Board of Review

Appealing Property Assessments

The Village of Windsor completed an interim market update (revaluation) in 2025. An interim market update is when you take all the market data and adjust property values of all properties to reflect the current market without interior or exterior walkthroughs. A periodic update ensures equity amongst all property types while bringing assessed property values in line with market rates as required by State law.

Change notices were sent to all property owners with the updated values. Three days of in-person Open Book appointments were held at our municipal building with the assessors. If you were not able to attend and still have questions regarding your change notice, please contact the assessors at windsorvillage@accurateassessor.com or 920-749-8098.

You may also formally appeal in-person to the Board of Review which will be held on August 29, starting at 9 am. An objection form must be completed and submitted to the village clerk at least 48 hours before Board of Review. Completed forms can be emailed to ccapstran@windsorwi.gov. Once your form is received, a specific time to appear before the Board of Review will be scheduled.

Board of Review is a quasi-judicial board similar to a judge in a court case. You will be sworn in and then present your evidence to support what you say your assessment value should be. Then the assessor will be sworn in and will present their evidence to support the assessment value they placed on your property. Based solely on the relevant evidence presented, the Board of Review will make a determination.

If you have any questions, contact Village Clerk, Christine Capstran at ccapstran@windsorwi.gov.

The contractor began installing the new watermain the week of July 21 and is currently working near Muza Sheet Metal, moving north. A second crew started this week on the sanitary sewer north of Lake Windsor and is expected to be on-site for about a month. The first round of temporary asphalt paving is planned to be completed by the end of the month, from STH 19 to either Duraform Lane or Kenworth Drive, depending on progress. Lake Circle is also scheduled to be repaved during this same asphalt mobilization. The traffic control will be modified/reduced at STH 19 once the contractor completed utilities and paving north of Kenworth Drive.
