We Have an App for That!

The City has launched the My San Fernando mobile phone app! 


The My San Fernando app is the primary method for requesting City services for things like potholes, graffiti, code enforcement issues, illegal dumping, etc., while also connecting residents to other important information. The My San Fernando app is available in both the Apple App Store or Google Play for download.

The Police Department is excited to announce that it recently launched its Instagram account - @SanFernandoPolice!

Shape the Future of Downtown San Fernando: Share your Feedback

After months of dedicated work, the project team has completed Phase 1 of the Downtown Master Plan, which includes a comprehensive analysis of existing conditions and insights from community outreach and engagement. The findings were presented to the City Council and Planning and Preservation Commission on September 16, 2024. Following the initial discussion, the Planning and Preservation Commission will continue reviewing the findings on Tuesday, November 12, 2024, at 5:30 PM. A separate discussion with the City Council will be scheduled at a later date.

 

You are invited to be part of this important conversation. Whether attending in person or online, this is an opportunity to learn more about the findings and contribute to the future of downtown San Fernando.

San Fernando Named Finalist for LAEDC's Prestigious Most Business-Friendly City Award

The City of San Fernando has been selected as a finalist for the LAEDC Most Business-Friendly City Award in the Small City category! This recognition highlights the City's commitment to supporting local businesses and fostering economic growth, especially through the establishment of the Business and Community Resource Center (BCRC), a dedicated hub for empowering small businesses.

 

In the Small City category, the City of San Fernando is joined by other outstanding finalists: El Segundo, Glendora, La Mirada, and Monterey Park. The award ceremony will be held on Wednesday, November 6, 2024, at the Los Angeles Memorial Coliseum. Stay tuned for the results, but regardless of the outcome, the City is proud to represent San Fernando's commitment to a thriving local economy.

Dia de Los Muertos / Day of the Dead Event

The City hosted the annual Día de Los Muertos event on Saturday, October 26, 2024, at Recreation Park. This special celebration included arts and crafts, cultural entertainment, altars, and an amazing puppet show! The event offered an opportunity to honor and celebrate the lives of deceased loved ones. Families created colorful altars, called ofrendas, adorned with photos, marigolds, candles, and offerings such as food and sugar skulls to welcome the spirits of the dead back to the living world for a brief, joyful reunion. The holiday reflects the belief that death is a natural part of life, and rather than a time of mourning, it is a celebration of remembrance and continuity.

Total Body Conditioning Class - Halloween Party

On Tuesday, October 29, 2024, the Total Body Conditioning (TBC) class celebrated Halloween and Dia de los Muertos with a potluck. Staff decorated the space and participants gathered to enjoy delicious food and good tunes to celebrate the Fall festivities. Occasionally Recreation staff and contracted instructors will coordinate and plan special themed classes or potlucks to help with participant retention and build community. This fitness class offers a moderate-to-high intensity full body workout designed for all fitness levels. Join in to develop strength, balance and endurance through cardio and resistance training while increasing cardiovascular agility, burning calories and sculpting your body. Ages: 18+, Monday through Thursday, 7:00 pm, at Recreation Park, $60 monthly.

Veteran Recognition Program

The City’s Veteran Recognition Program proudly includes the Veteran Banner Program, which honors local veterans by displaying 48 banners throughout Maclay Avenue and Truman Street. These banners showcase the service and dedication of veterans in the San Fernando community and are currently on display through mid-November 2024. Next year, the application process for the program will begin in January. Banners will be displayed beginning in May 2025 through November 2025, providing more families the opportunity to honor the heroic service of their loved ones. This program is a testament to the City’s deep appreciation and respect for the many sacrifices made by local veterans and their families. Vet@the Park Free Wellness Clinic

The City is partnering with the Department of Animal Care and Control to offer the annual Vet@thePark Free Wellness Clinic on Sunday, December 15, 2024, from 9 am to 1 pm, at Rudy Ortega Park, located at 2025 Fourth Street. Be sure to mark your calendar to take advantage of the many free pet services which will be offered on a first-come, first-served basis. Please be sure to keep all dogs on leash and cats in a carrier. See you and your furry friends there!

