Bills to Watch
Each week, we review the latest bills that have been flagged by the Retail Association of Maine. We are expecting upwards of 2,200 bill proposals this year.
This week, we review LD 731 - LD 821.
Please let us know about the bills you care about.
LD 746 (Local Option Tax) Representative Friedmann of Bar Harbor would allow municipalities to impose a 2% local option sales tax on short-term lodging, subject to voter approval by referendum. Ten percent of the revenue is allocated to the Maine State Housing Authority.
LD 754 (E-Cigarette Ban) Senator Bennett of Oxford prohibits the sale, use, and possession of single-use electronic nicotine delivery devices—including e‑cigarettes, e‑cigars, e‑pipes, e‑hookahs, and vape pens—and establishes penalties akin to those for non‑child‑resistant nicotine liquid container sales.
LD 765 (Prescription Monitoring Program) Representative Meyer of Eliot amends the Controlled Substances Prescription Monitoring Program by revising the definition of "prescriber" to include licensed health care professionals and veterinarians with prescriptive authority—even those using telehealth.
LD 774 (Bleeding Control Kits) Representative Perkins of Dover-Foxcroft would require all state-owned buildings to maintain bleeding control kits and creates a fund to offer grants or reimbursements to schools, businesses, or organizations that install bleeding control kits or provide bleeding control training programs.
LD 780 (State Budget) Senator Rotundo of Androscoggin presents a concept draft bill proposing the appropriations and allocations necessary to fund State Government.
LD 781 (State Budget) Senator Rotundo of Androscoggin introduces a concept draft bill that provides for appropriations and allocations.
LD 797 (Unemployment Laws) Senator Stewart of Aroostook updates the eligibility conditions for unemployment compensation by requiring individuals to actively seek work three times each week and removing the waiver exemption.
LD 799 (Gender Wage Reporting) Representative Roeder of Bangor mandates that employers with at least one employee in the State and a minimum of 250 employees nationwide must, for one week annually between October 1st and December 31st of the preceding year, report the numbers of male, female, and nonbinary employees, their median hourly equivalent rates of pay, and the gender wage gap calculated by dividing the median hourly rate of male employees by that of female employees.
