Impact of Outreach: John's Story


In recent months, ImmaCare’s Mobile Outreach Case Manager Tony Mack worked diligently with *John, a Hartford resident who has faced homelessness for more than three years. John’s journey into homelessness began with a series of challenging life events, including job loss, family breakup, and struggles with substance misuse.



John shared with Tony that after losing his job and family, he turned to substance use as a coping mechanism. Now, John finds himself sleeping in various places not meant for human habitation and relying on soup kitchens for meals and showers. Despite his circumstances, John tries to make ends meet through side work and panhandling, though he acknowledges that substance use has led him to make choices he is not proud of.


Over several months, Tony worked to build a trusting relationship with John. When Tony gently suggested the possibility of entering a treatment program, John admitted he wasn’t ready to take that step. He expressed his reluctance to pursue sobriety and the process of securing housing, feeling overwhelmed by the necessary appointments and paperwork.


John’s honesty about his situation touched Tony greatly. Recognizing John’s need for continued support, Tony remains committed to bringing him food and essential items. Tony's consistent support offers John a sense of stability and hope as he navigates his challenges.

Housing Challenge for Shelter Clients


The lack of affordable housing in Hartford, CT, significantly delays the transition from shelters to stable housing for clients served by ImmaCare. As homelessness remains a pressing issue, the limited availability of affordable rental units poses a substantial barrier. Clients often struggle to find apartments due to stringent background and credit checks and increased income requirements from landlords, which can demand three times the rent. Many landlords, having faced challenges during the COVID-era eviction moratorium, are now imposing additional roadblocks, such as requiring proof of income even when subsidies cover rent entirely.


The Connecticut Housing Finance Authority 2023 Housing Needs Assessment highlights a shortage of 169,400 affordable housing units for low-income residents. In Hartford, rising rental costs driven by demand exacerbate the struggle for low-income residents, particularly those relying on fixed incomes from Social Security, disability, or low-wage jobs. Average rents often exceed what these clients can afford, leaving many trapped in shelters like ImmaCare, unable to secure permanent housing.


The competition for affordable units is fierce, with waiting lists for subsidized housing extending for months or even years. This scarcity not only prolongs clients' stays in shelters but also heightens their vulnerability to mental health issues and instability. As clients wait for suitable housing, their chances of reintegration into the community diminish, making it harder to find employment or access essential services.



Moreover, many available rental units are in neighborhoods lacking critical resources such as transportation, healthcare, and education. To address this urgent issue, Hartford must prioritize developing affordable housing units and expanding rental assistance programs. Investing in accessible housing options will facilitate quicker transitions for clients, fostering long-term stability and improving the overall quality of life for those experiencing homelessness in the community.
