October 19 Streets Project Phase 2 Update

Streets Project Phase 2 began with the narrowing Cedar Avenue in September. Phase 2 Milling started in mid-October, and this late start was due to weather-related impacts on Gerken's previously scheduled projects. Significant progress has been made.

The attached map indicates:

  • The Phase 2 streets that are milled.
  • The streets that are paved with the first of two coats of asphalt. Gerken expects to complete the paving in the fall.

These areas are safe to drive on, but if you do, please be alert for castings that extend above the surface level or other street irregularities that will be smoothed in the final paving coat.

Second Street near the Business District will be milled near the end of the milling work. Guests and individuals will have access to the businesses and sidewalks throughout the work.

Please sign up for the Streets Alert text messages. Lakeside is keeping the community up to date about where contractors are working each day.

October 19 Surface Water Management Update

The Surface Water Management Advisory Task Force has two ongoing projects in place, and one completed project.

Community-Wide Drainage Study Underway

In late August, Lakeside engaged the Cleveland office of OHM Advisors, a national engineering and design firm specializing in community development matters, to conduct a community-wide drainage study. OHM Advisors have completed other projects in Ottawa County.

The OHM Advisors contract calls for:

  1. Map existing conditions and water challenges reported by the community and Task Force members from 2023 and 2026 (completed).
  2. Conduct a targeted Topographic Survey (nearly completed; OHM survey crews were onsite during September and early October).
  3. Model Development and Drainage Analysis under different storm intensities.
  4. Develop Drainage Improvement recommendations and alternatives.
  5. Deliver their Final Drainage Study report with all learnings and recommendations.

The next review meeting with OHM staff is being scheduled for the end of October, at which time OHM will provide findings to date with initial thoughts about work that could assist in storm water mitigation efforts.

Task Force Recommends Testing Stormwater Injection Wells

The Task Force has recommended that up to two injection wells be installed in the western Fifth Street area. An injection well is a shaft drilled into the porous limestone underlying Lakeside into which accumulated storm water can be directed to send it into the rock formation.

Although injection wells have been successful in nearby communities, potential differences in Lakeside conditions mean their effectiveness in Lakeside remains experimental. The project will proceed in phases, beginning with an initial investment of $16,500 to drill Well #1. Lakeside will evaluate the well's effectiveness before committing to any additional project costs.

The Task Force recommendation is to drill Well #1 in the Fifth Street Gate parking lot. A test seeking to determine how effectively the well will be able to accept storm water runoff will then be conducted. If successful, Lakeside will proceed with Well #2, to be located further east near Fifth Street between Walnut Avenue and Maple Avenue. Both of these areas are relatively low lying “dishes” where storm water has accumulated during multiple major storms.

Lakeside is working with contractor Seismic Drilling of Marion, Ohio, on the drilling portion of this project and with D.L. Smith Concrete, LLC of Norwalk, Ohio, which is working on the streets project, for the inlet structures. Cost for drilling each well is in the range of $16,500. If the well is successful, the inlet structures will be built. The estimated total cost for both wells, including drilling and inlet structures, is in the mid-$60,000 range. Work can begin approximately three weeks after the contracts are finalized.

South Gate Stormwater Curbing Project Complete

Concrete Curbing has been installed along the north side of Maple Street roadway near the gatehouse and Welcome Center at the South Gate. The curbing is intended to redirect water flow originating from Route 163, the South Parking lot and the hill leading to the South Gate area away from the hill leading to Oak Street and toward the grass near the Chapel in the Woods. The concrete curbing has been installed and the exit structure into the grass area is complete. We will be evaluating how well this redirects the storm water and whether further action there would be beneficial.

We look forward to reporting further activity on both the Paving and Surface Water Management work as there is more of interest to report.
