Finance and Funding
Coronavirus Response and Relief Supplemental Appropriations Act of 2021
- Did you apply for PPP?

Additional funding has been provided for the Paycheck Protection Program (PPP) and Economic Injury Disaster Loan (EIDL) Program.
Paycheck Protection Program
The U.S. Small Business Administration (SBA) resumed accepting PPP applications from all participating lenders. SBA is authorized to guarantee loans under the PPP through March 31, 2021.
The recently enacted legislation also:
  • Makes all PPP expenses tax deductible
  • Reverses an earlier directive that required PPP borrowers to deduct EIDL Advance grants from their PPP loan forgiveness amount
  • Simplifies the forgiveness process for PPP borrowers with loans under $150,000 and holds harmless lenders who acted in good faith with SBA guidelines
  • Makes the PPP accessible for sole-proprietor farmers who didn’t turn a profit in 2019
  • Makes 501(c)(6) organizations eligible for PPP loans, subject to restrictions

Second Draw PPP

Certain eligible borrowers that previously received a PPP loan are now allowed to apply for a Second Draw PPP Loan with the same general loan terms as their First Draw PPP Loan.
A borrower is generally eligible for a Second Draw PPP Loan if the borrower:
  • Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses
  • Has no more than 300 employees; and
  • Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020

Property Assessed Clean Energy Program

PACE is an innovative program that enables property owners to obtain low-cost, long-term loans for energy efficiency, renewable energy, and water conservation improvements. Projects financed using PACE can generate positive cash flow upon completion with no up-front, out-of-pocket cost to property owners—eliminating the financial barriers that typically prevent investment in revitalizing aging properties.

The term of a PACE Financing may extend up to the useful life of the improvement, which may be as high as 20 years or more, and can result in cost savings that exceed the amount of the PACE Financing. The result is improved business profitability, an increase in property value, and enhanced sustainability.

New COVID-19 Cases & Hospitalizations Dropping

Over 500,000 people in Wisconsin have contracted COVID-19 since the Spring. At the height of the surge in the state, nearly 8,000 new cases were reported in just one day. That number has been steadily dropping, however. The seven-day average reported on Wednesday was 1,807 new cases. It has not been lower than that since mid-September.

As the number of new cases is decreasing, so are the number of hospitalized patients. Currently, 834 people are in Wisconsin hospitals with COVID-19. Wisconsin hospitals have not had fewer patients since Oct. 5 when they had 782. The number of ICU patients has also dropped to 193 – 31 lower than last week.

Data from the Department of Health Services also shows that the virus continues to be most deadly for older individuals. In Wisconsin, 92 percent of deaths occurred to people 60 years of age and older, even though that same age group made up just 21 percent of cases. This information was a driving force in the federal government determining that anyone over the age of 65 should qualify for the COVID-19 vaccine – a plan that Wisconsin will begin implementing on Monday.

Gov. Tony Evers Extends Public Health Emergency and Statewide Mask Mandate

Even as it is being challenged in court, Gov. Tony Evers extended his public health emergency again related to COVID-19. The order signed on Jan. 19 will last for 60 days. In proclaiming the health emergency, the governor also extended the statewide mask mandate for another 60 days. The governor’s order reads:

Every individual, age five and older, in Wisconsin shall wear a face covering if both of the following apply:
·   The individual is indoors or in an enclosed space, other than at a private residence; and;
·   Another person or persons who are not members of individual’s household or living unit are present in the same room or enclosed space.

There are numerous exemptions to the order, including when someone is eating, drinking or when engaging in work where wearing a face covering would create a risk to the individual. The order additionally recommends face coverings be worn outdoors and in other situations when it is not possible to maintain physical distancing.

"The Outsiders: Eight Unconventional CEOs and Their Radically Rational Blueprint for Success"

Author: William N. Thorndike

Eight CEO's, who the author refers to as "The Outsiders" significantly outperform their peers.

Learn the common traits of these outsiders and their experience. The book also reviews and analyzes a lot of financial data i based on the two key responsibilities of a CEO:
  • Running operations effectively
  • Deploying the cash generated by those operations.

CEO's have five choices for deploying capital:
  1. Acquire another business
  2. Invest in existing operations
  3. issue dividends
  4. Pay out debt
  5. Repurchase Stock

And three options for raising capital:
  1. Tap internal cash flow
  2. Raise equity
  3. issuing debt

Key message is to evaluate all the available options and their implications to your organization and to learn to trust your analytical skills.
