NEW STUDY SUPPORTS STANDARDIZED INVESTIGATION OF NON-FATAL STRANGULATION CASES

Evaluation of nearly 300 cases in Puerto Rico provides preliminary evidence that a standardized investigative worksheet can strengthen prosecution outcomes

SAN DIEGO, Calif.—A newly published study in Criminal Justice Policy Review examined nearly 300 intimate partner violence strangulation cases in Puerto Rico and found promising evidence that a standardized Strangulation/Suffocation Investigative Worksheet improved prosecution outcomes.

New research offers promising evidence that consistent, standardized documentation can improve the prosecution of intimate partner violence-related non-fatal strangulation cases.

Published online August 26 in Criminal Justice Policy Review, the study examined the legal outcomes of nearly 300 non-fatal strangulation cases in Puerto Rico, 121 before and 175 after implementation of a Strangulation/Suffocation Investigative Worksheet by the Puerto Rico Department of Justice.

The findings provide preliminary support for the effectiveness of the standardized worksheet in facilitating prosecution and underscore the importance of consistent investigative and evidence-collection protocols.

"This study offers important evidence of what can happen when research, practice, and multi-disciplinary collaboration come together," said Catherine Johnson, President & CEO of Alliance for HOPE International. "Consistent protocols can strengthen cases, support survivor safety, and give communities a practical path toward greater offender accountability."

The study was authored by Amy Reckdenwald, Ph.D.; Elise M. Lorenzo, Ph.D.; Kelley J. Ortiz, MBA; Laura Hernández Gutiérrez, J.D.; Gael Strack, J.D.; and Gerald Fineman, J.D.

The Alliance gratefully acknowledges the researchers, the Puerto Rico Department of Justice, and the National Advisory Board of the Training Institute on Strangulation Prevention for their leadership and expertise. The initiative also received support from the U.S. Department of Justice.

"Strangulation is one of the most dangerous forms of intimate partner violence," said Gael Strack, Co-Founder of Alliance for HOPE International and a co-author of the study. "These cases often leave little or no visible injury but can cause long-term devastating health consequences and even death."

"Strong, standardized investigative practices and county-wide protocols can help communities identify critical evidence, improve accountability, and ultimately save lives," said Casey Gwinn, Co-Founder of Alliance for HOPE International. “Stranglers are the killers of women in most domestic violence homicides. Men who strangle women are the most dangerous men on the planet. Prosecuting stranglers before they kill is homicide prevention."

The findings reinforce the need for communities to provide specialized training, implement standardized investigative practices, and develop coordinated, multidisciplinary protocols for responding to nonfatal strangulation.