After School Teen Program

The After School Teen Program opened its doors on October 7, 2024, to welcome the community for an afternoon of pizza and pickleball. Youth, adults, and City officials dropped in to take a tour of the program and to meet the After School Teen Program staff. The program offers early open gym for teens only, a game room with Playstation 5, foosball, a ping pong table, board games, as well as homework assistance and school supplies. The program operates Monday through Friday, from 3 pm to 6 pm, at San Fernando Recreation Park, located at 208 Park Ave. For more information, please call (818) 898-1290. 

Teens for a Better Community

Teens for a Better Community (TBC) met on Wednesday, October 23, 2024, at Recreation Park. The group held discussions on the program, brainstorming sessions, College Jeopardy, upcoming volunteer opportunities and enjoyed delicious snacks. Pukúu

Pukúu's youth programs provide an indigenous lens based approach to holistic wellness. Promoting empowerment and leadership skills to support the community's youth. Along with weekly programs, the youth group is also preparing for the annual Winter Social Gathering, where the group will be providing gifts for tribal children and youth. Pukúu recently held an Open House/ Culmination event where youth from the Leadership program showcased their learned skills to promote healthy community and wellness.  For more information on this free program, please call the Tutcint office at (818) 898-7362. 

Tiny Tykes Sports Clinics

Tiny Tykes Sports Clinics have been hosting a full cohort of children ages 3 to 6, every Saturday as of October 5, 2024, at Recreation Park. Youth have been learning the fundamentals of passing, dribbling, defending and shooting in both basketball and soccer. The program’s staff guides the young athletes through activities and scrimmages so they can reach their goal on Saturday mornings at San Fernando Recreation Park. This program has been very well received. The City will continue offering programming for children in this age group.

Recreation Scholarship Program

The San Fernando City Council established a Recreation Scholarship Program (RSP) to provide financial assistance to families wishing to participate in the fee base programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for certain recreational programs offered by the Recreation and Community Services Department. Scholarships cover 50% of the cost of the activity.


To be eligible for RSP assistance you must be a resident of the City of San Fernando. Assistance is available on a first-come, first-serve basis. A brief self-certifying form and a utility bill must be submitted to the Department when registering for any fee base activity. For additional information and eligibility requirements regarding RSP please call (818) 898-1290 or visit:

Senior Programs

SENIOR NUTRITION PROGRAM

In partnership with ONEgeneration, Las Palmas Park continues to host the Elderly Nutrition Program (ENP) for seniors. Stop by and register with the ONEgeneration team, Rene and Hayle, and enjoy a delicious and nutritious hot meal! Folks that are 60+ can qualify for this free program (suggested donation is $3), Mondays through Fridays. If you know of anyone that is 60+ and is homebound, ONEgeneration can deliver hot meals five days a week! Please call (818) 898-7340 for more information.


LOS ANGELES REGIONAL FOOD BANK

The Regional Food Bank monthly distribution was held on November 4, 2024, at Las Palmas Park, from 9 am to 11 am. This program continues to serve seniors age 60+ on a monthly basis at Las Palmas Park. This drive-through food program provides a free food kit containing nutritious items such as meats, canned fruits and vegetables, cereals and grains. The program serves an average of 150 seniors monthly. The next distribution will be held on December 24, 2024. PLATICAS DE LA VIDA CON CAFÉ

In partnership with the Department of Mental Health, Las Palmas Park is hosting workshops to discuss and offer assistance to those dealing with emotional trauma, anxiety and everyday life situations. Classes are held in Spanish on the second and fourth Thursday of the month at 9:00 am. DOC TALK WORKSHOP

Las Palmas Park hosted a Doc Talk workshop to discuss issues related to prescription medication vs. over the counter medication. Approximately 20 seniors attended this informative workshop on Wednesday, October 23, 2024. A medical doctor was present to provide information and answer questions. Lunch was provided, courtesy of Regal Medical Group. Upcoming topics include Blood Pressure Management on November 13, 2024, and Medicare 101 on November 20, 2024. LAS PALMAS SENIOR CLUB NEWS

