We have a Local Public Banking Draft Bill for Colorado!

After more than 600 hours of research, analysis, discussion, debate, drafting, and editing, the Rocky Mountain Public Banking Institute and the Colorado Public Banking Coalition Steering Committee have completed two bills.

The first is a State of Colorado Bill to Authorize Local Public Banks.

In addition, the General Assembly’s Legislative Legal Services has issued an opinion that a local home rule city or county could establish its own public bank without state legislation if it confines its operations to its own community.

Only Pitkin and Weld countries are home rule at this time, but our state bill to authorize local banks would enable all other counties.

We also drafted a bill to create a state public bank. (Bill for a Colorado State Public Bankl)

Our board of directors plans to engage in a Strategic Planning session to plan the establishment of a city, county, or state public bank, and how to go about it to best achieve our goals. Please send us your thoughts on the matter.

Thank you team!

Two candidates for the 2026 State Treasurer election are strong supporters of a State of Colorado Public Bank! Check out all State Treasurer campaign sites to find out.

Now we need your help to get public banks established in every city, county, and the state of Colorado.

The first step is to please sign the CPBC Letter in Support of Public Banking -- thank you!

Please donate what you can $5, $10, $20, $50, $100 or more.

Every penny will be used to get a foothold for public banks in Colorado. All the efforts of the Board & our volunteers are all unpaid. In fact, our 12 member board donate monthly to this effort. So we appreciate all the help we can get.
