A Space to Call Their Own

Investing in the Future of Our Youth

Across all neighborhoods in District 3, our youth have needed a space built specifically around their lived experiences, creative interests, and physical and mental health needs.

The project behind this long-held vision is officially underway with the support of Measure X funding. At the corner of Lone Tree Way and Windy Springs Lane in Brentwood, Contra Costa County is developing the District 3 Youth Center. The county has launched a new project dashboard where you can bring yourself up to speed on all of the current happenings at the site.

This 15,000-square-foot, state-of-the-art flagship campus designed entirely for local youth ages 12 to 18 and is scheduled to open in 2029. More than a standard municipal facility, the center's preliminary blueprint reflects a home-like, collaborative atmosphere:

  • Creative Expression: Architectural plans feature a full music and media recording studio, instructional classrooms, and quiet study nooks designed for academic support and creative exploration.
  • Community & Connection: A central living room and lobby welcome visitors, anchored by multipurpose activity rooms, a community teaching kitchen, and open outdoor recreation areas.
  • Holistic Wellness: Recognizing the unique pressures facing teens today, the facility includes dedicated wellness zones and private consultation rooms for youth therapy, mental health guidance, and peer support.

Follow the dashboard and messaging for exciting project updates and news for the District 3 Youth Center.

Action Alert: Calling All Non-Profits

Renewal Status Process Retired

California non-profits are facing a major update in how they maintain their legal compliance. The state has retired its legacy charity renewal system, meaning paper forms, physical checks, and the previous online renewal portal are no longer accepted. Moving forward, all organizations must submit and pay their Form RRF-1 annual renewals using the California Registry of Charities and Fundraisers' new Online Filing Service.

Failing to transition to the new system poses significant operational risks including, being legally prohibited from soliciting donations or operating within the state.

Delinquency can cause a loss of eligibility for state grants and potentially lead to the revocation of tax-exempt status.

To avoid disruption, non-profit administrators should take immediate action to verify status. Non-profit leaders are encouraged to share this compliance update with funders, grantees, and community partners to ensure all organizations remain in good standing.

A Call for Input & A New Annual Report

Delta Science Program Updates

At the request of the U.S. Bureau of Reclamation, the Delta Science Program is facilitating an independent scientific peer review of new lines of evidence for effects on fish from the long-term operations of the Central Valley Project and State Water Project, and the resulting impacts on their populations.

Interested parties are invited to submit no more than two pages of input relevant to the charge questions by October 16, 2026, via email to reviewadvice@deltacouncil.ca.gov or mail to Delta Science Program (Peer Review Unit), 715 P Street, 15-300, Sacramento, CA, 95814.

Input deemed relevant by the Delta lead scientist will be provided to the independent panel of experts as supplemental review material and posted on the peer review’s web page. It may also inform the panel’s final report, expected in December 2026, at the panel’s discretion.

More information about this peer review, including the charge questions, is available here.

Additionally, the Delta Science Program is proud to share its inaugural Research Impact Report, highlighting the emerging science and management impacts of the 2019 Delta Research Awards and 2020 Delta Science Fellowships. This new report introduces a framework for tracking research influence over time and shares examples of how funded research is contributing to scientific understanding and informing management in the region.

Access the report here to explore the findings.

Clean Team Delivers A Win

Bethel Island Clean Sweep Ends at Sugar Barge

On Saturday, September 26, 2026, Bethel Island residents gathered at Sugar Barge RV Resort & Marina for one of many California Coastal Cleanup Day events held around the county in the month of September.

Local families, boaters, and neighbors worked side by side to pull single-use plastics, fishing gear, and roadside litter out of Piper Slough and surrounding levee paths before fall rains could carry debris deeper into the Delta watershed.

The event drew hands-on support from California State Senator Christopher Cabaldon, who joined his staff to pick up litter alongside community members.

Following the cleanup, participants gathered at the Sugar Barge Grill Top Deck for a volunteer appreciation lunch, celebrating their shared commitment to protecting local waterways.

Keep a look out for clean up events in your community during the 2027 Coastal Clean Up next year!

Check Your Yard, Protect Your Block

Discovery Bay Tackles Invasive Aedes Mosquitoes

A local resident’s quick thinking helped uncover a potential public health concern in Discovery Bay after they handed captured mosquito samples to visiting Contra Costa Mosquito and Vector Control technicians. District laboratory staff confirmed the specimens as Aedes aegypti—a non-native, daytime-biting mosquito capable of spreading viruses like dengue, Zika, and chikungunya.

Now, vector control officials are calling on the Discovery Bay community to help stop the invasive pest before it takes root. Early detection makes all the difference: while previous detections in Martinez and Concord were successfully eliminated with neighborhood help, delayed reporting in other areas allowed the mosquitoes to spread widely.

“Community participation is essential,” said Dr. Paula Macedo, District General Manager. “We need Discovery Bay residents to report daytime-biting mosquitoes, remove standing water from their properties, and allow District employees access when inspections are needed.”

How You Can Help Your Neighborhood:

  • Dump Standing Water: Check front and back yards weekly.
  • Drain bird baths, plant saucers, buckets, toys, and unmaintained spas because even tiny amounts of water can host mosquito larvae.

Protect Yourself:

Wear CDC recommended repellent (DEET, Picaridin, Oil of Lemon Eucalyptus, or IR3535) when spending time outdoors.

Report Mosquito Activity:

If you notice aggressive, daytime bites, contact the District online or call 925-685-9301