  • The October Senior Dance was held on October 19, 2024 at Las Palmas Park. Seniors dressed up in costumes to celebrate the Halloween season. Doors opened at 6:00 pm. Participants danced the night away with a live music performance from 7:00 pm to 11:45 pm. Ticket prices were $15 for members and $25 for non-members. The next Senior Dance is scheduled on Saturday, November 23, 2024, and will feature a Thanksgiving theme. For more information call Las Palmas Park at (818) 898-7340.

THURSDAY, OCTOBER 3, 2024, APPROXIMATELY 8:07 PM

An SFPD officer observed a reckless driver near Fifth and Hagar Streets and attempted a traffic stop. The driver instead parked in a driveway on the 500 block of Hagar Street, then fled with a passenger to a backhouse on the property. Additional officers arrived, and a male subject, appearing intoxicated, admitted to driving. After field sobriety tests, he was arrested for DUI, reckless driving, driving without a valid license, and a BAC of .08 or higher.

 

FRIDAY, OCTOBER 4, 2024, APPROXIMATELY 8:25 AM

SFPD officers responded to a report of a weapon brandishing near Glenoaks Blvd and Alexander St. One subject was arrested for brandishing a weapon, and another for providing false ID to an officer.

 

SATURDAY, OCTOBER 5, 2024, APPROXIMATELY 12:40 AM

An SFPD officer’s vehicle was struck by a southbound vehicle on San Fernando Mission Blvd near Griffith St. Officers detected alcohol on the other driver, who showed signs of intoxication. After field sobriety tests, the driver was arrested for felony DUI. CHP assisted with the investigation. The patrol car was totaled, and the officer sustained minor injuries, receiving hospital treatment.

 

SATURDAY, OCTOBER 5, 2024, APPROXIMATELY 8:05 PM

SFPD officers responded to a three-vehicle collision at Eighth St and Orange Grove Ave. The driver showed signs of alcohol impairment, with a BAC over .08. They were arrested for DUI and driving without a license.

 

SUNDAY, OCTOBER 6, 2024, AT APPROXIMATELY 3:47 AM

SFPD officers responded to a battery in progress on the 500 block of Wolfskill St. A male subject was arrested for corporal injury to a spouse.

 

TUESDAY, OCTOBER 8, 2024, APPROXIMATELY 11:30 AM

SFPD officers responded to suspicious activity on the 1800 block of First St, where a female subject was arrested for two warrants and possession of a controlled substance. In a separate incident on the 12000 block of Foothill Blvd (Home Depot), two subjects fled after attempting to break into a storage box but were later arrested for burglary.

 

THURSDAY, OCTOBER 10, 2024, APPROXIMATELY 6:50 AM

SFPD officers stopped a male subject illegally riding a bicycle on the sidewalk on the 1300 block of San Fernando Rd. He was arrested for possession of meth, drug paraphernalia, a concealed dagger, and an outstanding warrant.

 

FRIDAY, OCTOBER 11, 2024, APPROXIMATELY 8:50 AM

SFPD officers responded to a traffic collision at Las Palmas Park, where a male subject was arrested for DUI.

SFPD officers responded to a report of a male swinging an object at someone on the 1400 block of San Fernando Rd. The subject was arrested for assault with a deadly weapon.

 

TUESDAY, OCTOBER 15, 2024, APPROXIMATELY 1:00 AM

SFPD officers stopped a vehicle driving without headlights near Truman St and S Workman St for driving without lights and exhibition of speed. The driver had a suspended license, an outstanding DUI warrant, and was found with controlled substances. They were arrested, and the vehicle was impounded.

 

TUESDAY, OCTOBER 15, 2024, APPROXIMATELY 8:20 PM

SFPD officers responded to a large crowd near Warehouse Shoe Sale on the 400 block of San Fernando Mission Blvd, dispersing the group and preventing a potential flash mob theft.

