Tax credits for providing paid leave to employees who take time off related to COVID-19 vaccinations.

The American Rescue Plan Act of 2021 (ARP) allows small and midsize employers, and certain governmental employers, to claim refundable tax credits that reimburse them for the cost of providing paid sick and family leave to their employees due to COVID-19, including leave taken by employees to receive or recover from COVID-19 vaccinations.

The ARP tax credits are available to eligible employers that pay sick and family leave for leave from April 1, 2021, through September 30, 2021.

Link to basic facts about the employers eligible for the tax credits and how these employers may claim the credit for leave paid to employees who take leave to receive or recover from COVID-19 vaccinations.

Deadline Extended for PPP Loans to May 31
(American Banking Journal - ABA)

The Small Business Administration issued a procedural notice addressing Paycheck Protection Program-related deadlines in the wake of the PPP Extension Act. The law extends the PPP application period through May 31 and provides an additional 30 days for SBA to process pending applications.

The procedural notice addresses several narrow sets of circumstances, including: applications for increased first draws on unforgiven PPP loans approved before Aug. 8, 2020, for eligible partnerships, seasonal employers and agricultural producers; re-applications by or re-disbursements to eligible borrowers who fully or partially repaid their first-draw PPP loans before Dec. 27, 2020; and increases for eligible borrowers who did not accept the full amount of an approved first-draw PPP loan before Aug. 8, 2020. The notice also covers procedures when these types of PPP loans are delayed by SBA hold codes.

Audit: Wisconsin economic agency's performance improving
The performance of Wisconsin's troubled economic development agency improved over the last fiscal year but it must sharpen its oversight of tax credit contracts, policies on closing contracts and the accuracy of online data, according to an audit released Wednesday. The Legislative Audit Bureau's biennial review found the quasi-public Wisconsin Economic Development Corp. largely complied with state law and its contracts when administering tax credits, loans and grants to businesses during fiscal year 2019-20. As of December, the agency had awarded about $250 million to businesses to help them through the pandemic.

DWD: Unemployment rates declined or stayed the same through Wisconsin metro areas in March
Unemployment rates last month in Wisconsin’s 12 metro areas declined or stayed in the same or decreased, but they are still up over the past year. According to new estimates and employment statistics from the Department of Workforce Development released Wednesday, unemployment rates declined or stayed the same in 24 of the state’s 34 largest cities in March. However, the rates are still up in 33 of those cities over the past year, mostly due to the pandemic. It’s a similar story for Wisconsin counties, too. Unemployment rates declined or stayed the same in 63 of Wisconsin’s 72 counties in March, but only for 13 counties over the past year.

Gov. Evers announces $50 million for kids’ learning opportunities, mental health
Gov. Tony Evers announced $50 million to support kids’ learning opportunities and mental health on Tuesday. The ‘Beyond the Classroom’ grants will supper leaning opportunities and mental health programs for Wisconsin school-aged kids through funding of up to $500,000 per non-profit organization. Up to $25 million will be available for programming during the summer months of 2021 and an additional $25 million will be available in the 2021-2022 school year and the following summer months. Officials said grants will be awarded to organizations that serve school-age kids both virtually and in-person outside of school and during the summer months. Funding for the grants comes from President Biden’s American Rescue Plan and will be administered by the Wisconsin Department of Administration.

Dozens of Wisconsin employers are offering vaccines to their workers.
Asenzya, a small manufacturer of spice blends for food companies, made it exceedingly easy for its employees to get a COVID-19 vaccine. It arranged for its own onsite vaccination clinic at its plant and offices in Oak Creek. “Our owner has been very proactive trying to keep everyone healthy for years,” said William Komisar, the company’s chief financial officer. Asenzya, which employs about 150 people, is one of dozens of employers that have arranged for onsite vaccination clinics at workplaces. Many are offering COVID-19 vaccines at the onsite health clinics that are increasingly common among large employers.

Report: Property taxes would see slight increase under Tony Evers' proposed budget
Property taxes on the median-valued home in Wisconsin would increase by about $85 over a two-year span under Gov. Tony Evers’ proposed 2021-23 biennial budget, according to a new report from the nonpartisan Legislative Fiscal Bureau. However, the bureau also reports that while the total net tax bill on a median-valued home is expected to increase in both years of the budget, the increase in taxes is slightly lower than what it would have been under current law over the two-year span. The bureau estimates the tax bills on a median-value home — valued at $197,200 according to 2020 preliminary estimates — would be $3,337, a 0.7% increase, in 2022 and $3,400, a 1.9% increase, in 2023 under the governor’s budget.

