaces water meters due to the age of the meters and requirements set by the Public Service Commission. Each year, the City will replace on average 300-350 water meters. Newer water meters provide more accurate readings and better compatibility with modern utility technology.

Water meters are located inside homes and buildings. If your water meter is due for replacement, you will receive either a postcard in the mail or a phone call from the utility to schedule an appointment. Please follow the instructions provided on the postcard so we can arrange a convenient time to complete the replacement.

NOTE: If you do not receive a postcard or call from the utility, the water meter is not due for replacement.

Thank you for helping us keep our water system accurate and running efficiently.

Flushable Wipes Cause Costly Sewer Blockage

"Flushable” Doesn’t Mean Safe. When in Doubt, Throw It Out.

Items labeled as “flushable” can still cause serious problems in our shared sewer systems. While these products may pass through a toilet, they do not break down like toilet paper and can accumulate in pipes, pumps, and sewer mains.

As flushable wipe usage continues to grow, so do the costly repairs and service interruptions associated with them. Only flush toilet paper. Dispose of wipes and other non‑flushable products in the trash.

These products contribute to:

• Clogs in interior plumbing

• Blockages in service lines and sewer mains

• Damage to pump stations and force mains as wastewater is conveyed for treatment

In addition, private commercial and residential septic systems are not designed to manage or treat these products. Even when labeled “sewer and septic safe,” the City strongly urges residents not to flush these items to avoid costly repairs and service disruptions.