 

WEDNESDAY, OCTOBER 16, 2024, APPROXIMATELY 12:00 AM

SFPD officers stopped a vehicle near Hagar and De Garmo Streets for an illegal license plate cover and failure to signal. The passenger, on active PRCS, and the driver, in possession of drug paraphernalia, were both arrested.

 

WEDNESDAY, OCTOBER 16, 2024, APPROXIMATELY 9:55 AM

An SFPD officer received a Flock alert for a stolen vehicle, located it near Fifth St and Griswold Ave, and arrested a male suspect for grand theft auto.

 

SATURDAY, OCTOBER 19, 2024, APPROXIMATELY 12:37 AM

An SFPD officer stopped a vehicle near N Maclay Ave and Library St after it nearly collided with his patrol car. The driver appeared intoxicated and was arrested for DUI, with breath tests confirming a BAC over .08%.

 

SUNDAY, OCTOBER 20, 2024, APPROXIMATELY 1:11 AM

An SFPD officer stopped a vehicle near San Fernando Rd and Del Sur St. The driver showed signs of intoxication and was arrested for DUI after field sobriety tests.

 

ON SUNDAY, OCTOBER 20, 2024, APPROXIMATELY 8 PM

SFPD officers responded to a report of a male striking a vehicle with a sledgehammer on the 2000 block of Glenoaks Blvd. The subject, who also showed violent behavior towards his dogs, was arrested for animal cruelty, vandalism, false ID, and an outstanding warrant.

 

MONDAY, OCTOBER 21, 2024, APPROXIMATELY 9:15 PM

An SFPD officer stopped two individuals on bicycles without lights near Hubbard and First St. A female was arrested for an outstanding warrant, and a male for meth possession.

 

ON MONDAY, OCTOBER 21, 2024, APPROXIMATELY 11:30 PM

SFPD officers received a Flock alert for a stolen vehicle in San Fernando. They located it on the 700 block of S Workman St, where it attempted to flee, crashing into a wall on Rincon St. Two passengers fled, while the juvenile driver and front passenger were detained. The driver was cited and released to his parents with a court date, and both were transported to the hospital by LAFD.

SCHOOL SAFETY COLLABORATION

On Friday, October 4, 2024, at 9:00 am, Detective Jorge Cervantes attended a meeting in Sun Valley with Los Angeles Unified School District (LAUSD) personnel and Los Angeles School Police Command Staff to discuss a school safety collaboration between LAUSD, the Los Angeles School Police Department, and SFPD.


SAN FERNANDO COMMUNITY COALITION TO PREVENT GANG VIOLENCE

On Wednesday, October 23, 2024, at 1:30 pm, Chief Fabian Valdez, Los Angeles Police Department Command Staff, San Fernando City staff, local non-profits, and community stakeholders met at Recreation Park to network and discuss strategies on how to address the recent increase in gang activity.

Looking for affordable housing in Los Angeles County? The Housing Resource Center is a tool to help people list and find affordable, special needs, accessible, and emergency housing within the County. If you do not have internet access, please call (877) 428-8844 to get assistance.

Outreach for Individuals Experiencing Homelessness

To request outreach, please send an email to City staff at homeless@sfcity.org or call the Outreach Line at (818) 898-1210. Please be sure to include pertinent information in the email, such as a description of the location, date last seen, description of the individual, as well as any specific concerns regarding the person’s well-being. Once reported, City staff and/or a regional service provider will connect with the individual within 24 to 48 hours on weekdays, and within 72 hours on weekends. Call the Police Department at (818) 898-1267 if the individual is trespassing, harassing, or engaging in other illegal activity.

City Planning Division Represented at the California American Planning Association Conference

At the annual California Chapter of the American Planning Association Conference, the City’s Associate Planner, Marina Khrustaleva, spoke at the panel “Fake Grass, Real Issues: Should You Regulate Artificial Turf in your Community?” Marina shared her experience of imposing a temporary moratorium on synthetic grass in San Fernando. Together with Andrew Mogensen, City of Millbrae Community Development Director, and Darcy Kremin, Senior Principal Planner from ESA, she revealed potential health and environmental threats caused by the artificial turf and discussed best practices for regulating its use in landscaping.