Wisconsin Home Sales In 2021 Are Up, But Number Of Homes For Sale Are Down
Wisconsin’s housing market saw strong sales figures through the first quarter of the year, even as the number of homes on the market in the state has fallen by more than a third. The latest report from the Wisconsin Realtors Association found 5,874 sales of existing homes in March, up 0.8 percent from sales in March 2020. Economist David Clark of Marquette University said while mortgage rates have started to inch up again after record lows, they haven’t dampened demand for homes. "Homes are selling as quickly as they go on the market," he said. "From the standpoint of a buyer, it’s tough to be successful when you’re competing against so many other people."

Wisconsin racial justice task force issues recommendations
The Wisconsin Assembly's bipartisan racial disparities task force created in the wake of a white Kenosha police officer shooting a Black man is making 18 recommendations. But the group stopped short Wednesday of calling for a total ban on chokeholds and no-knock warrants as Gov. Tony Evers wants. The group could also not reach consensus on how to define what constitutes excessive police use of force for the purposes of a statewide definition.
NATIONAL HEADLINES
States have a new Covid problem: Too much vaccine
The supply of Covid vaccines is now exceeding demand in rural areas and big cities, even as states lift remaining eligibility restrictions, open walk-in clinics and even offer shots to out-of-state residents. It's a jarring twist after months during which vaccine-seekers crashed appointment websites seeking shots and stalked pharmacy counters hoping to snag leftover doses. And it’s a problem that state and federal officials are rushing to address with only limited success. On Alaska’s Kenai Peninsula, EMS personnel are bringing the vaccine to any house or business with more than three people. New Orleans partnered with a bar in a "shots for shots" promotion. North Dakota officials are piloting pop-up clinics at Walmart. And states like Georgia, Mississippi and Montana are weighing what to do about surplus vaccine that could go to waste as they face more open slots than ever before.

CDC says fewer than 6,000 Americans have contracted Covid after being fully vaccinated
U.S. health officials have confirmed fewer than 6,000 cases of Covid-19 in fully vaccinated Americans, Centers for Disease Control and Prevention Director Dr. Rochelle Walensky said Monday. That represents just 0.007% of the 84 million Americans with full protection against the virus. Despite the breakthrough infections, none of the patients has died or gotten severely ill, indicating the vaccines are working as intended, she said. “With any vaccine, we expect such rare cases, but so far out of more than 84 million people who were fully vaccinated, we have only received reports of less than 6,000 breakthrough cases,” Walensky told reporters at a press briefing.

Biden to call for businesses to give paid time off for employees to get vaccinated as he touts 200 million shots
President Joe Biden is expected to tout the United States administering 200 million coronavirus vaccine shots since he took office and urge businesses to give their employees paid time off to get vaccinated in remarks on Wednesday, according to administration officials. As a part of that call for time off to get vaccinated, Biden will announce a new tax credit to fully offset the cost for small businesses and nonprofits providing paid leave for employees to get vaccinated, the officials said. With more than half of all US adults now at least partially vaccinated, Biden is looking for ways to encourage the rest of the population to get vaccinated and the White House views working adults as the "next big opportunity," one of the officials said.

White House readies another massive spending proposal
The White House is readying another massive spending proposal that would cover child care, universal pre-K and community college tuition, even as the path forward on its $2.3 trillion infrastructure package remains unclear. President Biden is expected to outline his American Families Plan proposal before delivering a joint address to Congress on April 28. The White House has not provided details on the plan, but it is expected to address so-called human infrastructure like child care and family care programs, with a price tag that could hit $1 trillion.

Biden’s Big Agenda Relies on a Shrunken, Strained Agency: The IRS
If President Biden is to implement his ambitious economic agenda, he will have to rely on a beleaguered arm of the government: the Internal Revenue Service. The U.S. tax agency, shrunken after a decade of budget cuts, is sending $1,400 payments to most Americans, the third such logistical challenge in a year. Last month’s $1.9 trillion relief law requires the IRS to create a system outside of annual tax filings for issuing child tax credit payments. And, further complicating an already messy filing season in which the April 15 deadline was pushed back to May 17, the agency must implement a retroactive change to taxation of unemployment benefits received in 2020. More challenges await.

