Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. This week, our featured items begin with an effort by the Advanced Research Projects Agency for Health (ARPA-H) to establish a robust repository of real-world healthcare data. ARPA-H is interested in market options for obtaining, linking, and potentially sharing this data with the broader research community through a secure and privacy-preserving "public utility" model.
In other data news, on July 26th, The Markup published an article entitled Department of Education Sued Following Markup Investigation Into FAFSA Data Shared with Facebook. In this story, Colin Lecher describes pending litigation against the Department of Education after the outlet's previous investigation revealed that the Department has been sharing student data from the FAFSA application with Facebook, prompting concerns about privacy and data usage. Advocacy groups are pressing for transparency regarding the extent of the data sharing and its potential impact on students.
-
“Aaron Ament, president of Student Defense, told The Markup that the organizations wanted to learn more about what Facebook did with the students’ information, and whether the department investigated the incident. 'I think there’s some real concerns around what’s happening with this data,' Ament said. 'Especially if students just went to the government’s website to fill out a FAFSA and their data is sent, what has happened since then?'”

AI Around The Globe: How Other Nations Are Ahead Of The AI Curve | Although the U.S. remains a hub for tech innovation, countries around the world are rapidly advancing in the field of AI, aiming to enhance the quality of life for their citizens through the development of smart cities, modern workplaces and connected homes. Egypt, Taiwan and the Philippines are all noteworthy examples of nations making significant strides in AI deployment. Having worked with each of these countries, I believe their experiences offer valuable lessons for the U.S. as we continue to contemplate AI’s multifaceted benefits, as well as the implementation of guardrails to ensure an equitable and competitive playing field.

How to make dumb AI networks smarter | Unfortunately, the ecosystem surrounding neural networks isn’t networked at the data layer. In fact, the pervasive form of data management in today’s AI environments functions much less like a smooth running system (i.e., continually and efficiently connected to resources) and much more like how the software industry as a whole operates (i.e., in a fragmented, duplicative and wasteful manner).

How predictive analytics helps mitigate supply chain disruptions | Predictive analytics in supply chain management leverages AI and machine learning to process vast amounts of data and generate actionable insights. Machine learning algorithms — such as regression analysis, time-series forecasting and neural networks — are pivotal in enhancing predictive accuracy. By continuously learning from historical data and adapting to new patterns, these algorithms can predict demand fluctuations, supplier performance and potential disruptions with high precision.