San Fernando Climate Action and Resilience Plan

The City of San Fernando is actively working on the Outreach and Engagement Plan for the San Fernando Climate Action and Resilience Plan (CARP). The project team involves local non-profit organizations: Pacoima Beautiful, Climate Resolve, and Fernandeño Tataviam Band of Mission Indians. The Outreach and Engagement Plan will include a citywide online survey and a number of community events such as workshops, walk-shops, tribal meetings, and a Planning 101 educational series.

The San Fernando Climate Action and Resilience Plan is supported by the Adaptation Planning Grant Program implemented by the Governor’s Office of Planning and Research.

Neighborhood Clean-Up!! Program

The Neighborhood Clean-Up! Program is still accepting applications! This program is aimed at improving the overall cleanliness and well-being of San Fernando’s neighborhoods and offers qualifying residents a free, one-time service to help improve the outer appearance of their homes and neighborhoods. Sidewalk Repair and Accessibility Improvement

The repairs addressed uneven surfaces and cracks, improving accessibility and safety for pedestrians, particularly near schools and residential areas.

Tree Training and Planting Efforts

Public Works continues its efforts in tree training and planting as part of the City's commitment to environmental sustainability. Staff participated in a tree care and planting training session. This training was made possible through the assistance of TreePeople, whose expertise and support have been invaluable.

 

The training focused on proper tree planting techniques, pruning, and long-term care, ensuring staff is well-equipped to maintain a healthy urban forest. These efforts not only enhance the beauty of the City, but also contribute to a healthier environment.

Traffic Signal Modifications: Nine Locations Highway Safety Improvement Project

The City’s contractor, Alfaro Communications Construction, Inc., worked on the installation of new conduit and wiring at several project intersections. To date, eight new traffic signal poles have been installed. The removal and reconstruction of wheelchair ramps and adjacent sidewalks is approximately 90% complete. Construction is scheduled to be completed in late December 2024.

Capture the Rain

With summer behind us and fall now here, we can expect changes in the weather. The rainy season typically begins in the fall around November, and the City is always developing ideas to improve the quality of the stormwater that comes along with it. In 2023, the City was studied as part of a research project by Cal Poly Pomona students called “Lawn Gone Every Last Drop”. One of the project’s goals was to manage residential stormwater runoff to improve water quality and reduce runoff quantity. The following are methods you can implement to capture the first inch of rainwater in your home for treatment and infiltration. This action can result in the storage of over one million cubic gallons.

 

  • Install rain barrels to capture rainwater and use for plants at a later time.
  • Infiltrate stormwater with rain gardens, swales, and drywells.
  • Implement bioretention practices such as rain gardens.
  • Use permeable paving to help infiltrate stormwater.
  • Direct roof water runoff to storage devices, plantings, swales, and garden beds instead of streets.
  • Use mulch and soil amendments to allow for infiltration and to increase storage capacity.

Citywide Street Striping

The Los Angeles County Public Works Department (LACPWD) continues to stripe and install pavement markings throughout the City as part of the City’s Citywide Street Striping project. Work is scheduled to be completed by the end of 2024.

Fog Seal of City Parking Lots

The City will be fog seal coating nine of the City’s Parking Lots and will now be starting in January 2025 in order to minimize any impact on the businesses that may be affected by the project during the holiday season.


The following parking lots form part of the project:

  • Parking Lot No. 3 - 1131 Pico Street
  • Parking Lot No. 5 - 1130 Truman Street
  • Parking Lot No. 6N - 1000 FIrst Street
  • Parking Lot No. 7 - 1200 Truman Street
  • Parking Lot No. 8 - 1010 Celis Street
  • Parking Lot No. 9 - 1001 Hollister Street
  • Parking Lot No. 10 - 1000 Celis Street
  • City Hall Parking Lot - 117 Macneil Street
  • Police Department Parking Lot - 910 FIrst Street


Work will include asphalt repairs, crack sealing, and application of the fog seal and striping.