JetBlue plans to begin service between Milwaukee and big East Coast destinations
JetBlue Airways will begin service next year at Milwaukee Mitchell International Airport, airline and airport officials said Wednesday. The new service is scheduled to begin in the second quarter of 2022, according to a statement from Mitchell International. The New York-based airline will offer nonstop flights to two key markets from Milwaukee: Boston Logan International Airport and New York — John F. Kennedy International Airport. “This is exciting news for travelers throughout Wisconsin," Brian Dranzik, airport director at Mitchell said in a statement. "JetBlue is the largest domestic airline not already serving MKE, and this will be a fantastic option for passengers traveling to and from Milwaukee in 2022."

Weekly mortgage demand jumps 8.6% after interest rates fall to a two-month low
A sharp drop in mortgage interest rates sent homeowners and potential homebuyers to their mortgage lenders. Total mortgage application volume surged 8.6% last week compared with the previous week, according to the Mortgage Bankers Association’s seasonally adjusted index. That is the first overall increase in weekly applications since the end of February. The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances ($548,250 or less) decreased to 3.20% from 3.27%, with points increasing to 0.36 from 0.33 (including origination fee) for loans with a 20% down payment. That rate was 25 basis points higher a year ago.

US travel and tourism sector lost $766 billion in 2020, WTTC report estimates
The U.S. travel and tourism industry lost a whopping $766 billion last year amid the ongoing coronavirus pandemic, the World Travel & Tourism Council (WTTC) estimates. In the annual Economic Impact Report (EIR,) released last week, the global tourism body said the nation’s travel and tourism sector plunged 41% in 2020, down from nearly $1.9 trillion in 2019. The U.S. boasts the largest travel and tourism economy in the world, the WTTC said in a news release, and the recovery of the international sector hinges in part on the health of the American industry. Per the report, at least 5.4 million U.S. jobs in travel and tourism were lost in 2020. Around the world, a devastating 62 million jobs in the sector were lost last year.

‘Significant Increase’ in Cybersecurity Threats: Are You Prepared?
The pandemic created a breeding ground for hackers and bad actors. At the outset in March 2020, many companies viewed the move to remote work as temporary. And they reacted accordingly, doing whatever it took to get employees up and running in remote environments. But this move to remote work increased cybersecurity threats. Individuals’ home networks lack the protections of a company network. Personal computers are more vulnerable than company-issued and -managed equipment. Further, some employees took sensitive files home, and financial professionals were handling company money with less oversight. At the same time, many companies failed to update their financial controls.

Fed Sees Supply-Chain Issues Growing Despite Better U.S. Outlook
The Federal Reserve is seeing both labor and material shortages mounting up across several sectors of the U.S. economy, which may have consumers paying even more for everything from fuel to new homes. In the Fed’s Beige Book report released last Wednesday, the central bank references “shortage” or “shortages” 37 times, up six mentions from a previous decade-high total in March. That’s also 12 times more than the same period in 2020, during the early days of the COVID-19 pandemic. Shortages have been a persistent economic theme since the early days of the outbreak, when store shelves were completely emptied of lockdown necessities such as toilet paper, hand sanitizer and personal protective equipment.
News from US Chamber
The COVID-19 crisis ushered in new norms for everything. In the space of 12 months, people have adopted pandemic parlance from Zooming to social distancing, and the ripple effects of living remote have run through every industry from apparel to hospitality to real estate. Along the way, consumer behaviors changed, potentially for good, especially in these three key areas.

Staying Positive in a Negative World

Sometimes it feels like there is a divide between all of mankind and you feel pushed and pulled to take sides and get caught up in the negativity. Thrive Global author, "Luke", gives these seven tips to staying positive in a negative world and taking back control of the darkness:

  1. Moments of perfection -Seek perfection within the imperfect world; seasons changing, beautiful sunsets, a parent caring for their child, etc.
  2. Pursue a dream - failure to pursue a dream can sometimes creat a dark realm of negativity that always stays there on the horizon.
  3. Give the benefit of doubt - when you encounter a situation, you can choose to be optimistic or pessimistic. Giving people the benefit of the doubt is a risk. People fail you. Yet when you let go of that need to be in control, you open yourself up to more relationships.
