Neshotah Beach Concession Stand Resident Survey

Neshotah Beach Concession Stand Resident Survey

Your Beach. Your Voice. Your Future

The City of Two Rivers is evaluating potential renovation options for the Neshotah Beach concession stand and restroom facility. The City has reviewed multiple approaches, ranging from a minimal health-code update to a full demolition and rebuild.

This short survey is intended to gather resident input to help inform City Council’s future decision. No final decisions have been made and City Council will not make a final decision on this project until later.

The primary option currently under consideration by the City is an interior renovation that would retain the existing building footprint and architectural style from the 1950’s while doubling restroom capacity, providing individual and family changing areas, improving ADA accessibility, and improving the rear picnic shelter area to include retractable screens and heaters, which would allow this space to be utilized for more weeks of the year.

Having an improved shelter space also makes this project eligible for additional grants, thus further reducing the property tax contribution.

The current total project cost estimate for this option is $510,000. As with all major capital projects, the City will be getting multiple competitive bids, so exact specific amounts will be known in a few months. Funding would come mostly from non-property-tax sources, including Room Tax funds and grants.

Based on current assumptions, the portion supported by City property taxes would be approximately $130,000, paid over ten years (about $13,000 per year). There have been no General Fund expenditures approved for this project in the 2026 City budget and Council will be voting on this as part of the annual capital borrowing cycle.

We are looking forward to getting as many residents' input as possible to help guide us forward.

City Council Recap: Borrowing Resolution Approved

Disciplined Debt with Long-Term Stability

This week, City Council approved a routine, legally required financing resolution related to the City’s 2026 capital projects. This action does not authorize new projects or increase spending. The approved resolution preserves the City’s ability to reimburse itself later in 2026 for budgeted capital costs (it's a federal IRS required step).

After a higher borrowing year in 2024, the City reduced capital borrowing by about 26% in 2025 and is holding essentially flat in 2026, with less than a 1% increase, which is noteworthy considering the economic inflation seen in materials and labor.

For context, the City has typically borrowed between $2.5–$3.5 million per year for more than a decade for capital investment. In both 2025 and 2026, approximately $2.3 million in debt is being repaid, keeping overall capital funding stable and consistent with past practice. The Resolution approved last night included a not-to-exceed borrowing amount of $2,563,818.

This action is consistent with the City’s recently reaffirmed debt cap policy, including a self-imposed limit of less than 3% of equalized property value and a requirement that at least 50% of debt be retired within 10 years. Currently, more than 98% of the City’s general obligation debt is repaid within 10 years.

Helpful Ways to Locate Water Leads this Winter

Leaking Water Guidance

Residents that have a higher than usual water bill or are showing high water usage on their bill may have a water leak.

The City water meter on your property has a "leak indicator" on the meter faceplate.

If you suspect a leak, locate the water meter (usually in the basement wall closest to the street). The leak detector will rotate if there is water moving through the meter.

If the indicator moves, water is leaking somewhere in the home.