Phase 3 Annual Street Resurfacing Project

The Phase 3 Annual Street Resurfacing Project was recently completed. The project involved curb and gutter repairs, asphalt repairs and a three-step slurry seal. The streets that formed part of the project were:


  • First Street between Maclay Avenue and Hubbard Avenue;
  • Second Street between Huntington Street and Hubbard Avenue;
  • Hubbard Avenue between First Street and Fourth Street;
  • Chatsworth Drive between San Fernando Road and South City Limit;
  • Kalisher Street between San Fernando Road and Hewitt Street and Griffith Street to South City Limit;
  • Fourth Street between Brand Boulevard and Maclay Avenue and Workman Street to Hubbard Ave;
  • Park Avenue between First Street and Fourth Street; and
  • San Fernando Road between Brand and Kittridge Street.

Online Permit Counter

The Public Works Department now has an Online Permit Counter! 


Construction and Non-construction permits are available online that concern the public right of way. Utility Service requests can also be submitted such as sewer dye test, fire flow test, sewer capital fee, and water meter installation, providing customers with an efficient method to apply online and pay online.

Fiscal Year 2024-2025 Fee Schedule

On August 5, 2024, City Council adopted Resolution No. 8325 updating the fees accordingly for Fiscal Year 2024-2025. The purpose of charging user fees is to recover part, or all, of the cost of providing the service. In cases that costs are not fully recovered, the activity is being ‘subsidized’ by the General Fund. The FY 2024-2025 Fee Schedule can be found by visiting the Financial Documents Section of the City's website. All fees become effective January 1, 2025.

Water Services and Programs

By Mail: Payments can sent via mail to: City of San Fernando, 117 Macneil Street, San Fernando, CA 91340.


Night Dropbox: A drop box is available outside the City Hall’s main entrance. We request that all payments be placed in an envelope and that no cash is enclosed. Payments received in the drop-box will be processed by 9:00 am the next business day.


AutoPay: AutoPay is available to all City of San Fernando water customers. It is a direct debit program that works with your bank for a quick and simple way to pay your utility bill electronically. Click Here to download an AutoPay Application.


In Person: Customers are welcome to pay at the Finance Counter at City Hall (117 Macneil Street, San Fernando, CA 91340).

If you are behind on your account, a variety of assistance programs are available for qualified residents:


City Programs:



  • Payment Arrangement Plans are available for residential water accounts that are 90+ days past due. This will allow for repayment over a period of time to make payments more manageable. Arrangements must be made in person at San Fernando City Hall and only the account holder will be allowed to enter into the arrangement. Customers are encouraged to enroll in the Payment Arrangement Plan by December 15, 2024. Staff will be available on Saturday, December 7, 2024, from 9 am to 12 pm, at City Hall for Payment Arrangement Plan Applications. If you have any questions regarding this process, please contact the Finance Department at (818) 898-1213 or (818) 898-1245.


Other Utility Programs:


  • Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps low-income households pay for heating or cooling in their homes. In the wake of the COVID-19 pandemic, the American Rescue Plan Act of 2021 awarded California additional funding to help households struggling to make ends meet, and many Californians in need may qualify.​ ​​LIHEAP can offer a one-time payment to help pay your heating or cooling bills, even if you use wood, propane, or oil.​ In addition to help with paying ​​your energy bill, LIHEAP can also provide in-home weatherization services.   • SoCalGas recently announced $10 million in funding to support low-income families, seniors and small restaurant owners with bill assistance and to bolster community resources for those who may be struggling financially. More information on eligibility and how to apply is available on the SoCalGas Gas Assistance Fund website.

Annual Financial Reporting Award

On September 30, 2024, staff received notification that the Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to City of San Fernando for its annual comprehensive financial report for the fiscal year ended June 30, 2023. The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report.


The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. The City has now been a recipient received of this award for 40 consecutive years.

The Language Translation Services Pilot Continues
